我國(guo)(guo)能(neng)(neng)源分布和經(jing)濟發(fa)展(zhan)極不均(jun)衡的(de)基(ji)本(ben)國(guo)(guo)情,決定了能(neng)(neng)源資源必須在全國(guo)(guo)范圍內優(you)化配置。內蒙(meng)古(gu)東(dong)(dong)部地(di)(di)區(qu)(簡稱(cheng)蒙(meng)東(dong)(dong)地(di)(di)區(qu))風(feng)能(neng)(neng)資源豐富,是國(guo)(guo)家(jia)確定的(de)千(qian)萬(wan)千(qian)瓦級(ji)風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)之一。蒙(meng)東(dong)(dong)地(di)(di)區(qu)地(di)(di)形開(kai)闊(kuo)平(ping)坦,成片開(kai)發(fa)風(feng)電(dian)(dian)(dian)優(you)勢明顯。蒙(meng)東(dong)(dong)風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)的(de)電(dian)(dian)(dian)力通過特高(gao)壓(ya)電(dian)(dian)(dian)網外送,能(neng)(neng)夠(gou)更加經(jing)濟、有效地(di)(di)促(cu)(cu)進(jin)風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)開(kai)發(fa)。加快蒙(meng)東(dong)(dong)風(feng)電(dian)(dian)(dian)基(ji)地(di)(di)建設,對于(yu)促(cu)(cu)進(jin)清潔能(neng)(neng)源規模化開(kai)發(fa),優(you)化電(dian)(dian)(dian)力發(fa)展(zhan)格局,支撐我國(guo)(guo)經(jing)濟快速(su)發(fa)展(zhan)并向低碳(tan)經(jing)濟轉型具有重(zhong)要意義(yi)。
我國(guo)中東部(bu)地(di)區經濟發(fa)達,電力(li)消費潛力(li)極大(da),但能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)相對匱(kui)乏,而水能(neng)、煤炭等(deng)常(chang)規能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)主要分布在(zai)西部(bu)地(di)區。近年來,煤炭運輸(shu)越(yue)(yue)來越(yue)(yue)緊(jin)張,能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)技術經濟環(huan)(huan)境保護問題越(yue)(yue)發(fa)突出,調整(zheng)能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)結構、提高能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)利用效(xiao)率(lv)(lv)和發(fa)展(zhan)(zhan)新能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)已成為必然(ran)趨勢。風能(neng)是清(qing)潔的(de)可(ke)再生能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan),加快風能(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)集約開發(fa),與我國(guo)節能(neng)減排(pai)、提高能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)效(xiao)率(lv)(lv)、發(fa)展(zhan)(zhan)新能(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)的(de)戰略相適應,同時有利于促進電力(li)與經濟、社會、生態環(huan)(huan)境的(de)可(ke)持續發(fa)展(zhan)(zhan)。
