硬件設施
塔城民航機場位于塔城市東,距市中心28.5公里。該機場飛行區級為3C,可起降ATR-72、新舟60、ERJ-145等中小型支線客機及波音737、空客A320等中型客機。
可(ke)起(qi)降ATR-72型(xing)以下客機。塔(ta)城(cheng)(cheng)民航(hang)機場(chang)可(ke)起(qi)降波音737等中(zhong)型(xing)客機,外運經巴(ba)克圖國家(jia)二(er)級(ji)公路直通哈薩克斯坦(tan)謝(xie)米(mi)州(zhou)等地,譽稱(cheng)“中(zhong)亞商貿走廊”。南航(hang)新(xin)疆(jiang)公司執行烏(wu)魯木齊—塔(ta)城(cheng)(cheng)航(hang)班,每周(zhou)4班。塔(ta)城(cheng)(cheng)民航(hang)機場(chang)外運經巴(ba)克圖國家(jia)二(er)級(ji)公路直通哈薩克斯坦(tan)謝(xie)米(mi)州(zhou)等地,譽稱(cheng)“中(zhong)亞商貿走廊”。
航空航線
烏魯木齊——塔(ta)城航(hang)(hang)(hang)(hang)班往(wang)返(fan)航(hang)(hang)(hang)(hang)線(xian)(xian)由南(nan)方(fang)航(hang)(hang)(hang)(hang)空(kong)(kong)公(gong)(gong)(gong)司(si)新(xin)疆(jiang)公(gong)(gong)(gong)司(si)執(zhi)行(xing),每周4班,但是(shi)從2011年5月開(kai)始,南(nan)方(fang)航(hang)(hang)(hang)(hang)空(kong)(kong)公(gong)(gong)(gong)司(si)旗下的ATR-72全(quan)面退出(chu)新(xin)疆(jiang)市場,而南(nan)方(fang)航(hang)(hang)(hang)(hang)空(kong)(kong)公(gong)(gong)(gong)司(si)也(ye)不再(zai)執(zhi)行(xing)烏魯木齊——塔(ta)城航(hang)(hang)(hang)(hang)班,改為由海(hai)南(nan)航(hang)(hang)(hang)(hang)空(kong)(kong)公(gong)(gong)(gong)司(si)及(ji)旗下的天津航(hang)(hang)(hang)(hang)空(kong)(kong)公(gong)(gong)(gong)司(si)執(zhi)行(xing),機(ji)(ji)型也(ye)從原來(lai)的ATR-72渦(wo)漿支(zhi)(zhi)線(xian)(xian)飛機(ji)(ji)改為ERJ-145噴氣式支(zhi)(zhi)線(xian)(xian)客(ke)機(ji)(ji),每天一班。
機場事故
塔城(cheng)(cheng)機(ji)(ji)場(chang)是新疆(jiang)“八五”期(qi)(qi)間重點建(jian)(jian)(jian)設(she)項(xiang)目之(zhi)一(yi)(yi),由(you)國家(jia)(jia)(jia)和(he)自(zi)治區(qu)(qu)投(tou)資(zi)近(jin)8000萬元,1992年(nian)(nian)7月(yue)(yue)動工(gong)(gong)(gong)(gong)(gong)興(xing)建(jian)(jian)(jian)。跑道全長2400米(mi)、寬(kuan)45米(mi), 原設(she)計(ji)(ji)起降機(ji)(ji)型(xing)為(wei)波音737噴氣式(shi)客機(ji)(ji)。機(ji)(ji)場(chang)正式(shi)通(tong)(tong)航(hang)至1996年(nian)(nian)3月(yue)(yue)就(jiu)發現跑道有(you)質(zhi)(zhi)(zhi)量(liang)(liang)問(wen)題(ti),航(hang)班(ban)停(ting)飛。1997年(nian)(nian)10月(yue)(yue)勘察咨詢報(bao)告顯示,跑道表面存在(zai)混(hun)凝土表面起皮、剝落、孔洞、坑槽、網狀和(he)貫通(tong)(tong)裂縫(feng)等嚴重問(wen)題(ti)。以跑道坑洞為(wei)例(li),最大的(de)(de)一(yi)(yi)處直徑(jing)15厘米(mi),深(shen)度9厘米(mi),致使(shi)原設(she)計(ji)(ji)機(ji)(ji)型(xing)無(wu)法起降,只能起降螺旋式(shi)小型(xing)客機(ji)(ji)。報(bao)告分(fen)(fen)析認(ren)為(wei),引起這些問(wen)題(ti)的(de)(de)原因主要是施(shi)工(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)(zhi)量(liang)(liang)問(wen)題(ti)。 