我國(guo)能源(yuan)分布和經(jing)濟(ji)發(fa)展(zhan)極不均衡的基(ji)(ji)本國(guo)情(qing),決定了能源(yuan)資源(yuan)必須在全國(guo)范(fan)圍內優(you)(you)化配(pei)置。內蒙(meng)(meng)(meng)古東(dong)部(bu)地(di)(di)區(簡稱蒙(meng)(meng)(meng)東(dong)地(di)(di)區)風(feng)(feng)能資源(yuan)豐富,是國(guo)家確(que)定的千萬千瓦級風(feng)(feng)電基(ji)(ji)地(di)(di)之一。蒙(meng)(meng)(meng)東(dong)地(di)(di)區地(di)(di)形開闊平坦,成片(pian)開發(fa)風(feng)(feng)電優(you)(you)勢明顯。蒙(meng)(meng)(meng)東(dong)風(feng)(feng)電基(ji)(ji)地(di)(di)的電力通過特高壓(ya)電網外(wai)送,能夠更加(jia)經(jing)濟(ji)、有效地(di)(di)促進(jin)(jin)風(feng)(feng)電基(ji)(ji)地(di)(di)開發(fa)。加(jia)快(kuai)蒙(meng)(meng)(meng)東(dong)風(feng)(feng)電基(ji)(ji)地(di)(di)建設,對于促進(jin)(jin)清(qing)潔能源(yuan)規模化開發(fa),優(you)(you)化電力發(fa)展(zhan)格局(ju),支撐我國(guo)經(jing)濟(ji)快(kuai)速發(fa)展(zhan)并向低(di)碳經(jing)濟(ji)轉型具有重要意義。
我(wo)國中(zhong)東部地區經(jing)(jing)濟(ji)發(fa)達,電力(li)消費潛力(li)極大,但能(neng)(neng)(neng)源(yuan)資源(yuan)相對匱乏,而水能(neng)(neng)(neng)、煤炭等常規(gui)能(neng)(neng)(neng)源(yuan)主要分布在西部地區。近年來,煤炭運輸越(yue)來越(yue)緊張,能(neng)(neng)(neng)源(yuan)技術經(jing)(jing)濟(ji)環境(jing)保護問題越(yue)發(fa)突(tu)出,調整能(neng)(neng)(neng)源(yuan)結(jie)構、提高能(neng)(neng)(neng)源(yuan)利用(yong)效(xiao)率(lv)和發(fa)展新能(neng)(neng)(neng)源(yuan)已成(cheng)為必然趨勢。風(feng)能(neng)(neng)(neng)是清潔的可再生能(neng)(neng)(neng)源(yuan),加快風(feng)能(neng)(neng)(neng)資源(yuan)集(ji)約開發(fa),與(yu)我(wo)國節能(neng)(neng)(neng)減(jian)排、提高能(neng)(neng)(neng)源(yuan)效(xiao)率(lv)、發(fa)展新能(neng)(neng)(neng)源(yuan)的戰略相適(shi)應,同時有利于促進電力(li)與(yu)經(jing)(jing)濟(ji)、社(she)會、生態環境(jing)的可持續發(fa)展。
蒙東(dong)(dong)地區(qu)地處北(bei)半球中(zhong)緯度盛行西(xi)風(feng)(feng)(feng)帶,受西(xi)伯(bo)利亞及蒙古冷高(gao)氣(qi)壓、蒙古高(gao)原氣(qi)旋,以(yi)及東(dong)(dong)亞海陸季(ji)風(feng)(feng)(feng)和蒙古高(gao)原季(ji)風(feng)(feng)(feng)影響,風(feng)(feng)(feng)能資源(yuan)(yuan)豐富。其中(zhong),赤峰市的(de)翁牛特旗(qi)(qi)、克(ke)什克(ke)騰旗(qi)(qi)和松山區(qu)的(de)交界地帶,地勢(shi)平(ping)坦、高(gao)程較(jiao)高(gao)、風(feng)(feng)(feng)能資源(yuan)(yuan)較(jiao)好,70m離(li)地高(gao)度平(ping)均(jun)風(feng)(feng)(feng)速(su)達到了8.0~9.3m/s,功率密度達到了700~1200W/m2;呼倫貝爾嶺(ling)西(xi)地區(qu)的(de)新巴(ba)爾虎右(you)旗(qi)(qi)、滿洲里等地區(qu)均(jun)屬(shu)低山丘陵區(qu),風(feng)(feng)(feng)能資源(yuan)(yuan)豐富;通遼、興安盟地區(qu)風(feng)(feng)(feng)能資源(yuan)(yuan)處于平(ping)均(jun)水平(ping)。
