沙溪(xi)口(kou)水(shui)電站水(shui)庫(ku)呈(cheng)“丫”型,當(dang)正常蓄水(shui)位88米時,水(shui)庫(ku)面積為17.5平方公(gong)里。按20年一(yi)遇洪(hong)水(shui)標(biao)準移民,初期運行,汛期81米,汛后83米;后期運行,汛后水(shui)位88米,遷移人(ren)口(kou)9442人(ren)。按2年一(yi)遇洪(hong)水(shui)標(biao)準征地(di),淹沒耕地(di)6389畝。

建設過程
本電(dian)站由(you)水電(dian)部(bu)華東勘測設計(ji)院設計(ji),集團公司(si)水電(dian)閩(min)江(jiang)工程局施工。電(dian)站于1980年(nian)列入國家基建計(ji)劃,1983年(nian)3月正式籌建,于1987年(nian)12月第一臺機組投產(chan)發電(dian)。
規劃設計
1980年(nian)省革委(wei)會在南(nan)平召開沙溪口水(shui)電站(zhan)選(xuan)壩(ba)址會議,確定設計方案為(wei):河床式徑流發電,壩(ba)形(xing)為(wei)混凝土重力壩(ba),安裝4臺(tai)由(you)富春江水(shui)工(gong)機械廠制造的7.5萬千瓦傘式水(shui)輪(lun)發電機組,保(bao)證出力5萬千瓦,工(gong)程預算總投資5.58億元(后調整為(wei)7.05億元)。
工程開工
1983年2月,沙溪口(kou)水力發電廠籌備處(chu)成立。5月,引進科威特低息貸款900萬第(di)(di)(di)拉(la)爾(er)(約合(he)3060萬美(mei)元)。1983年9月,按國家審(shen)定的(de)(de)(de)概算總(zong)投資對(dui)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)實行(xing)總(zong)承(cheng)包的(de)(de)(de)水電部(bu)閩江(jiang)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)局根據“分期圍(wei)堰、二期圍(wei)堰擋水發電”的(de)(de)(de)施工(gong)(gong)(gong)(gong)(gong)(gong)方(fang)案破(po)土(tu)動工(gong)(gong)(gong)(gong)(gong)(gong)。歷時5個月,一(yi)期工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)圍(wei)堰閉氣,達到(dao)71米高程(cheng)。1984年7月,主體(ti)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)開工(gong)(gong)(gong)(gong)(gong)(gong)。閩江(jiang)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)局第(di)(di)(di)一(yi)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)處(chu)在水電部(bu)指(zhi)導(dao)下,進行(xing)龜(gui)裂(lie)松動和水平預裂(lie)控制(zhi)爆破(po),效率比普通爆破(po)提(ti)高40%。在水工(gong)(gong)(gong)(gong)(gong)(gong)基礎的(de)(de)(de)開挖過程(cheng)中,施工(gong)(gong)(gong)(gong)(gong)(gong)單位(wei)實行(xing)“三(san)檢(jian)制(zhi)度”,即第(di)(di)(di)一(yi)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)處(chu)質量(liang)檢(jian)驗部(bu)門進行(xing)初檢(jian),施工(gong)(gong)(gong)(gong)(gong)(gong)技(ji)術(shu)部(bu)門進行(xing)二檢(jian),再(zai)會同華東勘測(ce)設計院等單位(wei)進行(xing)三(san)檢(jian),使工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)合(he)格率達95%以(yi)上(shang)。在混(hun)凝(ning)土(tu)施工(gong)(gong)(gong)(gong)(gong)(gong)中,第(di)(di)(di)二工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)處(chu)對(dui)砂石料系統進行(xing)改進,安裝新式粗軋機和日本進口(kou)的(de)(de)(de)拌和摟,采用砼澆筑(zhu)滑模新工(gong)(gong)(gong)(gong)(gong)(gong)藝和碾壓(ya)混(hun)凝(ning)土(tu)技(ji)術(shu),澆筑(zhu)質量(liang)和工(gong)(gong)(gong)(gong)(gong)(gong)效分別提(ti)高15%和45%。
電站建設
