過祖源,號基厚,無錫人,給水排水專家,中國給排水與環境科學開拓人之一。早年從事水利工程和衛生工程工作,為創建和開拓中國早期的衛生工程事業作出了重要貢獻。中華人民共和國成立后,他首先推動了中國給水排水設計工作,其后又開拓了水污染防治科學研究工作,并在開創環境保護科學方面做出了重要貢獻。

人物簡介

過祖源(yuan),號基厚,無錫人,1905年4月5日出(chu)生(sheng)于江蘇無錫縣(xian)一個小商人家(jia)庭。

1922年,畢業(ye)于江(jiang)蘇(su)省立(li)蘇(su)州工(gong)業(ye)專門學校土木科,后在天津、武昌、漢口(kou)、江(jiang)西和上海等(deng)地(di)水利部(bu)門任工(gong)程師,參加水利工(gong)程的(de)測(ce)繪、設(she)計與施工(gong)工(gong)作10年。

1932年,轉(zhuan)入(ru)衛生系統,在(zai)南(nan)京任(ren)衛生署中央衛生實驗院環(huan)境衛生系工(gong)程(cheng)(cheng)師,協助美國顧問辦理衛生工(gong)程(cheng)(cheng)設(she)計(ji)和教育工(gong)作。

1934年被派赴(fu)美國(guo)北卡羅來納大學研究生(sheng)院(yuan)進修,1935年,獲該校土木工程(cheng)碩士(shi)學位。回國(guo)后仍在衛(wei)生(sheng)署中央衛(wei)生(sheng)實驗(yan)院(yuan)工作,任衛(wei)生(sheng)工程(cheng)系主任。抗日(ri)戰爭(zheng)期間,1938-1939年在長沙、桂林和貴(gui)陽等地任中國(guo)紅十字會救護總隊衛(wei)生(sheng)工程(cheng)指導員,從事戰時衛(wei)生(sheng)工程(cheng)人員的培訓。

1940-1942年(nian),在重慶任(ren)衛(wei)(wei)生(sheng)(sheng)(sheng)署中(zhong)(zhong)央(yang)(yang)衛(wei)(wei)生(sheng)(sheng)(sheng)實驗院(yuan)(yuan)衛(wei)(wei)生(sheng)(sheng)(sheng)工程(cheng)組主(zhu)任(ren),創(chuang)建(jian)中(zhong)(zhong)國衛(wei)(wei)生(sheng)(sheng)(sheng)工程(cheng)學(xue)會(hui),并任(ren)會(hui)長,1942-1946年(nian),任(ren)衛(wei)(wei)生(sheng)(sheng)(sheng)署中(zhong)(zhong)央(yang)(yang)衛(wei)(wei)生(sheng)(sheng)(sheng)實驗院(yuan)(yuan)衛(wei)(wei)生(sheng)(sheng)(sheng)工程(cheng)室簡任(ren)技正兼主(zhu)任(ren),1943年(nian),中(zhong)(zhong)央(yang)(yang)衛(wei)(wei)生(sheng)(sheng)(sheng)實驗院(yuan)(yuan)與中(zhong)(zhong)央(yang)(yang)大學(xue)工學(xue)院(yuan)(yuan)在土木系合辦衛(wei)(wei)生(sheng)(sheng)(sheng)工程(cheng)專業,培養(yang)衛(wei)(wei)生(sheng)(sheng)(sheng)工程(cheng)師,過(guo)祖源兼任(ren)該專業的教(jiao)授。