蒙(meng)東(dong)(dong)地區地處(chu)北半球中(zhong)緯度(du)盛行西風(feng)(feng)(feng)帶(dai),受西伯利亞及蒙(meng)古(gu)冷高氣壓、蒙(meng)古(gu)高原氣旋,以及東(dong)(dong)亞海陸季風(feng)(feng)(feng)和蒙(meng)古(gu)高原季風(feng)(feng)(feng)影響,風(feng)(feng)(feng)能資(zi)源(yuan)豐(feng)富(fu)。其中(zhong),赤峰(feng)市的(de)翁牛(niu)特旗、克什克騰旗和松山區的(de)交界地帶(dai),地勢(shi)平(ping)(ping)坦、高程較(jiao)(jiao)高、風(feng)(feng)(feng)能資(zi)源(yuan)較(jiao)(jiao)好,70m離地高度(du)平(ping)(ping)均風(feng)(feng)(feng)速達(da)到了(le)8.0~9.3m/s,功率密度(du)達(da)到了(le)700~1200W/m2;呼倫貝爾嶺西地區的(de)新巴爾虎(hu)右旗、滿(man)洲里等地區均屬(shu)低(di)山丘陵區,風(feng)(feng)(feng)能資(zi)源(yuan)豐(feng)富(fu);通(tong)遼、興安盟地區風(feng)(feng)(feng)能資(zi)源(yuan)處(chu)于平(ping)(ping)均水平(ping)(ping)。
我(wo)國中(zhong)東(dong)部(bu)地區(qu)由于環保壓力大、能(neng)(neng)源(yuan)運輸成本高、土地資源(yuan)緊(jin)張(zhang),已(yi)不(bu)適宜再(zai)大規(gui)模建設燃煤電廠,同時風能(neng)(neng)、太陽(yang)能(neng)(neng)等(deng)新(xin)能(neng)(neng)源(yuan)大規(gui)模開發(fa)(fa)能(neng)(neng)力有限。華北的京(jing)津冀魯、華東(dong)、華中(zhong)等(deng)負荷中(zhong)心(xin)地區(qu)經(jing)濟(ji)發(fa)(fa)達,但(dan)能(neng)(neng)源(yuan)資源(yuan)匱乏,電力消(xiao)費市(shi)場空間(jian)較大,需大規(gui)模接受(shou)區(qu)外來電,以滿足地區(qu)經(jing)濟(ji)、社會(hui)發(fa)(fa)展需要。
我國(guo)華北(bei)、東(dong)(dong)北(bei)、西北(bei)“三(san)北(bei)”地(di)(di)區風能資(zi)源(yuan)豐富,具備(bei)大(da)規(gui)(gui)模(mo)開發利(li)用(yong)的資(zi)源(yuan)條件。為滿足中東(dong)(dong)部(bu)地(di)(di)區不(bu)斷增長的用(yong)電需求,結合(he)“三(san)北(bei)”地(di)(di)區風能、煤(mei)炭(tan)資(zi)源(yuan)豐富等(deng)條件集約(yue)開發大(da)型風電、煤(mei)電基地(di)(di),宜采用(yong)“風火(huo)打捆”的送電方(fang)式(shi)。按照國(guo)家(jia)風電發展戰略,依托風能資(zi)源(yuan)豐富區,以“建設大(da)基地(di)(di)、融(rong)入大(da)電網”方(fang)式(shi)進(jin)行規(gui)(gui)劃(hua)和建設的思路,將電能從“三(san)北(bei)”地(di)(di)區大(da)規(gui)(gui)模(mo)輸送到中東(dong)(dong)部(bu)地(di)(di)區,是解(jie)決中東(dong)(dong)部(bu)地(di)(di)區電力供應的有效措施。
風能(neng)資(zi)(zi)(zi)源豐富,適合長期開發。內蒙(meng)古自治(zhi)區(qu)離地(di)10m高度風能(neng)資(zi)(zi)(zi)源總儲(chu)量(liang)為8.98億(yi)(yi)kW,技術(shu)(shu)可(ke)開發量(liang)為1.5億(yi)(yi)kW,其中(zhong)蒙(meng)東地(di)區(qu)面積(ji)約占內蒙(meng)古自治(zhi)區(qu)的(de)40%,風能(neng)資(zi)(zi)(zi)源儲(chu)量(liang)約占整個自治(zhi)區(qu)風能(neng)資(zi)(zi)(zi)源儲(chu)量(liang)的(de)32%,風能(neng)資(zi)(zi)(zi)源的(de)技術(shu)(shu)可(ke)開發量(liang)約為4300萬kW。
建(jian)場(chang)條件好(hao),基建(jian)成本低。內(nei)蒙古自治區土(tu)(tu)地(di)廣闊,人口較(jiao)(jiao)(jiao)少,土(tu)(tu)地(di)資源豐富且價格(ge)低廉、特別(bie)是蒙東(dong)地(di)區有大量荒(huang)漠或半荒(huang)漠土(tu)(tu)地(di),地(di)價低廉,建(jian)風(feng)電場(chang)的條件較(jiao)(jiao)(jiao)好(hao)。蒙東(dong)風(feng)電基地(di)內(nei)無名勝古跡、自然(ran)保護區等敏感環境保護目標,風(feng)電基地(di)的基建(jian)成本相對較(jiao)(jiao)(jiao)低,新(xin)建(jian)變電站(zhan)、輸電線路走廊的選址也較(jiao)(jiao)(jiao)為容易。
