三里(li)坪(ping)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站位于湖北省房縣五臺(tai)龍潭峪三里(li)坪(ping),是南河十三個(ge)梯(ti)級(ji)電(dian)(dian)站中(zhong)的(de)(de)第(di)四(si)級(ji),以防洪(hong)、發(fa)電(dian)(dian)為主,兼顧(gu)防洪(hong)、航運、水(shui)(shui)(shui)(shui)(shui)產養殖、灌溉、旅(lv)游等(deng)綜(zong)合效(xiao)益的(de)(de)國家大二型(xing)水(shui)(shui)(shui)(shui)(shui)利(li)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)樞紐工程(cheng),是南河干(gan)流的(de)(de)第(di)一座(zuo)較大的(de)(de)中(zhong)型(xing)水(shui)(shui)(shui)(shui)(shui)電(dian)(dian)站工程(cheng)。電(dian)(dian)站總裝機容量(liang)為70MW(2× 35MW),設計多年平均年發(fa)電(dian)(dian)量(liang)為1.8億(yi)kW×h;水(shui)(shui)(shui)(shui)(shui)庫(ku)正常(chang)蓄(xu)水(shui)(shui)(shui)(shui)(shui)位416m,相應(ying)庫(ku)容為4.99億(yi)m;大壩最大壩高141m,是國內目前已建(jian)和在建(jian)壩高最高的(de)(de)碾壓混凝(ning)土雙曲(qu)拱壩 。
基本情況
2004年(nian)(nian)8月(yue),國家(jia)(jia)發(fa)(fa)(fa)展(zhan)(zhan)和(he)改(gai)(gai)(gai)革(ge)委員會(hui)以(yi)發(fa)(fa)(fa)改(gai)(gai)(gai)農經[2004]1800號(hao)文(wen)批復(fu)(fu)了該(gai)工(gong)(gong)程(cheng)(cheng)可行性研究報(bao)告;2006年(nian)(nian),國家(jia)(jia)發(fa)(fa)(fa)展(zhan)(zhan)和(he)改(gai)(gai)(gai)革(ge)委員會(hui)以(yi)發(fa)(fa)(fa)改(gai)(gai)(gai)投(tou)資[2006]1337號(hao)文(wen),核定該(gai)工(gong)(gong)程(cheng)(cheng)初(chu)步(bu)設計概算;2007年(nian)(nian)10月(yue)湖北省水(shui)利(li)(li)廳(ting)以(yi)鄂水(shui)利(li)(li)電(dian)復(fu)(fu)[2007]253號(hao)文(wen)批復(fu)(fu)了該(gai)工(gong)(gong)程(cheng)(cheng)的初(chu)步(bu)設計報(bao)告。湖北省以(yi)鄂水(shui)利(li)(li)建(jian)復(fu)(fu)(2008)72號(hao)文(wen)下(xia)達《關(guan)于房縣三里坪水(shui)利(li)(li)水(shui)電(dian)樞(shu)紐工(gong)(gong)程(cheng)(cheng)開(kai)(kai)工(gong)(gong)的批復(fu)(fu)》。2006年(nian)(nian)4月(yue),前期工(gong)(gong)程(cheng)(cheng)開(kai)(kai)始施工(gong)(gong),2009年(nian)(nian)6月(yue)主體工(gong)(gong)程(cheng)(cheng)開(kai)(kai)始施工(gong)(gong),2010年(nian)(nian)5月(yue)13日(ri),大(da)壩混凝土(tu)開(kai)(kai)始澆筑,工(gong)(gong)程(cheng)(cheng)計劃2013年(nian)(nian)7月(yue)首臺(tai)水(shui)輪發(fa)(fa)(fa)電(dian)機組(zu)(zu)投(tou)產(chan)發(fa)(fa)(fa)電(dian),2013年(nian)(nian)10月(yue)第2臺(tai)水(shui)輪發(fa)(fa)(fa)電(dian)機組(zu)(zu)投(tou)產(chan)發(fa)(fa)(fa)電(dian),工(gong)(gong)程(cheng)(cheng)完工(gong)(gong)。