1944年(nian),他再次赴美國(guo)考察(cha)衛(wei)生(sheng)工程(cheng),歷時一年(nian)。

任職經歷

過祖源于1946年(nian)在(zai)天(tian)津轉(zhuan)入城市建設(she)系統,1946-1947年(nian),任(ren)天(tian)津市政府衛生工(gong)程(cheng)處主(zhu)任(ren),19471949年(nian),任(ren)天(tian)津市工(gong)務局(ju)副局(ju)長、局(ju)長,從(cong)事衛生工(gong)程(cheng)和(he)(he)市政工(gong)程(cheng)的(de)建設(she)工(gong)作。在(zai)水利工(gong)程(cheng)和(he)(he)衛生工(gong)程(cheng)方面的(de)多年(nian)實踐,逐步豐富和(he)(he)擴大了(le)過祖源的(de)基礎(chu)理論和(he)(he)專業知識,在(zai)給(gei)水排水界他與顧(gu)康(kang)樂有“南顧(gu)北(bei)過”之稱(cheng)。

中(zhong)華(hua)人(ren)民共和(he)國(guo)成立后,過祖源在(zai)天津市(shi)(shi)衛生工程(cheng)(cheng)局任總(zong)工程(cheng)(cheng)師(shi),1952年(nian),成立市(shi)(shi)政工程(cheng)(cheng)局,過祖源仍任總(zong)工程(cheng)(cheng)師(shi)。在(zai)他(ta)的組(zu)織(zhi)領(ling)導下,疏(shu)浚了(le)(le)(le)(le)墻子河(he)和(he)金鐘河(he),填塞了(le)(le)(le)(le)赤龍河(he),修建(jian)(jian)(jian)了(le)(le)(le)(le)墻子河(he)污水截流(liu)干管,建(jian)(jian)(jian)設了(le)(le)(le)(le)城區補充排(pai)(pai)水工程(cheng)(cheng)和(he)新建(jian)(jian)(jian)區排(pai)(pai)水工程(cheng)(cheng)。與此同時,他(ta)還(huan)指導了(le)(le)(le)(le)新建(jian)(jian)(jian)道路和(he)勝利橋(qiao)的設計和(he)施工。抗美援(yuan)朝(chao)期間,他(ta)參(can)與修建(jian)(jian)(jian)了(le)(le)(le)(le)楊村機場,并參(can)加天津市(shi)(shi)抗美援(yuan)朝(chao)醫務隊,幾次入朝(chao)解決了(le)(le)(le)(le)中(zhong)國(guo)人(ren)民志愿(yuan)軍戰(zhan)士的飲水問題(ti)。此外,他(ta)還(huan)協助解決太原拖拉機廠防(fang)汛排(pai)(pai)水工程(cheng)(cheng)等。過祖源熱心組(zu)織(zhi)天津市(shi)(shi)土木工程(cheng)(cheng)學會,積極(ji)開展學術活動,培訓了(le)(le)(le)(le)很(hen)多優(you)秀人(ren)才(cai)。

1954年,過祖源(yuan)調北(bei)京參加籌建城市(shi)建設(she)(she)部給水(shui)(shui)排水(shui)(shui)設(she)(she)計(ji)院,任副(fu)院長兼總(zong)工程(cheng)師,在(zai)蘇聯專家的協助下,他組(zu)織并審(shen)查了(le)中(zhong)(zhong)國第一個五年建設(she)(she)計(ji)劃(hua)中(zhong)(zhong)蘭(lan)州、西(xi)安、太原、洛陽、成都等(deng)幾個重(zhong)點城市(shi)建設(she)(she)項目(mu)的給水(shui)(shui)排水(shui)(shui)工程(cheng)設(she)(she)計(ji)工作,組(zu)織編(bian)制(zhi)中(zhong)(zhong)國第一個給水(shui)(shui)工程(cheng)和排水(shui)(shui)工程(cheng)設(she)(she)計(ji)規(gui)范(fan)(草案),并開始著手(shou)組(zu)織編(bian)制(zhi)給水(shui)(shui)排水(shui)(shui)定型設(she)(she)計(ji)與(yu)標準設(she)(she)計(ji)。1956年,他被評為城市(shi)建設(she)(she)部先進工作者。