承攬(lan)塔城(cheng)(cheng)機(ji)(ji)場(chang)跑道工(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)(de)是新疆(jiang)農(nong)墾建(jian)(jian)(jian)安(an)公(gong)司(si)和(he)新疆(jiang)機(ji)(ji)械化(hua)工(gong)(gong)(gong)(gong)(gong)程(cheng)公(gong)司(si)。這兩(liang)家(jia)(jia)(jia)公(gong)司(si)都有(you)一(yi)(yi)級(ji)施(shi)工(gong)(gong)(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi),前者(zhe)攬(lan)活(huo)后(hou)就(jiu)直接分(fen)(fen)給了(le)兩(liang)個(ge)二(er)級(ji)施(shi)工(gong)(gong)(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi)單(dan)位,并未認(ren)真履(lv)行總承包單(dan)位的(de)(de)職責;而后(hou)者(zhe)也(ye)將工(gong)(gong)(gong)(gong)(gong)程(cheng)分(fen)(fen)別轉包給福建(jian)(jian)(jian)省蒲(pu)田市(shi)市(shi)政公(gong)司(si)和(he)湖南省湘(xiang)鄉市(shi)第三(san)建(jian)(jian)(jian)筑公(gong)司(si)。在(zai)1993年(nian)(nian)搶工(gong)(gong)(gong)(gong)(gong)期(qi)(qi)期(qi)(qi)間, 還使(shi)用(yong)了(le)塔城(cheng)(cheng)地(di)區(qu)(qu)建(jian)(jian)(jian)筑公(gong)司(si)等3個(ge)單(dan)位和(he)一(yi)(yi)個(ge)個(ge)體包工(gong)(gong)(gong)(gong)(gong)隊(dui)的(de)(de)民工(gong)(gong)(gong)(gong)(gong),而上述直接進(jin)行施(shi)工(gong)(gong)(gong)(gong)(gong)的(de)(de)單(dan)位均不具備(bei)機(ji)(ji)場(chang)跑道工(gong)(gong)(gong)(gong)(gong)程(cheng)施(shi)工(gong)(gong)(gong)(gong)(gong)的(de)(de)資(zi)質(zhi)(zhi)(zhi)。另外,這兩(liang)家(jia)(jia)(jia)公(gong)司(si)都在(zai)施(shi)工(gong)(gong)(gong)(gong)(gong)中使(shi)用(yong)了(le)不符(fu)合(he)質(zhi)(zhi)(zhi)量(liang)(liang)標準(zhun)的(de)(de)建(jian)(jian)(jian)筑材料。就(jiu)是這樣(yang)一(yi)(yi)個(ge)“豆(dou)腐渣”工(gong)(gong)(gong)(gong)(gong)程(cheng),卻在(zai)1994年(nian)(nian)9月(yue)(yue)竣工(gong)(gong)(gong)(gong)(gong)后(hou),通(tong)(tong)過(guo)了(le)由(you)施(shi)工(gong)(gong)(gong)(gong)(gong)企業自(zi)評的(de)(de)質(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)合(he)格(ge),塔城(cheng)(cheng)地(di)區(qu)(qu)質(zhi)(zhi)(zhi)監站核定(ding)質(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)合(he)格(ge),1994年(nian)(nian)10月(yue)(yue)通(tong)(tong)過(guo)自(zi)治區(qu)(qu)驗(yan)收,1994年(nian)(nian)11月(yue)(yue)通(tong)(tong)過(guo)國家(jia)(jia)(jia)驗(yan)收,質(zhi)(zhi)(zhi)量(liang)(liang)等級(ji)均為(wei)合(he)格(ge)。