為認真(zhen)貫(guan)徹落實《義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)法(fa)》,中共中央、國(guo)務(wu)(wu)(wu)(wu)院《關于(yu)深化教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)改革(ge)全面(mian)(mian)提高(gao)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)質量的意(yi)見》和(he)省委辦(ban)(ban)公廳、省政府辦(ban)(ban)公廳《關于(yu)深化教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)改革(ge)全面(mian)(mian)提高(gao)義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)質量的若干措施》,保障適齡兒童少(shao)年受教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)權益,維(wei)護教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)公平,促(cu)進義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)均衡發展,規范學(xue)校招(zhao)生(sheng)(sheng)(sheng)行為,根(gen)據教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)部義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校招(zhao)生(sheng)(sheng)(sheng)有關文件精神,按照省教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)廳《關于(yu)做(zuo)好(hao)2021年普通中小(xiao)學(xue)招(zhao)生(sheng)(sheng)(sheng)入學(xue)工作(zuo)的通知》(閩教(jiao)(jiao)(jiao)(jiao)(jiao)基〔2021〕14號)要求,現就我市2021年義(yi)(yi)務(wu)(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)入學(xue)工作(zuo)有關事項通知如下:
一、招生原則
1.堅持以“縣”為主[縣指縣(市)區,下同]。義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)(zuo)實(shi)行(xing)“市(shi)級統籌,以縣為主(zhu)(zhu)(zhu)”的(de)(de)(de)管(guan)理(li)(li)機(ji)制(zhi)。各縣(市(shi))區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主(zhu)(zhu)(zhu)管(guan)部(bu)門負(fu)責轄區(qu)(qu)內義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)免(mian)試就近(jin)入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)(zuo)的(de)(de)(de)學(xue)(xue)(xue)(xue)區(qu)(qu)劃分(fen)、組織實(shi)施(shi)、信息公(gong)開、學(xue)(xue)(xue)(xue)籍管(guan)理(li)(li)、督查落實(shi)和(he)(he)訴求回(hui)復等。各縣(市(shi))區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主(zhu)(zhu)(zhu)管(guan)部(bu)門要(yao)充分(fen)認識義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)(zuo)的(de)(de)(de)重要(yao)性,在同級黨(dang)委(wei)、政(zheng)(zheng)府的(de)(de)(de)領導下落實(shi)主(zhu)(zhu)(zhu)體責任(ren),嚴格按照《義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)法(fa)》、《未成(cheng)年(nian)人保(bao)(bao)護法(fa)》等法(fa)律規(gui)定(ding),切實(shi)保(bao)(bao)障適齡兒(er)童少年(nian)接受義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)權(quan)利。要(yao)建立縣(市(shi))區(qu)(qu)政(zheng)(zheng)府主(zhu)(zhu)(zhu)要(yao)領導負(fu)總責,分(fen)管(guan)領導具體牽(qian)頭,縣(市(shi))區(qu)(qu)教(jiao)(jiao)(jiao)育(yu)行(xing)政(zheng)(zheng)主(zhu)(zhu)(zhu)管(guan)部(bu)門具體負(fu)責,協調(diao)配合、科學(xue)(xue)(xue)(xue)高效的(de)(de)(de)管(guan)理(li)(li)工作(zuo)(zuo)(zuo)機(ji)制(zhi),要(yao)根據上級有(you)(you)關招(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)要(yao)求,統籌義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)公(gong)辦(ban)和(he)(he)民(min)辦(ban)中(zhong)小學(xue)(xue)(xue)(xue)、戶籍學(xue)(xue)(xue)(xue)齡人口和(he)(he)隨遷子女(nv)招(zhao)生(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)(xue)工作(zuo)(zuo)(zuo),結合各縣(市(shi))區(qu)(qu)實(shi)際情況出(chu)臺(tai)義(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)工作(zuo)(zuo)(zuo)意(yi)見或辦(ban)法(fa),確(que)保(bao)(bao)教(jiao)(jiao)(jiao)育(yu)部(bu)和(he)(he)省教(jiao)(jiao)(jiao)育(yu)廳有(you)(you)關招(zhao)生(sheng)(sheng)(sheng)意(yi)見和(he)(he)規(gui)定(ding)落實(shi)到位。招(zhao)生(sheng)(sheng)(sheng)范(fan)圍及計劃涉及省、市(shi)屬學(xue)(xue)(xue)(xue)校(xiao)的(de)(de)(de)確(que)定(ding)前須先向主(zhu)(zhu)(zhu)管(guan)部(bu)門報告(gao)。