1956年,過祖源調(diao)至城市建(jian)設(she)部(bu)勘察設(she)計局任(ren)副局長(chang),主(zhu)持(chi)設(she)計審查工(gong)作,并(bing)籌建(jian)城市建(jian)設(she)科學研究所。

1958年,城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)建(jian)(jian)設(she)部與建(jian)(jian)筑工(gong)(gong)程部合(he)并,城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)建(jian)(jian)設(she)科(ke)(ke)學(xue)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo)經調整后改成(cheng)市(shi)(shi)(shi)(shi)(shi)政(zheng)工(gong)(gong)程研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo),隸屬建(jian)(jian)筑科(ke)(ke)學(xue)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)院領導,過祖(zu)(zu)(zu)源任所(suo)(suo)長(chang)。他善(shan)于結(jie)合(he)形勢(shi)發(fa)展(zhan)(zhan)的(de)需要(yao)開展(zhan)(zhan)科(ke)(ke)學(xue)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)工(gong)(gong)作,例(li)如中(zhong)國(guo)農業發(fa)展(zhan)(zhan)綱要(yao)頒(ban)布后,他提出(chu)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)利(li)(li)(li)用(yong)(yong)城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)污(wu)水(shui)(shui)(shui)灌溉農田,結(jie)合(he)利(li)(li)(li)用(yong)(yong)污(wu)水(shui)(shui)(shui)來解決污(wu)水(shui)(shui)(shui)的(de)處(chu)理問題(ti),其后又發(fa)展(zhan)(zhan)為(wei)污(wu)水(shui)(shui)(shui)污(wu)泥綜合(he)利(li)(li)(li)用(yong)(yong);在(zai)(zai)農業水(shui)(shui)(shui)利(li)(li)(li)化運動(dong)和(he)工(gong)(gong)業躍進(jin)形勢(shi)下,他提出(chu)工(gong)(gong)業廢(fei)水(shui)(shui)(shui)處(chu)理與利(li)(li)(li)用(yong)(yong)的(de)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)。他有苦干(gan)實干(gan)精神,不畏艱難(nan),敢于迎難(nan)而(er)上(shang),例(li)如中(zhong)國(guo)從日本引(yin)進(jin)維尼綸生產線,他勇于接受該工(gong)(gong)藝廢(fei)水(shui)(shui)(shui)處(chu)理試驗研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)任務,填補了(le)(le)進(jin)口技術中(zhong)的(de)空白(bai)。他主(zhu)張科(ke)(ke)學(xue)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)結(jie)合(he)生產,解決實際(ji)問題(ti),因此,許(xu)多試驗研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)都是在(zai)(zai)各(ge)地水(shui)(shui)(shui)廠或工(gong)(gong)地現(xian)場進(jin)行的(de)。1971年,市(shi)(shi)(shi)(shi)(shi)政(zheng)工(gong)(gong)程研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo)下放北(bei)京市(shi)(shi)(shi)(shi)(shi),改成(cheng)北(bei)京市(shi)(shi)(shi)(shi)(shi)給排水(shui)(shui)(shui)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo),過祖(zu)(zu)(zu)源從事情(qing)報資料工(gong)(gong)作。1973年,北(bei)京市(shi)(shi)(shi)(shi)(shi)給排水(shui)(shui)(shui)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo)擴(kuo)建(jian)(jian)為(wei)北(bei)京市(shi)(shi)(shi)(shi)(shi)環境保護(hu)科(ke)(ke)學(xue)研(yan)(yan)(yan)(yan)究(jiu)(jiu)(jiu)(jiu)所(suo)(suo),過祖(zu)(zu)(zu)源任該所(suo)(suo)總工(gong)(gong)程師。1979年秋,聯合(he)國(guo)環境規劃署在(zai)(zai)北(bei)京舉辦學(xue)術交流會,他在(zai)(zai)會上(shang)宣(xuan)讀了(le)(le)“城(cheng)(cheng)市(shi)(shi)(shi)(shi)(shi)污(wu)水(shui)(shui)(shui)區域綜合(he)治理規劃”的(de)論文。