我國中(zhong)東(dong)部(bu)地區(qu)由(you)于環(huan)保壓(ya)力大(da)(da)、能(neng)(neng)源運輸成本高(gao)、土地資(zi)源緊張,已不適宜(yi)再(zai)大(da)(da)規模建設(she)燃(ran)煤(mei)電(dian)廠(chang),同時風能(neng)(neng)、太陽能(neng)(neng)等新能(neng)(neng)源大(da)(da)規模開發(fa)能(neng)(neng)力有限。華北的京津冀(ji)魯(lu)、華東(dong)、華中(zhong)等負荷中(zhong)心(xin)地區(qu)經濟(ji)發(fa)達,但(dan)能(neng)(neng)源資(zi)源匱乏,電(dian)力消費市場(chang)空(kong)間(jian)較大(da)(da),需大(da)(da)規模接受區(qu)外來電(dian),以滿足地區(qu)經濟(ji)、社會發(fa)展(zhan)需要(yao)。
我國華北(bei)、東(dong)北(bei)、西北(bei)“三(san)北(bei)”地(di)(di)(di)區(qu)(qu)風能(neng)資源豐富(fu),具(ju)備大(da)規模開(kai)發利(li)用(yong)的(de)資源條件。為滿(man)足中(zhong)(zhong)(zhong)東(dong)部地(di)(di)(di)區(qu)(qu)不斷(duan)增長的(de)用(yong)電(dian)(dian)(dian)(dian)需求,結合“三(san)北(bei)”地(di)(di)(di)區(qu)(qu)風能(neng)、煤(mei)炭資源豐富(fu)等條件集約開(kai)發大(da)型風電(dian)(dian)(dian)(dian)、煤(mei)電(dian)(dian)(dian)(dian)基(ji)地(di)(di)(di),宜采用(yong)“風火(huo)打捆”的(de)送(song)電(dian)(dian)(dian)(dian)方式(shi)。按照國家(jia)風電(dian)(dian)(dian)(dian)發展戰(zhan)略,依托風能(neng)資源豐富(fu)區(qu)(qu),以“建設大(da)基(ji)地(di)(di)(di)、融入大(da)電(dian)(dian)(dian)(dian)網”方式(shi)進行(xing)規劃和(he)建設的(de)思路,將電(dian)(dian)(dian)(dian)能(neng)從“三(san)北(bei)”地(di)(di)(di)區(qu)(qu)大(da)規模輸送(song)到中(zhong)(zhong)(zhong)東(dong)部地(di)(di)(di)區(qu)(qu),是(shi)解決中(zhong)(zhong)(zhong)東(dong)部地(di)(di)(di)區(qu)(qu)電(dian)(dian)(dian)(dian)力供應(ying)的(de)有效措施。
風(feng)能(neng)(neng)資(zi)(zi)(zi)源(yuan)豐富,適(shi)合長期開發。內蒙(meng)古(gu)自治(zhi)區離地10m高度(du)風(feng)能(neng)(neng)資(zi)(zi)(zi)源(yuan)總儲(chu)(chu)量為(wei)(wei)8.98億kW,技術可開發量為(wei)(wei)1.5億kW,其中蒙(meng)東地區面積約占內蒙(meng)古(gu)自治(zhi)區的(de)(de)40%,風(feng)能(neng)(neng)資(zi)(zi)(zi)源(yuan)儲(chu)(chu)量約占整個(ge)自治(zhi)區風(feng)能(neng)(neng)資(zi)(zi)(zi)源(yuan)儲(chu)(chu)量的(de)(de)32%,風(feng)能(neng)(neng)資(zi)(zi)(zi)源(yuan)的(de)(de)技術可開發量約為(wei)(wei)4300萬kW。
建場條件好,基(ji)(ji)(ji)建成本低。內蒙古自治區(qu)土地(di)廣闊,人口(kou)較少,土地(di)資源豐富(fu)且價格低廉(lian)(lian)、特別是(shi)蒙東地(di)區(qu)有(you)大量(liang)荒漠或半荒漠土地(di),地(di)價低廉(lian)(lian),建風(feng)電(dian)(dian)場的(de)(de)條件較好。蒙東風(feng)電(dian)(dian)基(ji)(ji)(ji)地(di)內無名勝(sheng)古跡(ji)、自然保護區(qu)等敏感環境保護目(mu)標(biao),風(feng)電(dian)(dian)基(ji)(ji)(ji)地(di)的(de)(de)基(ji)(ji)(ji)建成本相對(dui)較低,新建變電(dian)(dian)站、輸電(dian)(dian)線路走(zou)廊的(de)(de)選址也較為容易。