2.堅持免試入學。堅持義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)免試(shi)(shi)(shi)(shi)就(jiu)近入學(xue)(xue)(xue)(xue)(xue)(xue)原則,立足新(xin)型城鎮化(hua)(hua)背景下戶籍制度改革、租賃住(zhu)房改革試(shi)(shi)(shi)(shi)點等(deng),調整和優化(hua)(hua)中小學(xue)(xue)(xue)(xue)(xue)(xue)布(bu)局,加快教(jiao)育(yu)(yu)基礎(chu)設施(shi)建設,確保新(xin)增常(chang)住(zhu)人口(kou)平(ping)等(deng)享受基本公共教(jiao)育(yu)(yu)服(fu)務(wu)(wu)(wu)。自《關于進一步降低落戶條件壯大人口(kou)規模的(de)(de)若干措施(shi)》頒布(bu)之日起,新(xin)落戶適齡兒童按照現有招(zhao)生(sheng)政策(ce)安排(pai)入學(xue)(xue)(xue)(xue)(xue)(xue),如(ru)所在縣(xian)(市)區(qu)(qu)學(xue)(xue)(xue)(xue)(xue)(xue)位不足,由本縣(xian)(市)區(qu)(qu)統籌直至(zhi)全市統籌安排(pai)入學(xue)(xue)(xue)(xue)(xue)(xue)。所有公民辦學(xue)(xue)(xue)(xue)(xue)(xue)校都要(yao)嚴格遵守《義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)法(fa)》免試(shi)(shi)(shi)(shi)入學(xue)(xue)(xue)(xue)(xue)(xue)規定,不得采用筆試(shi)(shi)(shi)(shi)或以(yi)(yi)面(mian)試(shi)(shi)(shi)(shi)、測評等(deng)名(ming)義(yi)選拔學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),嚴禁以(yi)(yi)各類考(kao)試(shi)(shi)(shi)(shi)、競賽、培訓成(cheng)績或證(zheng)書證(zheng)明等(deng)作為招(zhao)生(sheng)依據(ju)(ju)。任何(he)公民辦義(yi)務(wu)(wu)(wu)教(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)校不得拒收(shou)或勸退符合錄(lu)取條件的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)。 入學(xue)(xue)(xue)(xue)(xue)(xue)安排(pai)要(yao)更具人文關懷(huai)。對屬統籌范(fan)疇的(de)(de)適齡兒童,各縣(xian)(市)區(qu)(qu)教(jiao)育(yu)(yu)行政部門根(gen)據(ju)(ju)就(jiu)近入學(xue)(xue)(xue)(xue)(xue)(xue)原則和區(qu)(qu)域相關學(xue)(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)(xue)位容量情況,在確保不產生(sheng)大班額的(de)(de)前(qian)提下,依家長(chang)(chang)意愿,可(ke)安排(pai)二(er)孩(hai)適齡兒童入讀其(qi)哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))就(jiu)讀的(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)校;如(ru)二(er)孩(hai)哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))就(jiu)讀學(xue)(xue)(xue)(xue)(xue)(xue)校生(sheng)源爆滿,無法(fa)安排(pai)二(er)孩(hai)就(jiu)讀,在符合轉學(xue)(xue)(xue)(xue)(xue)(xue)政策(ce)和有學(xue)(xue)(xue)(xue)(xue)(xue)位空余(yu)的(de)(de)前(qian)提下,也可(ke)依家長(chang)(chang)意愿,安排(pai)其(qi)哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))轉入二(er)孩(hai)接收(shou)校,以(yi)(yi)方(fang)便(bian)家長(chang)(chang)接送子(zi)女,更好履(lv)行監護職責。