1980年(nian),過(guo)祖源(yuan)(yuan)調任北京市環(huan)(huan)境(jing)保(bao)護(hu)局(ju)總工(gong)程師(shi),負責局(ju)技(ji)(ji)術工(gong)作,并(bing)領導對全市基建(jian)、技(ji)(ji)措項目中(zhong)“環(huan)(huan)境(jing)保(bao)護(hu)三同(tong)(tong)時(shi)”(環(huan)(huan)境(jing)保(bao)護(hu)設施與主體工(gong)程同(tong)(tong)時(shi)設計、同(tong)(tong)時(shi)施工(gong)、同(tong)(tong)時(shi)投產使(shi)用)的審查把關。此(ci)外,他還擔任過(guo)天津市第(di)一、二屆(jie)人民代(dai)表(biao)大(da)會(hui)代(dai)表(biao),九三學(xue)(xue)(xue)社北京市委副主委,北京市政協(xie)常務委員,中(zhong)國(guo)政協(xie)三屆(jie)三次會(hui)議特邀代(dai)表(biao),中(zhong)國(guo)環(huan)(huan)境(jing)科學(xue)(xue)(xue)學(xue)(xue)(xue)會(hui)環(huan)(huan)境(jing)工(gong)程學(xue)(xue)(xue)會(hui)理事長。1980年(nian)1月,過(guo)祖源(yuan)(yuan)隨(sui)中(zhong)國(guo)科協(xie)代(dai)表(biao)團赴(fu)舊金山參加(jia)美國(guo)科學(xue)(xue)(xue)促進會(hui)年(nian)會(hui),并(bing)考(kao)察(cha)洛杉磯、圣地亞(ya)哥等(deng)城市污水(shui)處理利用的動向,同(tong)(tong)年(nian)3月,去曼谷參加(jia)加(jia)拿大(da)國(guo)際開(kai)發研究中(zhong)心主辦的污水(shui)養魚學(xue)(xue)(xue)術討論會(hui),11月,又(you)去泰國(guo)帕太亞(ya)參加(jia)亞(ya)太地區(qu)固體廢物(wu)處理討論會(hui)。1984年(nian)7月,過(guo)祖源(yuan)(yuan)改任北京市環(huan)(huan)境(jing)保(bao)護(hu)局(ju)技(ji)(ji)術顧(gu)問(wen)。

他(ta)對(dui)無錫(xi)縣(xian)故鄉教育(yu)事(shi)(shi)業十分(fen)關注,為勉勵家(jia)鄉子弟(di)勤(qin)奮學習,1983年(nian),代(dai)表(biao)他(ta)兄(xiong)弟(di)們將祖(zu)(zu)產折合現金2萬余元捐贈(zeng)給無錫(xi)縣(xian)八(ba)士中學作為思勤(qin)堂獎學金。過祖(zu)(zu)源(yuan)具有(you)實干精神(shen),為人耿直,對(dui)事(shi)(shi)物有(you)獨(du)到見解,敢于直言。1991年(nian)春,他(ta)雖病休(xiu)在家(jia),仍考(kao)慮著“八(ba)五(wu)”期間(jian)北京(jing)市(shi)的環(huan)境保(bao)護(hu)規劃(hua)問(wen)(wen)題(ti),掛念著北京(jing)市(shi)十年(nian)規劃(hua)和(he)八(ba)五(wu)計劃(hua)中城市(shi)建(jian)(jian)(jian)設(she)與環(huan)境建(jian)(jian)(jian)設(she)同步(bu)問(wen)(wen)題(ti)以及統籌(chou)兼顧經濟、生(sheng)產和(he)生(sheng)活(huo)等問(wen)(wen)題(ti)。鑒于科威特戰后大氣污(wu)染問(wen)(wen)題(ti),過祖(zu)(zu)源(yuan)建(jian)(jian)(jian)議加(jia)強中國(guo)(guo)環(huan)境監測工(gong)作,開展(zhan)國(guo)(guo)際協作,消除跨國(guo)(guo)境污(wu)染。他(ta)還(huan)建(jian)(jian)(jian)議總結國(guo)(guo)內外(wai)環(huan)境保(bao)護(hu)先進(jin)經驗(yan),舉(ju)辦(ban)先進(jin)成(cheng)就展(zhan)覽會、建(jian)(jian)(jian)立(li)城市(shi)建(jian)(jian)(jian)設(she)和(he)環(huan)境保(bao)護(hu)博物館。