對(dui)草(cao)原生態環(huan)境(jing)影響小(xiao)。風(feng)電的(de)(de)生產(chan)過程(cheng)是將當地的(de)(de)風(feng)能(neng)轉(zhuan)變(bian)為機械能(neng)再(zai)轉(zhuan)變(bian)為電能(neng)的(de)(de)過程(cheng)。在(zai)整個能(neng)量轉(zhuan)換過程(cheng)中,不產(chan)生大氣、水(shui)體、固體廢棄物等方(fang)面的(de)(de)污(wu)染物,也不會產(chan)生大的(de)(de)噪聲污(wu)染。在(zai)采取適當的(de)(de)環(huan)保(bao)、水(shui)保(bao)、消噪措施(shi)后,對(dui)當地較為脆弱的(de)(de)草(cao)原生態環(huan)境(jing)造成(cheng)的(de)(de)不良影響很(hen)小(xiao)。
具(ju)有良好的(de)規模(mo)效(xiao)(xiao)應。根據規劃(hua),到2020年(nian),蒙(meng)東風(feng)電(dian)基(ji)地(di)(di)規劃(hua)建設(she)的(de)風(feng)電(dian)裝機(ji)容量將達到1222.5萬kW,但由于蒙(meng)東電(dian)網(wang)負(fu)荷(he)水平較低(di),調峰(feng)困(kun)難(nan),只(zhi)能消納風(feng)電(dian)的(de)極小部分電(dian)量。蒙(meng)東地(di)(di)區豐富(fu)的(de)風(feng)能采取大(da)規模(mo)開發、大(da)規模(mo)送出的(de)方(fang)式,符合國家電(dian)網(wang)公(gong)司對(dui)風(feng)電(dian)開發“建設(she)大(da)基(ji)地(di)(di),融入大(da)電(dian)網(wang)”的(de)原則,具(ju)有良好的(de)規模(mo)效(xiao)(xiao)應。
中國(guo)作為能源(yuan)(yuan)(yuan)消(xiao)費(fei)大國(guo),能源(yuan)(yuan)(yuan)產(chan)業的(de)(de)(de)(de)發(fa)展(zhan)(zhan)支撐著經(jing)濟的(de)(de)(de)(de)高(gao)速發(fa)展(zhan)(zhan)。2010年,我國(guo)能源(yuan)(yuan)(yuan)消(xiao)費(fei)總量達(da)32.5億,由(you)此帶(dai)來(lai)一(yi)系列的(de)(de)(de)(de)環境問題,制約(yue)著我國(guo)經(jing)濟與(yu)社會(hui)的(de)(de)(de)(de)可(ke)持(chi)(chi)續(xu)發(fa)展(zhan)(zhan)。調整(zheng)能源(yuan)(yuan)(yuan)結構,提高(gao)能源(yuan)(yuan)(yuan)效率,是(shi)(shi)(shi)解決我國(guo)能源(yuan)(yuan)(yuan)問題的(de)(de)(de)(de)重要(yao)措施。風(feng)能資(zi)源(yuan)(yuan)(yuan)是(shi)(shi)(shi)清潔的(de)(de)(de)(de)可(ke)再(zai)生能源(yuan)(yuan)(yuan),風(feng)力(li)發(fa)電是(shi)(shi)(shi)目前(qian)可(ke)再(zai)生能源(yuan)(yuan)(yuan)中技術最成(cheng)熟、最具規模開發(fa)條件和商業化發(fa)展(zhan)(zhan)前(qian)景的(de)(de)(de)(de)發(fa)電方式。我國(guo)面臨巨大的(de)(de)(de)(de)環境和碳減排(pai)的(de)(de)(de)(de)壓力(li),風(feng)電基(ji)地(di)建設堅持(chi)(chi)可(ke)持(chi)(chi)續(xu)發(fa)展(zhan)(zhan),需與(yu)我國(guo)的(de)(de)(de)(de)電力(li)、能源(yuan)(yuan)(yuan)規劃相(xiang)統一(yi),還要(yao)與(yu)我國(guo)的(de)(de)(de)(de)生態(tai)環境、經(jing)濟和社會(hui)發(fa)展(zhan)(zhan)相(xiang)協調,最終形成(cheng)能源(yuan)(yuan)(yuan)利用率高(gao),能源(yuan)(yuan)(yuan)安全有保障的(de)(de)(de)(de)局面。