3.堅持控輟保學。各(ge)縣(xian)(市)區(qu)人(ren)民(min)政(zheng)(zheng)府(fu)要切實履(lv)行義(yi)務(wu)教(jiao)(jiao)育(yu)控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)法(fa)定(ding)(ding)職責(ze),強化政(zheng)(zheng)府(fu)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校、家(jia)(jia)庭(ting)和(he)(he)(he)社(she)會各(ge)方責(ze)任,落(luo)實聯控聯保(bao)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制,做(zuo)到(dao)政(zheng)(zheng)策(ce)(ce)不(bu)(bu)變(bian)、力度(du)不(bu)(bu)減,健全(quan)完善失(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)臺賬,抓好(hao)勸(quan)返(fan)復學(xue)(xue)(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo),嚴防學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生無(wu)正(zheng)當(dang)理(li)由(you)長期請假造(zao)成(cheng)事實輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue),確保(bao)義(yi)務(wu)教(jiao)(jiao)育(yu)“一個都不(bu)(bu)能(neng)少(shao)(shao)”。凡年(nian)滿(man)六周(zhou)歲(2015年(nian)8月31日(ri)前(qian)出生未入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue))適齡兒(er)(er)童(tong)(tong)(tong)的(de)父母或(huo)者(zhe)其(qi)他法(fa)定(ding)(ding)監(jian)護(hu)人(ren),應(ying)當(dang)依照《義(yi)務(wu)教(jiao)(jiao)育(yu)法(fa)》、《福建(jian)省義(yi)務(wu)教(jiao)(jiao)育(yu)條(tiao)例》,送其(qi)按(an)時(shi)(shi)(shi)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)并完成(cheng)義(yi)務(wu)教(jiao)(jiao)育(yu)。基(ji)層人(ren)民(min)政(zheng)(zheng)府(fu)或(huo)者(zhe)其(qi)授(shou)權的(de)實施義(yi)務(wu)教(jiao)(jiao)育(yu)的(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校,應(ying)在8月15日(ri)前(qian),將本轄區(qu)內戶(hu)籍(ji)應(ying)當(dang)接受義(yi)務(wu)教(jiao)(jiao)育(yu)的(de)適齡兒(er)(er)童(tong)(tong)(tong)的(de)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)通知(zhi)書發給其(qi)父母或(huo)者(zhe)其(qi)他監(jian)護(hu)人(ren)。公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校采取登(deng)記入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)或(huo)書面通知(zhi)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)。要積極宣傳國家(jia)(jia)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生資(zi)助(zhu)政(zheng)(zheng)策(ce)(ce),確保(bao)資(zi)助(zhu)政(zheng)(zheng)策(ce)(ce)落(luo)實到(dao)位。要重點關(guan)注殘疾兒(er)(er)童(tong)(tong)(tong)少(shao)(shao)年(nian)、脫(tuo)貧家(jia)(jia)庭(ting)和(he)(he)(he)低(di)收入(ru)(ru)家(jia)(jia)庭(ting)兒(er)(er)童(tong)(tong)(tong)少(shao)(shao)年(nian)、留守兒(er)(er)童(tong)(tong)(tong)、困境(jing)兒(er)(er)童(tong)(tong)(tong)等特(te)殊群體學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生,做(zuo)好(hao)組織入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)。小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)和(he)(he)(he)初中(zhong)要密切配合(he),跟蹤“小升初”畢業學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生去(qu)向(xiang),特(te)別(bie)是隨遷外出學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生的(de)升學(xue)(xue)(xue)(xue)(xue)(xue)(xue)去(qu)向(xiang)和(he)(he)(he)真實就讀情(qing)況,發現未被初中(zhong)錄(lu)取、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)未及時(shi)(shi)(shi)接轉的(de)要及時(shi)(shi)(shi)跟進(jin)查明原因(yin),發現輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de)要做(zuo)好(hao)勸(quan)返(fan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)并按(an)規定(ding)(ding)及時(shi)(shi)(shi)報告,確保(bao)畢業生百分(fen)百升入(ru)(ru)初中(zhong)。