職業生涯

中(zhong)華人民(min)(min)共和(he)國(guo)成立后(hou),過祖(zu)(zu)源(yuan)先后(hou)在(zai)(zai)(zai)(zai)(zai)天(tian)(tian)津市(shi)(shi)(shi)衛生(sheng)工(gong)程(cheng)局和(he)市(shi)(shi)(shi)政(zheng)(zheng)工(gong)程(cheng)局任(ren)總工(gong)程(cheng)師。貫(guan)徹“為(wei)(wei)(wei)生(sheng)產服務,為(wei)(wei)(wei)勞動人民(min)(min)服務”的(de)城市(shi)(shi)(shi)建設(she)方(fang)(fang)針,他(ta)在(zai)(zai)(zai)(zai)(zai)1950年(nian)(nian)就向天(tian)(tian)津市(shi)(shi)(shi)人民(min)(min)政(zheng)(zheng)府(fu)提(ti)出(chu)(chu)解決赤龍河(he)(he)、金(jin)鐘河(he)(he)、墻(qiang)(qiang)子河(he)(he)和(he)南(nan)開污(wu)水(shui)(shui)(shui)池等天(tian)(tian)津市(shi)(shi)(shi)四大(da)污(wu)水(shui)(shui)(shui)危害問(wen)(wen)題(ti)。經(jing)過3年(nian)(nian)工(gong)程(cheng)實(shi)踐,填塞(sai)了(le)赤龍河(he)(he)、金(jin)鐘河(he)(he)和(he)南(nan)開污(wu)水(shui)(shui)(shui)池,將其(qi)改為(wei)(wei)(wei)高級路面和(he)公(gong)園,并(bing)修(xiu)筑了(le)中(zhong)國(guo)第一條大(da)型污(wu)水(shui)(shui)(shui)截(jie)流管(guan)道,保(bao)護了(le)墻(qiang)(qiang)子河(he)(he)的(de)潔凈。過祖(zu)(zu)源(yuan)主張設(she)計應采用(yong)多方(fang)(fang)案比較(jiao),從中(zhong)選擇(ze)經(jing)濟(ji)實(shi)用(yong)的(de)方(fang)(fang)案。例如排水(shui)(shui)(shui)方(fang)(fang)案先選用(yong)合(he)流制(zhi)過渡,待國(guo)家有一定經(jing)濟(ji)能力后(hou)再(zai)修(xiu)建分流制(zhi)污(wu)水(shui)(shui)(shui)管(guan)道。又(you)如設(she)計排水(shui)(shui)(shui)泵(beng)站時,考慮到當時天(tian)(tian)津市(shi)(shi)(shi)區湖坑(keng)較(jiao)多,可(ke)以容納部分地面徑流,因此,削減了(le)泵(beng)站的(de)進水(shui)(shui)(shui)流量,既解決了(le)積水(shui)(shui)(shui)問(wen)(wen)題(ti),又(you)節約了(le)投資(zi)。早在(zai)(zai)(zai)(zai)(zai)1951年(nian)(nian),他(ta)就提(ti)出(chu)(chu)利用(yong)頂(ding)管(guan)技術(shu)解決下水(shui)(shui)(shui)道穿越天(tian)(tian)津車站9條鐵路問(wen)(wen)題(ti)。配合(he)排水(shui)(shui)(shui)管(guan)網的(de)發展,城市(shi)(shi)(shi)排水(shui)(shui)(shui)工(gong)程(cheng)設(she)計中(zhong),由于暴雨強度公(gong)式的(de)采用(yong)對工(gong)程(cheng)造價影響(xiang)極大(da),過祖(zu)(zu)源(yuan)在(zai)(zai)(zai)(zai)(zai)分析(xi)國(guo)處經(jing)驗的(de)基(ji)礎上提(ti)出(chu)(chu)了(le)標準公(gong)式及(ji)其(qi)圖(tu)解方(fang)(fang)法,該公(gong)式在(zai)(zai)(zai)(zai)(zai)1959年(nian)(nian)被列入國(guo)家給水(shui)(shui)(shui)排水(shui)(shui)(shui)設(she)計規范。