地理位置
三里(li)(li)坪水電(dian)(dian)站位于(yu)湖北省房縣境內,壩址(zhi)位于(yu)在(zai)漢江中(zhong)游一級支流(liu)南(nan)河(he)(he)中(zhong)段三里(li)(li)坪村下游約1.3km的(de)(de)鏈子崖處,距(ju)房縣縣城近50km、至(zhi)河(he)(he)口129km,是(shi)南(nan)河(he)(he)流(liu)域(yu)干流(liu)梯級開(kai)發(fa)中(zhong)的(de)(de)骨干工(gong)程(cheng),大壩正常蓄水位416.0m,相應庫容(rong)4.72億(yi)m3,調節(jie)庫容(rong)2.11億(yi)m3,本(ben)工(gong)程(cheng)是(shi)以防洪、發(fa)電(dian)(dian)為(wei)主,兼有(you)灌溉、水庫養(yang)殖、庫區航運等(deng)綜合效益的(de)(de)水利(li)樞紐(niu)工(gong)程(cheng)。地下電(dian)(dian)站廠(chang)房裝(zhuang)有(you)2臺混流(liu)式水輪發(fa)電(dian)(dian)機(ji)(ji)組(zu),額(e)定單機(ji)(ji)容(rong)量為(wei)35MW,額(e)定總(zong)裝(zhuang)機(ji)(ji)容(rong)量為(wei)70MW;最(zui)大單機(ji)(ji)容(rong)量為(wei)40MW,最(zui)大總(zong)裝(zhuang)機(ji)(ji)容(rong)量為(wei)80MW;年設(she)計(ji)發(fa)電(dian)(dian)量1.83億(yi)千瓦時,年設(she)計(ji)發(fa)電(dian)(dian)利(li)用小時數2620小時,保證出力1.24萬千瓦。
運作方式
在非汛(xun)(xun)期(qi)利用(yong)上庫(ku)的調節(jie)能(neng)力進行(xing)日調節(jie)運用(yong);在主(zhu)汛(xun)(xun)期(qi)和秋汛(xun)(xun)期(qi)水庫(ku)以下游防洪(hong)安全為主(zhu),當入(ru)庫(ku)流量(liang)滿(man)足電(dian)站發電(dian)需要時(shi)充(chong)分發揮調峰作用(yong),當電(dian)站來(lai)水流量(liang)較小,電(dian)站將按保(bao)(bao)證出力發電(dian),盡可能(neng)保(bao)(bao)持水庫(ku)在高水位運行(xing)。
水利(li)樞紐(niu)由碾壓混凝土雙曲拱(gong)壩(ba)、泄洪(hong)消能建筑物(wu)、引水式(shi)地(di)下電站廠(chang)房(fang)組成。攔河大壩(ba)最大壩(ba)高(gao)141.00m,壩(ba)軸(zhou)線長284.62m,壩(ba)頂高(gao)程(cheng)420m,河床建基面高(gao)程(cheng)279m。
地(di)(di)下廠房(fang)位于大壩右岸(an)山體(ti)內,廠房(fang)采用中部式。電站(zhan)主(zhu)要建筑物由進水(shui)(shui)口(kou)、引水(shui)(shui)隧(sui)洞及壓力鋼管、主(zhu)廠房(fang)洞室群(含主(zhu)副廠房(fang)、安裝(zhuang)場、母(mu)線(xian)洞)、尾(wei)(wei)水(shui)(shui)隧(sui)洞、尾(wei)(wei)水(shui)(shui)閘門(men)井(jing)、尾(wei)(wei)水(shui)(shui)渠、交通洞、出線(xian)洞及地(di)(di)面開關站(zhan)等組成。
電氣主接線
電站發電機和主變壓器組(zu)合(he)方式采用一機一變單元接線,110KV(GIS開關站)出線一回,110KV電壓側采用單母接線。
接入系統
