三里坪水(shui)(shui)(shui)電(dian)站位于湖北省房縣五臺龍(long)潭峪三里坪,是南河十三個梯級(ji)電(dian)站中的(de)(de)第(di)四級(ji),以(yi)防(fang)洪(hong)(hong)、發電(dian)為主,兼顧防(fang)洪(hong)(hong)、航運、水(shui)(shui)(shui)產養(yang)殖(zhi)、灌溉、旅(lv)游等綜合效(xiao)益的(de)(de)國(guo)(guo)家大二型水(shui)(shui)(shui)利水(shui)(shui)(shui)電(dian)樞紐(niu)工程,是南河干(gan)流(liu)的(de)(de)第(di)一座(zuo)較大的(de)(de)中型水(shui)(shui)(shui)電(dian)站工程。電(dian)站總裝機容量為70MW(2× 35MW),設計多年平(ping)均(jun)年發電(dian)量為1.8億kW×h;水(shui)(shui)(shui)庫正(zheng)常蓄(xu)水(shui)(shui)(shui)位416m,相應庫容為4.99億m;大壩(ba)最大壩(ba)高141m,是國(guo)(guo)內目(mu)前已建和在建壩(ba)高最高的(de)(de)碾壓混凝土(tu)雙曲拱壩(ba) 。
基本情況
2004年(nian)(nian)8月(yue)(yue),國家發(fa)(fa)展和(he)改革委員會以發(fa)(fa)改農經[2004]1800號文(wen)批復了(le)該(gai)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)可行(xing)性(xing)研(yan)究報告;2006年(nian)(nian),國家發(fa)(fa)展和(he)改革委員會以發(fa)(fa)改投(tou)資[2006]1337號文(wen),核定該(gai)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)初步(bu)設計(ji)概算;2007年(nian)(nian)10月(yue)(yue)湖北(bei)省水(shui)利廳以鄂(e)(e)水(shui)利電(dian)(dian)(dian)復[2007]253號文(wen)批復了(le)該(gai)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)的初步(bu)設計(ji)報告。湖北(bei)省以鄂(e)(e)水(shui)利建復(2008)72號文(wen)下達《關(guan)于房縣三里坪水(shui)利水(shui)電(dian)(dian)(dian)樞紐(niu)工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)開工(gong)(gong)(gong)(gong)(gong)(gong)的批復》。2006年(nian)(nian)4月(yue)(yue),前期工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)開始(shi)施工(gong)(gong)(gong)(gong)(gong)(gong),2009年(nian)(nian)6月(yue)(yue)主體工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)開始(shi)施工(gong)(gong)(gong)(gong)(gong)(gong),2010年(nian)(nian)5月(yue)(yue)13日,大壩混凝(ning)土開始(shi)澆筑(zhu),工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)計(ji)劃2013年(nian)(nian)7月(yue)(yue)首臺(tai)水(shui)輪(lun)發(fa)(fa)電(dian)(dian)(dian)機組投(tou)產(chan)發(fa)(fa)電(dian)(dian)(dian),2013年(nian)(nian)10月(yue)(yue)第2臺(tai)水(shui)輪(lun)發(fa)(fa)電(dian)(dian)(dian)機組投(tou)產(chan)發(fa)(fa)電(dian)(dian)(dian),工(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)完工(gong)(gong)(gong)(gong)(gong)(gong)。
地理位置
三(san)里坪水(shui)電站位于湖北省房縣(xian)境內,壩址位于在漢江中(zhong)(zhong)游(you)一級支流(liu)(liu)南河中(zhong)(zhong)段三(san)里坪村下游(you)約1.3km的鏈子(zi)崖處,距房縣(xian)縣(xian)城近50km、至河口(kou)129km,是(shi)南河流(liu)(liu)域干流(liu)(liu)梯級開發(fa)中(zhong)(zhong)的骨干工程,大壩正(zheng)常蓄水(shui)位416.0m,相應庫容4.72億m3,調節(jie)庫容2.11億m3,本工程是(shi)以防洪、發(fa)電為(wei)主(zhu),兼有(you)灌溉(gai)、水(shui)庫養殖(zhi)、庫區航運等(deng)綜合效益的水(shui)利(li)(li)樞紐工程。地下電站廠(chang)房裝有(you)2臺混流(liu)(liu)式水(shui)輪發(fa)電機組,額(e)(e)定單(dan)機容量(liang)(liang)為(wei)35MW,額(e)(e)定總裝機容量(liang)(liang)為(wei)70MW;最(zui)(zui)大單(dan)機容量(liang)(liang)為(wei)40MW,最(zui)(zui)大總裝機容量(liang)(liang)為(wei)80MW;年設(she)計(ji)發(fa)電量(liang)(liang)1.83億千(qian)瓦(wa)(wa)時,年設(she)計(ji)發(fa)電利(li)(li)用小(xiao)時數2620小(xiao)時,保證出力1.24萬千(qian)瓦(wa)(wa)。
運作方式