開拓水污染防治科學研究工作

1956年(nian),中國(guo)科(ke)(ke)學(xue)(xue)技術遠景規劃(hua)(1956—1967)的(de)制訂(ding),是(shi)中國(guo)科(ke)(ke)學(xue)(xue)發展史上具有(you)重大意義(yi)的(de)一(yi)件大事。這(zhe)個規劃(hua)指出了科(ke)(ke)學(xue)(xue)研究(jiu)(jiu)為生(sheng)產(chan)服務(wu)和(he)全(quan)面(mian)(mian)規劃(hua)共同(tong)協作(zuo)的(de)重要方(fang)針(zhen),明確了中國(guo)各(ge)方(fang)面(mian)(mian)科(ke)(ke)學(xue)(xue)研究(jiu)(jiu)的(de)近期和(he)遠期的(de)輪廓方(fang)案。過(guo)祖源組織并(bing)主持了這(zhe)個規劃(hua)的(de)給水(shui)(shui)排水(shui)(shui)部分(fen)的(de)制訂(ding)工作(zuo),從此,中國(guo)給水(shui)(shui)排水(shui)(shui)的(de)研究(jiu)(jiu)工作(zuo)開始在統一(yi)領導分(fen)工協作(zuo)的(de)原則下,有(you)計劃(hua)有(you)步(bu)驟地進行。

1973年,過(guo)祖源(yuan)(yuan)任北(bei)京(jing)市環(huan)(huan)境(jing)保護(hu)(hu)科學(xue)研(yan)究(jiu)(jiu)所總(zong)工(gong)(gong)程師,研(yan)究(jiu)(jiu)范圍除城市污(wu)水(shui)(shui)和(he)(he)工(gong)(gong)業(ye)廢(fei)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)外,擴大到工(gong)(gong)業(ye)廢(fei)氣治理(li)(li)(li)(li)和(he)(he)煙(yan)塵污(wu)染治理(li)(li)(li)(li)。在他的領導下,一(yi)批以(yi)北(bei)京(jing)市環(huan)(huan)境(jing)保護(hu)(hu)科學(xue)研(yan)究(jiu)(jiu)所為主要研(yan)究(jiu)(jiu)單位的科研(yan)項(xiang)目(mu)(mu),在1978年,獲中國科學(xue)大會成果(guo)獎,其中有(you)關水(shui)(shui)污(wu)染防(fang)治的課(ke)題有(you):官(guan)廳水(shui)(shui)系水(shui)(shui)源(yuan)(yuan)保護(hu)(hu)的研(yan)究(jiu)(jiu)、反(fan)滲(shen)透超過(guo)濾技(ji)(ji)術(shu)在工(gong)(gong)業(ye)廢(fei)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)方面的應用(yong)(yong)、電(dian)滲(shen)析技(ji)(ji)術(shu)在廢(fei)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)方面的應用(yong)(yong)、氯(lv)丁(ding)廢(fei)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)科研(yan)設計(ji)項(xiang)目(mu)(mu)、石油(you)煉油(you)廠污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)技(ji)(ji)術(shu)、丙(bing)烯氨氧化成丙(bing)烯腈-丙(bing)烯腈污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)技(ji)(ji)術(shu)和(he)(he)電(dian)影洗(xi)片廢(fei)液再生回收污(wu)水(shui)(shui)處(chu)(chu)理(li)(li)(li)(li)等10項(xiang)。