對草(cao)(cao)原(yuan)生(sheng)態環境影響小(xiao)。風電(dian)的(de)(de)(de)生(sheng)產(chan)(chan)過(guo)程是(shi)將(jiang)當地(di)(di)的(de)(de)(de)風能轉(zhuan)(zhuan)變為機(ji)械(xie)能再(zai)轉(zhuan)(zhuan)變為電(dian)能的(de)(de)(de)過(guo)程。在(zai)整個能量轉(zhuan)(zhuan)換過(guo)程中,不產(chan)(chan)生(sheng)大氣、水體、固體廢棄物(wu)等方面(mian)的(de)(de)(de)污(wu)染(ran)物(wu),也(ye)不會產(chan)(chan)生(sheng)大的(de)(de)(de)噪聲污(wu)染(ran)。在(zai)采取適當的(de)(de)(de)環保、水保、消噪措施后,對當地(di)(di)較為脆弱的(de)(de)(de)草(cao)(cao)原(yuan)生(sheng)態環境造成的(de)(de)(de)不良影響很小(xiao)。
具(ju)有良(liang)好的規(gui)(gui)模效(xiao)應(ying)。根據規(gui)(gui)劃(hua),到2020年,蒙東風電基地(di)規(gui)(gui)劃(hua)建(jian)設的風電裝機容量(liang)將達到1222.5萬(wan)kW,但由于(yu)蒙東電網負荷水平較(jiao)低,調(diao)峰困(kun)難(nan),只能(neng)消(xiao)納風電的極小部分電量(liang)。蒙東地(di)區豐富的風能(neng)采取(qu)大(da)(da)規(gui)(gui)模開(kai)發(fa)、大(da)(da)規(gui)(gui)模送出的方式,符合(he)國家電網公司對風電開(kai)發(fa)“建(jian)設大(da)(da)基地(di),融入大(da)(da)電網”的原則,具(ju)有良(liang)好的規(gui)(gui)模效(xiao)應(ying)。
中國(guo)(guo)(guo)(guo)作為能(neng)(neng)源消費(fei)大國(guo)(guo)(guo)(guo),能(neng)(neng)源產業的(de)發展(zhan)支(zhi)撐著經濟的(de)高(gao)(gao)速發展(zhan)。2010年,我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)能(neng)(neng)源消費(fei)總量(liang)達32.5億,由此帶來一系(xi)列的(de)環(huan)境(jing)(jing)問題(ti),制約著我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)經濟與社會的(de)可持(chi)續發展(zhan)。調整(zheng)能(neng)(neng)源結(jie)構,提(ti)高(gao)(gao)能(neng)(neng)源效率,是解決我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)能(neng)(neng)源問題(ti)的(de)重(zhong)要措施。風能(neng)(neng)資源是清潔的(de)可再生能(neng)(neng)源,風力發電(dian)是目(mu)前可再生能(neng)(neng)源中技術最成(cheng)熟(shu)、最具規(gui)模開發條(tiao)件和(he)(he)商業化發展(zhan)前景(jing)的(de)發電(dian)方式。我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)面臨巨大的(de)環(huan)境(jing)(jing)和(he)(he)碳(tan)減(jian)排的(de)壓(ya)力,風電(dian)基地建設(she)堅持(chi)可持(chi)續發展(zhan),需與我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)的(de)電(dian)力、能(neng)(neng)源規(gui)劃相統一,還要與我(wo)(wo)(wo)國(guo)(guo)(guo)(guo)的(de)生態環(huan)境(jing)(jing)、經濟和(he)(he)社會發展(zhan)相協(xie)調,最終形成(cheng)能(neng)(neng)源利用率高(gao)(gao),能(neng)(neng)源安全有保(bao)障的(de)局面。