蒙東電(dian)網(wang)(wang)(wang)(wang)(wang)位(wei)于內蒙古自治區的東部(bu),與東北三省相鄰,分(fen)(fen)為赤峰電(dian)網(wang)(wang)(wang)(wang)(wang)、通遼(liao)電(dian)網(wang)(wang)(wang)(wang)(wang)、興安(an)(an)電(dian)網(wang)(wang)(wang)(wang)(wang)和(he)(he)呼倫貝(bei)爾電(dian)網(wang)(wang)(wang)(wang)(wang)。雖(sui)然目前(qian)蒙東電(dian)網(wang)(wang)(wang)(wang)(wang)尚未形成(cheng)統(tong)一的電(dian)網(wang)(wang)(wang)(wang)(wang),但大都有多回高電(dian)壓等級的聯絡線(xian)(xian)與東北電(dian)網(wang)(wang)(wang)(wang)(wang)相連(lian)。比如(ru),赤峰電(dian)網(wang)(wang)(wang)(wang)(wang)和(he)(he)通遼(liao)電(dian)網(wang)(wang)(wang)(wang)(wang)聯入(ru)遼(liao)寧和(he)(he)吉林電(dian)網(wang)(wang)(wang)(wang)(wang),呼倫貝(bei)爾電(dian)網(wang)(wang)(wang)(wang)(wang)通過伊敏電(dian)廠(chang)線(xian)(xian)路(lu)實現與東北主(zhu)網(wang)(wang)(wang)(wang)(wang)聯網(wang)(wang)(wang)(wang)(wang)運(yun)行,興安(an)(an)盟部(bu)分(fen)(fen)電(dian)力以1回220kV線(xian)(xian)路(lu)并入(ru)錫盟電(dian)網(wang)(wang)(wang)(wang)(wang),部(bu)分(fen)(fen)電(dian)網(wang)(wang)(wang)(wang)(wang)由呼倫貝(bei)爾電(dian)網(wang)(wang)(wang)(wang)(wang)和(he)(he)通遼(liao)電(dian)網(wang)(wang)(wang)(wang)(wang)供電(dian)。
近(jin)年(nian)來,由于(yu)東北(bei)(bei)地區(qu)高耗能(neng)企業大量停產,電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)低谷時段(duan)供電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)量大幅(fu)度下降,新建(jian)火電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)中供熱機(ji)(ji)組(zu)(zu)所占比例較大,水電(dian)(dian)(dian)(dian)(dian)(包(bao)括抽(chou)水蓄能(neng))機(ji)(ji)組(zu)(zu)裝(zhuang)機(ji)(ji)比例逐年(nian)下降等原因(yin),東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)用電(dian)(dian)(dian)(dian)(dian)峰谷差(cha)逐年(nian)持續增大,東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)調(diao)峰困難(nan)的(de)情況已經日益突出,而風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)(zu)運(yun)行的(de)不確定(ding)性是加重(zhong)東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)調(diao)峰困難(nan)的(de)主(zhu)要原因(yin)之一,因(yin)此東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)蒙(meng)東風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的(de)能(neng)力有限。到2020年(nian),東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)規(gui)劃(hua)建(jian)設的(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地裝(zhuang)機(ji)(ji)容量較大,其中主(zhu)要包(bao)括蒙(meng)東和吉林2個千萬千瓦級風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)基地,東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)僅能(neng)消納(na)東北(bei)(bei)地區(qu)部分風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)力。