倡議按照經濟規律保護環境

早在(zai)70年代末期(qi),過(guo)祖源(yuan)就提出綜(zong)合利(li)用(yong)、合理(li)(li)利(li)用(yong)現有資源(yuan),減少浪(lang)費(fei),注意(yi)環(huan)境(jing)效益和經(jing)濟(ji)效益的(de)(de)(de)觀(guan)點。他(ta)認為“處(chu)理(li)(li)”與(yu)“治理(li)(li)”雖僅(jin)一(yi)字之差,意(yi)義大(da)為不同,因此,他(ta)主張對污染(ran)源(yuan)采用(yong)綜(zong)合治理(li)(li)技術。由于(yu)工(gong)業“三(san)(san)廢”實質上是資源(yuan)、能(neng)源(yuan)的(de)(de)(de)浪(lang)費(fei),治理(li)(li)污染(ran)就是治理(li)(li)浪(lang)費(fei)。因此,他(ta)建議在(zai)算(suan)“三(san)(san)廢”污染(ran)賬(zhang)(zhang)的(de)(de)(de)同時(shi),要(yao)算(suan)“三(san)(san)廢”浪(lang)費(fei)賬(zhang)(zhang),在(zai)算(suan)消除(chu)污染(ran)的(de)(de)(de)成本賬(zhang)(zhang)的(de)(de)(de)同時(shi)要(yao)算(suan)消除(chu)浪(lang)費(fei)的(de)(de)(de)收益賬(zhang)(zhang),從(cong)直接和間接經(jing)濟(ji)效果來(lai)說明(ming)消除(chu)污染(ran)、保護環(huan)境(jing)的(de)(de)(de)必要(yao)性。他(ta)認為通(tong)過(guo)綜(zong)合利(li)用(yong),投資一(yi)般可在(zai)2年內回收,說明(ming)保護環(huan)境(jing)大(da)有可為。

中國在生產中資源、能(neng)源的(de)(de)浪費很大,這說(shuo)明增產節約(yue)治理污(wu)染的(de)(de)潛力也很大。過祖源倡導發展(zhan)無廢技術,主張打破行業(ye)(ye)界限,努力發展(zhan)廠內或(huo)廠際綜(zong)合(he)(he)利(li)用,化害(hai)為利(li)的(de)(de)無廢技術聯合(he)(he)企(qi)業(ye)(ye),或(huo)者(zhe)內部與外(wai)部、工業(ye)(ye)與農業(ye)(ye)、生產與生活(huo)的(de)(de)聯合(he)(he)利(li)用、化害(hai)為利(li)的(de)(de)無廢技術合(he)(he)作企(qi)業(ye)(ye),為三(san)個建(jian)(jian)設(she)(經(jing)濟建(jian)(jian)設(she)、城鄉建(jian)(jian)設(she)、環境建(jian)(jian)設(she))、三(san)個同(tong)步(經(jing)濟建(jian)(jian)設(she)、城鄉建(jian)(jian)設(she)、環境建(jian)(jian)設(she)要同(tong)步規劃、同(tong)步實施(shi)、同(tong)步發展(zhan))、三(san)個效益(經(jing)濟效益、社會效益、環境效益)的(de)(de)最優化提供(gong)科學(xue)依據。