以一回110KV線路接入房縣(xian)220KV開關站(zhan),線路總(zong)長(chang)30.5km。
廠用電系統
400V廠(chang)用(yong)(yong)電(dian)I段(duan)(duan)、II段(duan)(duan)分別(bie)經(jing)兩(liang)(liang)臺容量為(wei)1250KVA;電(dian)壓為(wei)10.5±2X.2.5%/0.4KV干式變(bian)壓器(qi)接(jie)(jie)入1#、2#發電(dian)機(ji)10.5kv母線(xian),;備(bei)用(yong)(yong)電(dian)源(yuan)由青峰變(bian)電(dian)站經(jing)10KV線(xian)路供(gong)電(dian)通過(guo)一臺容量為(wei)800KVA電(dian)壓為(wei)10.5±2X.2.5%/0.4KV干式變(bian)壓器(qi)接(jie)(jie)入400VII段(duan)(duan),廠(chang)內500KW柴油發電(dian)機(ji)作為(wei)后備(bei)電(dian)源(yuan)接(jie)(jie)入400VI段(duan)(duan);400V分為(wei)兩(liang)(liang)段(duan)(duan),加(jia)設母聯(lian)開關采用(yong)(yong)南京自(zi)動(dong)化公(gong)司備(bei)自(zi)投裝置實現自(zi)動(dong)投切;壩區采用(yong)(yong)250kW柴油發電(dian)機(ji)作為(wei)應急供(gong)電(dian)電(dian)源(yuan)。
控制方式
電(dian)(dian)站(zhan)(zhan)采用南京南瑞集團生產(chan)的(de)計算機(ji)監(jian)控(kong)(kong)(kong)(kong)系統實現全(quan)廠生產(chan)設備(bei)集中監(jian)測監(jian)控(kong)(kong)(kong)(kong),電(dian)(dian)站(zhan)(zhan)控(kong)(kong)(kong)(kong)制分為(wei)三層:現地控(kong)(kong)(kong)(kong)制級、廠站(zhan)(zhan)控(kong)(kong)(kong)(kong)制級和(he)調度(du)(du)控(kong)(kong)(kong)(kong)制級。控(kong)(kong)(kong)(kong)制調節方式的(de)優(you)先級從高(gao)到低為(wei):現地控(kong)(kong)(kong)(kong)制級、主站(zhan)(zhan)控(kong)(kong)(kong)(kong)制級、調度(du)(du)控(kong)(kong)(kong)(kong)制級。在主站(zhan)(zhan)控(kong)(kong)(kong)(kong)制方式下(xia),現地控(kong)(kong)(kong)(kong)制單元只接(jie)(jie)受通過廠站(zhan)(zhan)級(中控(kong)(kong)(kong)(kong)室)人機(ji)接(jie)(jie)口設備(bei)發布(bu)的(de)控(kong)(kong)(kong)(kong)制及(ji)調節命(ming)令。調度(du)(du)級只能(neng)采集、監(jian)視來自(zi)三里(li)坪水電(dian)(dian)站(zhan)(zhan)的(de)運行信息和(he)數據,不能(neng)直(zhi)接(jie)(jie)對(dui)電(dian)(dian)站(zhan)(zhan)的(de)控(kong)(kong)(kong)(kong)制對(dui)象進(jin)行遠方控(kong)(kong)(kong)(kong)制與操(cao)作。
調度方式
三(san)里坪水電站由湖北省(sheng)電力調度通信中心調度。
電站建設(she)單位(wei)為湖北能(neng)源集團房縣水(shui)利水(shui)電發展有限公司(業主),設(she)計(ji)單位(wei)為長江(jiang)(jiang)水(shui)利委員(yuan)會長江(jiang)(jiang)勘測規劃設(she)計(ji)研究院(yuan),主要施(shi)工(gong)單位(wei)中國水(shui)電十五(wu)局。