蒙東(dong)(dong)(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)位于(yu)內蒙古自治區的(de)東(dong)(dong)(dong)部,與(yu)東(dong)(dong)(dong)北三省相(xiang)(xiang)鄰,分(fen)(fen)(fen)為(wei)赤峰電(dian)(dian)(dian)(dian)網(wang)(wang)、通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)、興(xing)安電(dian)(dian)(dian)(dian)網(wang)(wang)和呼(hu)倫貝(bei)爾電(dian)(dian)(dian)(dian)網(wang)(wang)。雖(sui)然目前蒙東(dong)(dong)(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)尚未形成統一(yi)的(de)電(dian)(dian)(dian)(dian)網(wang)(wang),但(dan)大都有多回高電(dian)(dian)(dian)(dian)壓等級的(de)聯(lian)(lian)絡線(xian)與(yu)東(dong)(dong)(dong)北電(dian)(dian)(dian)(dian)網(wang)(wang)相(xiang)(xiang)連(lian)。比(bi)如,赤峰電(dian)(dian)(dian)(dian)網(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)聯(lian)(lian)入遼(liao)寧和吉林電(dian)(dian)(dian)(dian)網(wang)(wang),呼(hu)倫貝(bei)爾電(dian)(dian)(dian)(dian)網(wang)(wang)通(tong)過(guo)伊(yi)敏(min)電(dian)(dian)(dian)(dian)廠線(xian)路實(shi)現與(yu)東(dong)(dong)(dong)北主網(wang)(wang)聯(lian)(lian)網(wang)(wang)運行,興(xing)安盟部分(fen)(fen)(fen)電(dian)(dian)(dian)(dian)力以1回220kV線(xian)路并入錫(xi)盟電(dian)(dian)(dian)(dian)網(wang)(wang),部分(fen)(fen)(fen)電(dian)(dian)(dian)(dian)網(wang)(wang)由呼(hu)倫貝(bei)爾電(dian)(dian)(dian)(dian)網(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)(dian)。
近年來,由(you)于東(dong)(dong)(dong)(dong)(dong)北(bei)地(di)區(qu)(qu)高耗能(neng)企業大(da)(da)量(liang)停產,電(dian)(dian)(dian)(dian)網低(di)谷時段供(gong)電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)量(liang)大(da)(da)幅度下降,新建火電(dian)(dian)(dian)(dian)機(ji)組(zu)中供(gong)熱機(ji)組(zu)所占(zhan)比(bi)例較大(da)(da),水(shui)電(dian)(dian)(dian)(dian)(包(bao)括抽水(shui)蓄(xu)能(neng))機(ji)組(zu)裝機(ji)比(bi)例逐年下降等原(yuan)因(yin),東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網用電(dian)(dian)(dian)(dian)峰谷差逐年持續(xu)增大(da)(da),東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網調峰困難(nan)(nan)的(de)(de)情(qing)況已(yi)經日益突出,而風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)機(ji)組(zu)運行(xing)的(de)(de)不確定性是加(jia)重東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網調峰困難(nan)(nan)的(de)(de)主要原(yuan)因(yin)之一,因(yin)此東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網消納(na)蒙東(dong)(dong)(dong)(dong)(dong)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)的(de)(de)能(neng)力有限。