1985年(nian)(nian)底,沙溪口水(shui)(shui)(shui)電(dian)(dian)站工地完成澆筑(zhu)混(hun)凝土19.5萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi),超計(ji)劃(hua)9.2%。翌年(nian)(nian)3~6月(yue),西溪流(liu)域有9次洪峰威脅電(dian)(dian)廠(chang)工程(cheng)。4月(yue)20日(ri),洪水(shui)(shui)(shui)流(liu)量每(mei)(mei)秒(miao)達5000多(duo)立(li)(li)(li)方(fang)(fang)米(mi)(mi),24小時(shi)水(shui)(shui)(shui)位(wei)(wei)上(shang)漲4.5米(mi)(mi),上(shang)游(you)圍堰(yan)最(zui)低(di)處(chu)距(ju)洪水(shui)(shui)(shui)位(wei)(wei)只有20多(duo)厘米(mi)(mi)。由于(yu)汛期(qi),基礎開(kai)挖和(he)混(hun)凝土澆筑(zhu)分(fen)別比計(ji)劃(hua)少7萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)和(he)3萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)。汛后,水(shui)(shui)(shui)電(dian)(dian)建(jian)設(she)總局要求(qiu)按期(qi)實現1號(hao)機發(fa)電(dian)(dian)的目(mu)標,并(bing)確(que)定截(jie)流(liu)時(shi)間。1987年(nian)(nian)4月(yue),沙溪口電(dian)(dian)廠(chang)成立(li)(li)(li)。是(shi)年(nian)(nian)7月(yue),大壩(ba)、廠(chang)房(fang)等一(yi)期(qi)開(kai)挖工程(cheng)基本結束,共開(kai)挖土石(shi)方(fang)(fang)84萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi),澆筑(zhu)混(hun)凝土49萬(wan)立(li)(li)(li)方(fang)(fang)米(mi)(mi)。9月(yue)1日(ri),二(er)期(qi)圍堰(yan)截(jie)流(liu)。11月(yue)中(zhong)旬1號(hao)機設(she)備安裝結束,進入調(diao)試階(jie)段。該電(dian)(dian)廠(chang)位(wei)(wei)于(yu)西溪之上(shang),距(ju)市區14公(gong)里(li)。其(qi)大壩(ba)全長628米(mi)(mi),右岸1~15號(hao)壩(ba)段高(gao)74米(mi)(mi),尾(wei)水(shui)(shui)(shui)閘門高(gao)84米(mi)(mi),其(qi)余(yu)部分(fen)高(gao)93米(mi)(mi)。壩(ba)址(zhi)上(shang)游(you)集雨(yu)面(mian)積(ji)約(yue)2.25萬(wan)平方(fang)(fang)公(gong)里(li),占閩江流(liu)域面(mian)積(ji)的42%。水(shui)(shui)(shui)庫(ku)容(rong)量1.54億立(li)(li)(li)方(fang)(fang)米(mi)(mi)。流(liu)量每(mei)(mei)秒(miao)778立(li)(li)(li)方(fang)(fang)米(mi)(mi)。廠(chang)房(fang)面(mian)積(ji)1.1萬(wan)平方(fang)(fang)米(mi)(mi),設(she)計(ji)裝機4×7.5萬(wan)千瓦。
生產管理
1988年(nian)(nian)1月(yue)(yue),1號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)轉入試(shi)生產(chan)期(qi)。16日(ri),瑞典ABB公司制造的調(diao)速器發生振(zhen)動引起導水(shui)(shui)(shui)翼接力(li)器嚴(yan)重損壞,致使(shi)1號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)在(zai)2月(yue)(yue)份只發電(dian)(dian)6小(xiao)時。3月(yue)(yue),因設計誤(wu)差(cha),配合尺寸不當,導致停(ting)機(ji)(ji)(ji)(ji)684小(xiao)時,少發電(dian)(dian)2000萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)時。10月(yue)(yue),2號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)投入運行(xing)(xing)。在(zai)總結1號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)組經(jing)驗的基礎上,對部分設備進行(xing)(xing)技術改進。