根(gen)據東北(bei)(bei)地區(qu)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)消納(na)能(neng)力分析(xi)結果,2020年(nian)時東北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)(dian)的(de)容量也(ye)僅為1143萬kW。
統(tong)籌(chou)考慮蒙(meng)(meng)東(dong)(dong)(dong)、吉林(lin)千萬千瓦(wa)級風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地(di)能源資源情(qing)況、地(di)理(li)位(wei)置條件,并結合東(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)“十二五”發展規(gui)劃(hua),吉林(lin)千萬千瓦(wa)級風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地(di)立(li)足于吉林(lin)省內乃(nai)至東(dong)(dong)(dong)北(bei)全網(wang)(wang)(wang)進行(xing)消納(na)。根據國家特(te)高壓電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)規(gui)劃(hua),到2020年,蒙(meng)(meng)東(dong)(dong)(dong)地(di)區規(gui)劃(hua)建成2個至“三華”電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)的(de)特(te)高壓直流輸電(dian)(dian)(dian)(dian)(dian)通道(dao)。蒙(meng)(meng)東(dong)(dong)(dong)風(feng)電(dian)(dian)(dian)(dian)(dian)基(ji)地(di)的(de)風(feng)電(dian)(dian)(dian)(dian)(dian)除在東(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)外(wai),還有一部分需要通過特(te)高壓直流采用“風(feng)火(huo)打捆”的(de)方式送電(dian)(dian)(dian)(dian)(dian)“三華”電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)。其(qi)中東(dong)(dong)(dong)北(bei)地(di)區消納(na)656萬kW,“三華”電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)消納(na)566萬kW。
蒙東地區作為我國千(qian)萬(wan)千(qian)瓦(wa)級風電(dian)(dian)基地之一(yi),也是(shi)國家電(dian)(dian)網(wang)公司特(te)高壓(ya)(ya)電(dian)(dian)網(wang)規劃的(de)重要(yao)送(song)端電(dian)(dian)源(yuan)基地之一(yi)。除(chu)滿足自身經濟社(she)會發展對電(dian)(dian)力的(de)需求(qiu)外(wai),還主要(yao)通過特(te)高壓(ya)(ya)電(dian)(dian)網(wang)送(song)電(dian)(dian)“三華”電(dian)(dian)網(wang)。
根據特高(gao)壓電(dian)網規(gui)劃(hua),結(jie)合蒙東風電(dian)基地(di)項目前期(qi)工作進展情況,在輸電(dian)規(gui)劃(hua)論證中,考慮(lv)了以下主要原則:
①風(feng)電(dian)接(jie)入(ru)應遵行“建設(she)大基地、融入(ru)大電(dian)網”的規劃思路,滿足分片、分區(qu)接(jie)入(ru)原則(ze);
②風(feng)電的(de)送出需進行統一(yi)規劃(hua),在充分利用當(dang)地風(feng)電消納(na)能力的(de)基礎上(shang),剩(sheng)余(yu)風(feng)電容(rong)量應(ying)通過超高壓(ya)及(ji)特高壓(ya)通道(dao)由東北及(ji)“三(san)華”電網消納(na);