到(dao)2020年,東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網規(gui)劃建設(she)的(de)(de)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基地(di)裝機(ji)容(rong)量(liang)較大(da)(da),其(qi)中主要包(bao)括蒙東(dong)(dong)(dong)(dong)(dong)和吉林(lin)2個千萬(wan)千瓦級風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基地(di),東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網僅能(neng)消納(na)東(dong)(dong)(dong)(dong)(dong)北(bei)地(di)區(qu)(qu)部分風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)力。根(gen)據東(dong)(dong)(dong)(dong)(dong)北(bei)地(di)區(qu)(qu)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)消納(na)能(neng)力分析結果,2020年時東(dong)(dong)(dong)(dong)(dong)北(bei)電(dian)(dian)(dian)(dian)網消納(na)風(feng)(feng)(feng)電(dian)(dian)(dian)(dian)的(de)(de)容(rong)量(liang)也(ye)僅為1143萬(wan)kW。
統(tong)籌考慮蒙東、吉林千(qian)(qian)萬(wan)千(qian)(qian)瓦級(ji)風(feng)(feng)電(dian)基(ji)地(di)能(neng)源(yuan)資源(yuan)情況、地(di)理位置(zhi)條件,并結(jie)合東北電(dian)網(wang)(wang)“十二五(wu)”發展規劃,吉林千(qian)(qian)萬(wan)千(qian)(qian)瓦級(ji)風(feng)(feng)電(dian)基(ji)地(di)立(li)足于吉林省(sheng)內乃至東北全(quan)網(wang)(wang)進行消(xiao)(xiao)納。根據國家特高壓(ya)(ya)電(dian)網(wang)(wang)規劃,到(dao)2020年,蒙東地(di)區規劃建成2個至“三(san)華(hua)”電(dian)網(wang)(wang)的特高壓(ya)(ya)直流輸電(dian)通道。蒙東風(feng)(feng)電(dian)基(ji)地(di)的風(feng)(feng)電(dian)除(chu)在東北電(dian)網(wang)(wang)消(xiao)(xiao)納外,還有一部分需要(yao)通過特高壓(ya)(ya)直流采用“風(feng)(feng)火(huo)打捆”的方式送電(dian)“三(san)華(hua)”電(dian)網(wang)(wang)消(xiao)(xiao)納。其中東北地(di)區消(xiao)(xiao)納656萬(wan)kW,“三(san)華(hua)”電(dian)網(wang)(wang)消(xiao)(xiao)納566萬(wan)kW。
蒙東地區作(zuo)為我國千(qian)萬千(qian)瓦級風電(dian)(dian)(dian)基地之一,也(ye)是國家電(dian)(dian)(dian)網(wang)公(gong)司特高壓(ya)電(dian)(dian)(dian)網(wang)規劃(hua)的(de)重要(yao)送端電(dian)(dian)(dian)源基地之一。除滿足自(zi)身經濟社會發展對電(dian)(dian)(dian)力的(de)需求(qiu)外,還(huan)主要(yao)通過(guo)特高壓(ya)電(dian)(dian)(dian)網(wang)送電(dian)(dian)(dian)“三華”電(dian)(dian)(dian)網(wang)。
根據特高壓電網規(gui)劃,結合蒙東(dong)風電基地項目前期工作進(jin)展情況,在輸電規(gui)劃論證中,考慮了以下主要原則:
①風(feng)電接(jie)入應(ying)遵(zun)行(xing)“建設大基地(di)、融入大電網”的規劃思(si)路(lu),滿足分(fen)片、分(fen)區接(jie)入原則;