在(zai)2號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)試(shi)生產(chan)期(qi)間(jian),共進行(xing)(xing)技術改進100多項(xiang),機(ji)(ji)(ji)(ji)組完(wan)好率比1號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)提(ti)高44%,設備缺陷減(jian)少60%,但(dan)水(shui)(shui)(shui)能(neng)(neng)浪費(fei)突出。汛期(qi),因雜物堵塞攔污(wu)柵機(ji)(ji)(ji)(ji)組出力(li)降低60%,常(chang)(chang)停(ting)機(ji)(ji)(ji)(ji)棄水(shui)(shui)(shui)排(pai)污(wu)。同時,施工單位為施工和防汛經(jing)常(chang)(chang)開啟(qi)溢洪(hong)閘門(men)棄水(shui)(shui)(shui),水(shui)(shui)(shui)能(neng)(neng)浪費(fei)加劇(ju),當年(nian)(nian)少發電(dian)(dian)約(yue)7000萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)時,翌(yi)年(nian)(nian)上半年(nian)(nian)少發電(dian)(dian)近1億千(qian)瓦(wa)(wa)(wa)時。下半年(nian)(nian)棄水(shui)(shui)(shui)減(jian)少,同時加高臨時圍堰(yan),發電(dian)(dian)水(shui)(shui)(shui)頭由76米(mi)增至81米(mi),并在(zai)欄污(wu)柵前安裝清(qing)污(wu)機(ji)(ji)(ji)(ji),水(shui)(shui)(shui)能(neng)(neng)利(li)用率提(ti)高21%,機(ji)(ji)(ji)(ji)組出力(li)由3萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)增至7.5萬(wan)(wan)千(qian)瓦(wa)(wa)(wa)。1989年(nian)(nian)12月(yue)(yue)和1990年(nian)(nian)12月(yue)(yue),3號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)和4號(hao)(hao)(hao)機(ji)(ji)(ji)(ji)先(xian)后(hou)安裝完(wan)畢,經(jing)試(shi)運行(xing)(xing)后(hou)進入試(shi)生產(chan)期(qi)。1990年(nian)(nian)沙溪(xi)口電(dian)(dian)廠發電(dian)(dian)5.06億千(qian)瓦(wa)(wa)(wa)時。1989~1990年(nian)(nian)累計發電(dian)(dian)13.26億千(qian)瓦(wa)(wa)(wa)時。

300噸級船閘,水級為24.2米(mi),采用底(di)部長廊道分散輸水方式。閘室尺(chi)寸130米(mi)×12米(mi)×2.5米(mi)(長×寬×最小水深)。
主要工程量為:土石(shi)方(fang)(fang)開挖78萬立方(fang)(fang)米(mi)(mi),混凝(ning)土澆筑79萬立方(fang)(fang)米(mi)(mi)。帷幕(mu)灌漿(jiang)1.04萬平方(fang)(fang)米(mi)(mi),固(gu)結(jie)灌漿(jiang)2.44萬平方(fang)(fang)米(mi)(mi),鋼(gang)筋、鋼(gang)材2.92萬噸。施工導流采用分(fen)期導流方(fang)(fang)式。
福(fu)建沙溪口水力發(fa)電廠作為國家“七五”重點工程建設項目(mu),籌建于1983年(nian)3月,1987年(nian)4月正式建廠,是福(fu)建省(sheng)第(di)一家引進部分外資(zi)的(de)水電工程。
電(dian)(dian)(dian)廠(chang)坐落在南(nan)平(ping)市境內的閩江上游支(zhi)流(liu)西溪(xi)河道上,是一座以發(fa)電(dian)(dian)(dian)為(wei)(wei)主,兼(jian)有(you)航運(yun)綜(zong)合功(gong)能的低水(shui)頭徑流(liu)式(shi)日(ri)調節(jie)水(shui)電(dian)(dian)(dian)廠(chang),裝(zhuang)設(she)4臺單機(ji)(ji)容量7.5萬千瓦軸(zhou)流(liu)轉槳式(shi)水(shui)輪發(fa)電(dian)(dian)(dian)機(ji)(ji)組,總裝(zhuang)機(ji)(ji)容量為(wei)(wei)30萬千瓦,設(she)計多(duo)年(nian)平(ping)均發(fa)電(dian)(dian)(dian)量為(wei)(wei)9.6億千瓦時,既是省電(dian)(dian)(dian)網調峰(feng)調頻(pin)和事(shi)故備用的主力電(dian)(dian)(dian)廠(chang),又是閩北輸變電(dian)(dian)(dian)的樞紐。