在(zai)非汛期利用上庫的調(diao)節(jie)能力進行日調(diao)節(jie)運用;在(zai)主汛期和秋汛期水(shui)庫以下游防洪安全為(wei)主,當(dang)入庫流量滿足電(dian)站(zhan)發(fa)電(dian)需要(yao)時充分發(fa)揮調(diao)峰作用,當(dang)電(dian)站(zhan)來(lai)水(shui)流量較(jiao)小(xiao),電(dian)站(zhan)將按(an)保證出力發(fa)電(dian),盡可(ke)能保持水(shui)庫在(zai)高水(shui)位運行。
水(shui)利樞(shu)紐由碾壓混凝土雙曲拱壩、泄洪消能建(jian)筑物、引水(shui)式地下電站廠房組成。攔河大壩最大壩高141.00m,壩軸線長284.62m,壩頂高程(cheng)420m,河床建(jian)基面高程(cheng)279m。
地(di)下廠(chang)房(fang)位于大壩右岸山體內,廠(chang)房(fang)采用中部(bu)式。電(dian)站主要建筑(zhu)物(wu)由進(jin)水口、引水隧洞及(ji)壓力(li)鋼管、主廠(chang)房(fang)洞室(shi)群(含(han)主副(fu)廠(chang)房(fang)、安(an)裝(zhuang)場、母線(xian)洞)、尾(wei)(wei)水隧洞、尾(wei)(wei)水閘門井、尾(wei)(wei)水渠、交通洞、出線(xian)洞及(ji)地(di)面開關站等組(zu)成(cheng)。
電氣主接線
電站(zhan)發電機和主變壓器組合方式采用(yong)一機一變單元接線(xian),110KV(GIS開關站(zhan))出線(xian)一回,110KV電壓側采用(yong)單母接線(xian)。
接入系統
以一回110KV線(xian)路接入房縣220KV開關站(zhan),線(xian)路總長30.5km。
廠用電系統
400V廠用(yong)電(dian)(dian)I段(duan)、II段(duan)分別(bie)經(jing)兩(liang)臺(tai)容(rong)量為(wei)1250KVA;電(dian)(dian)壓(ya)(ya)為(wei)10.5±2X.2.5%/0.4KV干式變壓(ya)(ya)器接(jie)入(ru)(ru)1#、2#發電(dian)(dian)機(ji)(ji)10.5kv母(mu)線,;備用(yong)電(dian)(dian)源(yuan)由(you)青峰變電(dian)(dian)站經(jing)10KV線路供電(dian)(dian)通過一(yi)臺(tai)容(rong)量為(wei)800KVA電(dian)(dian)壓(ya)(ya)為(wei)10.5±2X.2.5%/0.4KV干式變壓(ya)(ya)器接(jie)入(ru)(ru)400VII段(duan),廠內500KW柴油發電(dian)(dian)機(ji)(ji)作為(wei)后備電(dian)(dian)源(yuan)接(jie)入(ru)(ru)400VI段(duan);400V分為(wei)兩(liang)段(duan),加設母(mu)聯開關采用(yong)南京(jing)自動(dong)化(hua)公司備自投裝置實(shi)現自動(dong)投切;壩區采用(yong)250kW柴油發電(dian)(dian)機(ji)(ji)作為(wei)應急供電(dian)(dian)電(dian)(dian)源(yuan)。
控制方式
電(dian)站(zhan)采用南(nan)(nan)京南(nan)(nan)瑞集(ji)團(tuan)生(sheng)產(chan)的(de)計(ji)算機(ji)監(jian)控(kong)(kong)系(xi)統實現(xian)(xian)全廠生(sheng)產(chan)設(she)備(bei)集(ji)中監(jian)測監(jian)控(kong)(kong),電(dian)站(zhan)控(kong)(kong)制(zhi)(zhi)分為三層:現(xian)(xian)地(di)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)、廠站(zhan)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)和調度(du)(du)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)。控(kong)(kong)制(zhi)(zhi)調節(jie)(jie)方式的(de)優先級(ji)(ji)從(cong)高(gao)到(dao)低為:現(xian)(xian)地(di)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)、主站(zhan)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)、調度(du)(du)控(kong)(kong)制(zhi)(zhi)級(ji)(ji)。在主站(zhan)控(kong)(kong)制(zhi)(zhi)方式下,現(xian)(xian)地(di)控(kong)(kong)制(zhi)(zhi)單元只接受通過廠站(zhan)級(ji)(ji)(中控(kong)(kong)室)人(ren)機(ji)接口設(she)備(bei)發布的(de)控(kong)(kong)制(zhi)(zhi)及調節(jie)(jie)命令。調度(du)(du)級(ji)(ji)只能采集(ji)、監(jian)視(shi)來自三里坪水電(dian)站(zhan)的(de)運(yun)行(xing)信(xin)息和數據,不能直(zhi)接對(dui)(dui)電(dian)站(zhan)的(de)控(kong)(kong)制(zhi)(zhi)對(dui)(dui)象(xiang)進行(xing)遠方控(kong)(kong)制(zhi)(zhi)與操作。
調度方式
三里(li)坪水電(dian)站(zhan)由湖(hu)北省(sheng)電(dian)力調度通信中心(xin)調度。
電(dian)站建設(she)單位為湖北能源集團房(fang)縣水(shui)(shui)利水(shui)(shui)電(dian)發展有限公司(si)(業主(zhu)),設(she)計單位為長(chang)(chang)江水(shui)(shui)利委員會長(chang)(chang)江勘(kan)測規劃設(she)計研究院(yuan),主(zhu)要施工(gong)單位中國水(shui)(shui)電(dian)十五局。