②風電的(de)送出需(xu)進行統一規劃(hua),在充分利用當地風電消納能(neng)力(li)的(de)基礎上(shang),剩余(yu)風電容量應通(tong)過超高(gao)壓(ya)及(ji)特高(gao)壓(ya)通(tong)道由(you)東北及(ji)“三(san)華(hua)”電網(wang)消納;
③風(feng)電(dian)場(chang)應(ying)(ying)適當聯合與分組,形成相對獨立(li)的多個送電(dian)通(tong)道,考慮(lv)到風(feng)電(dian)運行特點,避(bi)免風(feng)電(dian)送電(dian)回路落點過(guo)于集(ji)中,風(feng)電(dian)容量應(ying)(ying)分散接入(ru)電(dian)網;
④位于蒙東(dong)的大(da)規模風電(dian)場主(zhu)要(yao)應(ying)接入(ru)500kV電(dian)網運行;風電(dian)場容量(liang)大(da)且集中的區域,宜選擇合適位置建設220kV或500kV匯集站,將風電(dian)場電(dian)力匯集后直接送往(wang)500kV電(dian)網;
⑤對于地(di)理位(wei)置(zhi)較孤立的(de)風(feng)電(dian)(dian)(dian)場,建議就近接入(ru)當地(di)220kV及以下電(dian)(dian)(dian)網(wang)運行,或對容量較小(xiao)的(de)風(feng)電(dian)(dian)(dian)場進行匯(hui)集(ji)后送入(ru)地(di)區220kV電(dian)(dian)(dian)網(wang)。
到2020年(nian),蒙(meng)東風(feng)(feng)電(dian)基地(di)規劃建設的風(feng)(feng)電(dian)裝機容(rong)(rong)量(liang)(liang)將達(da)到1222.5萬kW。其中,風(feng)(feng)電(dian)開(kai)(kai)(kai)發較為集中的地(di)區(qu)為呼(hu)倫(lun)貝(bei)爾(er)(er)(er)市(shi)(shi)新巴爾(er)(er)(er)虎右旗(qi)、通遼市(shi)(shi)開(kai)(kai)(kai)魯地(di)區(qu)、珠(zhu)日河地(di)區(qu)以及赤(chi)峰(feng)市(shi)(shi)松(song)山區(qu)、克什克騰(teng)旗(qi)、翁(weng)牛特旗(qi)。呼(hu)倫(lun)貝(bei)爾(er)(er)(er)市(shi)(shi)新巴爾(er)(er)(er)虎右旗(qi)風(feng)(feng)電(dian)開(kai)(kai)(kai)發容(rong)(rong)量(liang)(liang)約200萬kW,通遼市(shi)(shi)開(kai)(kai)(kai)魯地(di)區(qu)、珠(zhu)日河地(di)區(qu)風(feng)(feng)電(dian)開(kai)(kai)(kai)發容(rong)(rong)量(liang)(liang)約270萬kW,赤(chi)峰(feng)市(shi)(shi)松(song)山區(qu)、克什克騰(teng)旗(qi)、翁(weng)牛特旗(qi)風(feng)(feng)電(dian)開(kai)(kai)(kai)發容(rong)(rong)量(liang)(liang)約390萬kW。剩(sheng)余約362萬kW風(feng)(feng)電(dian)裝機地(di)理(li)位置(zhi)分散且單個風(feng)(feng)電(dian)場容(rong)(rong)量(liang)(liang)較小。
蒙(meng)東(dong)風(feng)電(dian)基地規(gui)劃裝機(ji)容量較(jiao)(jiao)大(da),但(dan)蒙(meng)東(dong)地區負荷(he)水平較(jiao)(jiao)低(di),所發電(dian)力(li)需要(yao)大(da)規(gui)模外送。加快蒙(meng)東(dong)風(feng)電(dian)基地建(jian)設(she),對于促(cu)(cu)進清潔能源(yuan)規(gui)模化(hua)(hua)開(kai)發,優(you)化(hua)(hua)煤炭發展格局,支撐我(wo)國(guo)經濟(ji)快速發展,促(cu)(cu)進智(zhi)能電(dian)網(wang)發展戰略和(he)規(gui)劃研究。低(di)碳經濟(ji)發展具有重要(yao)意(yi)義。根(gen)據能源(yuan)資源(yuan)流(liu)(liu)向的合理安(an)排,蒙(meng)東(dong)風(feng)電(dian)開(kai)發外送應考慮(lv)首先通過(guo)500kV電(dian)網(wang)送至東(dong)北主網(wang)消(xiao)納,其余風(feng)電(dian)采用“風(feng)火打捆(kun)”方式通過(guo)特高壓直流(liu)(liu)外送“三華(hua)”電(dian)網(wang)。