③風(feng)電(dian)(dian)(dian)(dian)場應適當(dang)聯合與分(fen)(fen)組,形(xing)成相對獨立的多個送電(dian)(dian)(dian)(dian)通道,考慮到風(feng)電(dian)(dian)(dian)(dian)運行(xing)特點,避免風(feng)電(dian)(dian)(dian)(dian)送電(dian)(dian)(dian)(dian)回路落點過于集中(zhong),風(feng)電(dian)(dian)(dian)(dian)容量(liang)應分(fen)(fen)散接入電(dian)(dian)(dian)(dian)網;
④位于蒙東的大規模風(feng)電(dian)場主要應接(jie)入500kV電(dian)網(wang)運(yun)行;風(feng)電(dian)場容量大且集中的區域,宜選擇(ze)合適位置建(jian)設220kV或500kV匯集站,將風(feng)電(dian)場電(dian)力匯集后直接(jie)送往(wang)500kV電(dian)網(wang);
⑤對(dui)于地(di)理(li)位置較(jiao)孤立的風(feng)(feng)電場(chang),建議(yi)就近接入當地(di)220kV及以下(xia)電網運(yun)行,或(huo)對(dui)容量較(jiao)小(xiao)的風(feng)(feng)電場(chang)進(jin)行匯(hui)集(ji)后送(song)入地(di)區220kV電網。
到2020年,蒙東風(feng)(feng)電(dian)(dian)(dian)基地(di)(di)規劃(hua)建(jian)設的風(feng)(feng)電(dian)(dian)(dian)裝機容(rong)(rong)量將達(da)到1222.5萬(wan)(wan)kW。其中,風(feng)(feng)電(dian)(dian)(dian)開(kai)發較為集中的地(di)(di)區(qu)為呼倫(lun)貝爾(er)市(shi)新(xin)巴爾(er)虎(hu)右旗(qi)、通(tong)遼市(shi)開(kai)魯(lu)地(di)(di)區(qu)、珠日河地(di)(di)區(qu)以及赤(chi)峰市(shi)松山區(qu)、克(ke)(ke)什克(ke)(ke)騰旗(qi)、翁牛特(te)旗(qi)。呼倫(lun)貝爾(er)市(shi)新(xin)巴爾(er)虎(hu)右旗(qi)風(feng)(feng)電(dian)(dian)(dian)開(kai)發容(rong)(rong)量約(yue)200萬(wan)(wan)kW,通(tong)遼市(shi)開(kai)魯(lu)地(di)(di)區(qu)、珠日河地(di)(di)區(qu)風(feng)(feng)電(dian)(dian)(dian)開(kai)發容(rong)(rong)量約(yue)270萬(wan)(wan)kW,赤(chi)峰市(shi)松山區(qu)、克(ke)(ke)什克(ke)(ke)騰旗(qi)、翁牛特(te)旗(qi)風(feng)(feng)電(dian)(dian)(dian)開(kai)發容(rong)(rong)量約(yue)390萬(wan)(wan)kW。剩余約(yue)362萬(wan)(wan)kW風(feng)(feng)電(dian)(dian)(dian)裝機地(di)(di)理位(wei)置分散且單個(ge)風(feng)(feng)電(dian)(dian)(dian)場容(rong)(rong)量較小(xiao)。
蒙(meng)(meng)東風(feng)(feng)電基(ji)地(di)規(gui)劃裝機容量較大,但蒙(meng)(meng)東地(di)區負荷水平較低,所發(fa)(fa)(fa)電力需要大規(gui)模外送。加快蒙(meng)(meng)東風(feng)(feng)電基(ji)地(di)建設,對(dui)于促進(jin)(jin)清潔(jie)能(neng)源(yuan)規(gui)模化(hua)開發(fa)(fa)(fa),優化(hua)煤炭發(fa)(fa)(fa)展(zhan)格(ge)局,支撐(cheng)我(wo)國經濟快速發(fa)(fa)(fa)展(zhan),促進(jin)(jin)智(zhi)能(neng)電網(wang)發(fa)(fa)(fa)展(zhan)戰略和(he)規(gui)劃研(yan)究。低碳經濟發(fa)(fa)(fa)展(zhan)具有重要意義。根據能(neng)源(yuan)資源(yuan)流向的(de)合理安排,蒙(meng)(meng)東風(feng)(feng)電開發(fa)(fa)(fa)外送應考慮首先(xian)通(tong)過(guo)500kV電網(wang)送至東北主網(wang)消納(na),其余風(feng)(feng)電采用“風(feng)(feng)火打捆(kun)”方式通(tong)過(guo)特高壓直流外送“三華”電網(wang)。