過(guo)祖源(yuan)對首(shou)都(dou)城市(shi)(shi)(shi)建(jian)(jian)(jian)設(she)總體規(gui)劃方(fang)(fang)(fang)案、首(shou)都(dou)建(jian)(jian)(jian)設(she)五年(nian)規(gui)劃、首(shou)都(dou)供水(shui)排水(shui)規(gui)劃以及上海市(shi)(shi)(shi)黃浦江治(zhi)理(li)(li)規(gui)劃等方(fang)(fang)(fang)面的工作(zuo)都(dou)提出(chu)過(guo)不少積極建(jian)(jian)(jian)議。中國土木(mu)工程學會1987年(nian)在天津(jin)召開中國首(shou)屆(jie)市(shi)(shi)(shi)政(zheng)設(she)施(shi)(shi)管(guan)理(li)(li)年(nian)會,過(guo)祖源(yuan)在討論會上建(jian)(jian)(jian)議,在市(shi)(shi)(shi)政(zheng)基礎設(she)施(shi)(shi)經營管(guan)理(li)(li)的指導思想(xiang)方(fang)(fang)(fang)面,要規(gui)劃、建(jian)(jian)(jian)設(she)、養護(hu)優(you)選化,要市(shi)(shi)(shi)政(zheng)公用設(she)施(shi)(shi)資源(yuan)化,要市(shi)(shi)(shi)政(zheng)設(she)施(shi)(shi)經營企(qi)(qi)業化。他(ta)(ta)提出(chu)在中國貫徹這些指導思想(xiang)的基礎上,市(shi)(shi)(shi)政(zheng)設(she)施(shi)(shi)管(guan)理(li)(li)采取的戰(zhan)略方(fang)(fang)(fang)針應(ying)是:“全面規(gui)劃,合理(li)(li)建(jian)(jian)(jian)設(she),有償(chang)使用,企(qi)(qi)業經營”。他(ta)(ta)對天津(jin)紀(ji)莊子(zi)污水(shui)處理(li)(li)廠排水(shui)系統企(qi)(qi)業經營提出(chu)了相應(ying)建(jian)(jian)(jian)議,希望(wang)其他(ta)(ta)城市(shi)(shi)(shi)同樣籌建(jian)(jian)(jian)樣板(ban),共(gong)同創造(zao)中國的污水(shui)利用新(xin)型企(qi)(qi)業,除害興利,造(zao)福人民。

過祖源主張要全(quan)面(mian)評(ping)價建設項(xiang)目的(de)環(huan)(huan)境(jing)影響(xiang),認為(wei)(wei)環(huan)(huan)境(jing)影響(xiang)預測和(he)(he)評(ping)價是認識(shi)環(huan)(huan)境(jing)質(zhi)量(liang)(liang)及其變化和(he)(he)影響(xiang)的(de)手段,但是認識(shi)世界的(de)目的(de),只(zhi)(zhi)是為(wei)(wei)了改造(zao)(zao)世界。因此,不(bu)(bu)能只(zhi)(zhi)查評(ping)環(huan)(huan)境(jing)質(zhi)量(liang)(liang)現(xian)狀和(he)(he)修建工程后環(huan)(huan)境(jing)質(zhi)量(liang)(liang)變化的(de)后果(guo)(guo),而(er)不(bu)(bu)問造(zao)(zao)成環(huan)(huan)境(jing)質(zhi)量(liang)(liang)現(xian)狀和(he)(he)變化的(de)前因,也(ye)不(bu)(bu)能只(zhi)(zhi)查評(ping)生(sheng)態環(huan)(huan)境(jing)的(de)現(xian)狀和(he)(he)變化,而(er)不(bu)(bu)問生(sheng)態變化引起(qi)的(de)經(jing)濟影響(xiang)和(he)(he)社會影響(xiang),要全(quan)面(mian)評(ping)議(yi)環(huan)(huan)境(jing)質(zhi)量(liang)(liang)影響(xiang)和(he)(he)各種不(bu)(bu)同改造(zao)(zao)和(he)(he)開(kai)發方(fang)案(an)的(de)優缺(que)點,從中選出最佳方(fang)案(an)及其成本效益和(he)(he)除害興利的(de)全(quan)部效果(guo)(guo),作為(wei)(wei)工程建設決(jue)策的(de)科學依據(ju)。