工(gong)(gong)(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)責任(ren)事故發生后(hou),引起了(le)自(zi)治區(qu)(qu)黨(dang)委(wei)、政府和(he)國家(jia)(jia)(jia)民航(hang)總局(ju)的(de)(de)高度重視,并組成聯(lian)合(he)調(diao)查(cha)組進(jin)行專(zhuan)題(ti)調(diao)查(cha),認(ren)定(ding)此項(xiang)工(gong)(gong)(gong)(gong)(gong)程(cheng)屬于一(yi)(yi)級(ji)重大質(zhi)(zhi)(zhi)量(liang)(liang)事故,隨后(hou)自(zi)治區(qu)(qu)紀檢委(wei)對(dui)工(gong)(gong)(gong)(gong)(gong)程(cheng)建(jian)(jian)(jian)設(she)項(xiang)目指揮部(bu)有(you)關(guan)人(ren)(ren)員(yuan)存在(zai)的(de)(de)經(jing)濟問(wen)題(ti)進(jin)行了(le)立(li)案調(diao)查(cha),并將涉(she)及經(jing)濟犯(fan)罪(zui)的(de)(de)4名有(you)關(guan)人(ren)(ren)員(yuan)移交檢察機(ji)(ji)關(guan)。4名犯(fan)罪(zui)嫌(xian)疑人(ren)(ren)已被(bei)逮捕,其中有(you)2名處級(ji)干部(bu)。
航空保安
2010年7月(yue)30日至8月(yue)1日,中國民(min)用航空新疆地區(qu)管(guan)理(li)局(簡稱“民(min)航新疆管(guan)理(li)局”)航空保安(an)審計組根據審計工作計劃對塔城(cheng)機(ji)場(chang)(chang)進行了航空保安(an)后(hou)(hou)續審計。最(zui)終,塔城(cheng)機(ji)場(chang)(chang)順利通(tong)過了航空保安(an)后(hou)(hou)續審計。
民航(hang)(hang)(hang)(hang)新疆管理(li)局(ju)(ju)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)審(shen)(shen)計(ji)組(zu)通(tong)過文件查(cha)閱、現場(chang)觀察以及交流(liu)討(tao)論相結合的(de)(de)方(fang)法(fa),對(dui)照(zhao)塔城機(ji)場(chang)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)審(shen)(shen)計(ji)報告,對(dui)機(ji)場(chang)近一(yi)年來(lai)的(de)(de)整(zheng)(zheng)改(gai)情(qing)況進行了核(he)查(cha)。通(tong)過對(dui)10條(tiao)整(zheng)(zheng)改(gai)項(xiang)目(mu)全面客觀的(de)(de)檢查(cha)和評(ping)估,審(shen)(shen)計(ji)組(zu)最后(hou)一(yi)致認為,塔城機(ji)場(chang)的(de)(de)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)審(shen)(shen)計(ji)整(zheng)(zheng)改(gai)工(gong)作(zuo)總體實(shi)施情(qing)況良好,基(ji)本完成了審(shen)(shen)計(ji)報告提(ti)出的(de)(de)各項(xiang)整(zheng)(zheng)改(gai)項(xiang)目(mu),機(ji)場(chang)的(de)(de)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)整(zheng)(zheng)體水(shui)平得(de)到了較大(da)提(ti)升。依照(zhao)《國家民用(yong)航(hang)(hang)(hang)(hang)空(kong)安(an)(an)(an)全保(bao)(bao)(bao)衛規劃》、《國家民用(yong)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)審(shen)(shen)計(ji)規則(ze)》,審(shen)(shen)計(ji)組(zu)對(dui)塔城機(ji)場(chang)航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)后(hou)續審(shen)(shen)計(ji)的(de)(de)結論定為“符合”。后(hou)續審(shen)(shen)計(ji)報告將由民航(hang)(hang)(hang)(hang)新疆管理(li)局(ju)(ju)審(shen)(shen)定批(pi)準(zhun)后(hou),向(xiang)(xiang)中國民用(yong)航(hang)(hang)(hang)(hang)空(kong)局(ju)(ju)(Civil Aviation Administration of China,簡稱(cheng)“民航(hang)(hang)(hang)(hang)局(ju)(ju)”)上報審(shen)(shen)計(ji)結果(guo),建議民航(hang)(hang)(hang)(hang)局(ju)(ju)向(xiang)(xiang)塔城機(ji)場(chang)頒發通(tong)過航(hang)(hang)(hang)(hang)空(kong)保(bao)(bao)(bao)安(an)(an)(an)審(shen)(shen)計(ji)的(de)(de)證書和牌匾。