適齡兒(er)(er)童(tong)(tong)(tong)少(shao)(shao)年(nian)因(yin)身體狀況需(xu)要延(yan)緩(huan)入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de),其(qi)父母或(huo)者(zhe)其(qi)他法(fa)定(ding)(ding)監(jian)護(hu)人(ren)應(ying)當(dang)提出申請,按(an)規定(ding)(ding)報當(dang)地鄉鎮(街道)人(ren)民(min)政(zheng)(zheng)府(fu)或(huo)縣(xian)(市)區(qu)教(jiao)(jiao)育(yu)行政(zheng)(zheng)主管部門批準。對無(wu)正(zheng)當(dang)理(li)由(you)拒(ju)不(bu)(bu)送子女入(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de)父母或(huo)者(zhe)其(qi)他法(fa)定(ding)(ding)監(jian)護(hu)人(ren),要加大行政(zheng)(zheng)和(he)(he)(he)司法(fa)勸(quan)返(fan)力度(du),形成(cheng)有力震(zhen)懾(she)。
4.堅持起點規范。要按(an)課(ke)程(cheng)標(biao)準執(zhi)行(xing)教(jiao)學(xue)(xue)(xue)(xue)要求,小學(xue)(xue)(xue)(xue)一年級要嚴(yan)格(ge)執(zhi)行(xing)“零起(qi)點”教(jiao)學(xue)(xue)(xue)(xue),設置(zhi)過渡性活(huo)動(dong)課(ke)程(cheng),切實做好幼小銜接。各縣(市(shi))區(qu)(qu)要全面排(pai)查(cha)并嚴(yan)厲查(cha)處(chu)社會培(pei)訓機(ji)構以“國學(xue)(xue)(xue)(xue)班(ban)”、“讀(du)經(jing)班(ban)”、“私塾(shu)”等形式替代義(yi)務教(jiao)育(yu)的(de)非(fei)法(fa)辦學(xue)(xue)(xue)(xue)行(xing)為,確(que)保義(yi)務教(jiao)育(yu)規(gui)范健康發展。義(yi)務教(jiao)育(yu)學(xue)(xue)(xue)(xue)校不得以“國際(ji)(ji)部(bu)”、“國際(ji)(ji)課(ke)程(cheng)班(ban)”、“境(jing)外班(ban)”等名(ming)義(yi)招(zhao)生(sheng)。對符合條(tiao)件的(de)港澳臺同胞(bao)、華(hua)僑(qiao)華(hua)人(ren)子(zi)女等,各縣(市(shi))區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)主管(guan)部(bu)門(men)要按(an)國家及省有關政(zheng)策統籌安(an)排(pai)入學(xue)(xue)(xue)(xue)。外籍子(zi)女需(xu)要在暫住地附近小學(xue)(xue)(xue)(xue)就(jiu)讀(du)的(de),可(ke)向(xiang)縣(市(shi))區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)主管(guan)部(bu)門(men)提(ti)出申請,由縣(市(shi))區(qu)(qu)教(jiao)育(yu)行(xing)政(zheng)主管(guan)部(bu)門(men)統籌安(an)排(pai)在經(jing)備案的(de)具(ju)有招(zhao)收和培(pei)養國際(ji)(ji)學(xue)(xue)(xue)(xue)生(sheng)資格(ge)的(de)學(xue)(xue)(xue)(xue)校。外籍人(ren)員(yuan)子(zi)女學(xue)(xue)(xue)(xue)校只能招(zhao)收區(qu)(qu)域內(nei)合法(fa)居留的(de)外籍人(ren)員(yuan)的(de)隨(sui)行(xing)子(zi)女(外籍)。
5.堅持公正公開。各縣(市)區教(jiao)育(yu)行政(zheng)主管部門要進一(yi)步完善招(zhao)(zhao)生公(gong)(gong)(gong)(gong)開制度,創新宣(xuan)(xuan)傳(chuan)形式(shi),通(tong)過教(jiao)育(yu)行政(zheng)主管部門門戶網(wang)站(zhan)和網(wang)絡、微信(xin)、微博等新媒體,或以新聞發布會(hui)、訪談、發放通(tong)俗(su)易懂的(de)(de)宣(xuan)(xuan)傳(chuan)材料(liao)(liao)等方(fang)式(shi),就核心政(zheng)策、群眾(zhong)關心的(de)(de)疑(yi)難點做好宣(xuan)(xuan)傳(chuan)釋疑(yi)工(gong)作,提高(gao)宣(xuan)(xuan)傳(chuan)的(de)(de)針對性(xing)和實效性(xing)。要向(xiang)社會(hui)公(gong)(gong)(gong)(gong)布每一(yi)所學(xue)校的(de)(de)辦(ban)學(xue)性(xing)質、招(zhao)(zhao)生方(fang)案、招(zhao)(zhao)生政(zheng)策、招(zhao)(zhao)生計劃、招(zhao)(zhao)生范圍、招(zhao)(zhao)生程序、報名(ming)條件、報名(ming)時間(jian)地點、所需證明(ming)材料(liao)(liao)、收費標準、錄(lu)取(qu)結果、招(zhao)(zhao)生咨詢服務電話(hua)、投(tou)訴(su)(su)電話(hua)和投(tou)訴(su)(su)信(xin)箱,暢通(tong)社會(hui)反(fan)映問題渠道,主動接(jie)受監督(du),確(que)保(bao)招(zhao)(zhao)生公(gong)(gong)(gong)(gong)平、公(gong)(gong)(gong)(gong)開、公(gong)(gong)(gong)(gong)正。進一(yi)步清理不必要的(de)(de)入學(xue)證明(ming)材料(liao)(liao),優(you)化招(zhao)(zhao)生入學(xue)流程,及時更新辦(ban)事指南,方(fang)便入學(xue)辦(ban)理。
二、招生政策
1.明確學校招生范圍。公(gong)民(min)辦(ban)中小學(xue)招(zhao)生(sheng)(sheng)納入(ru)審(shen)批(pi)(pi)地教(jiao)育(yu)行政主(zhu)管部門(men)統一管理(li),科(ke)學(xue)確(que)(que)定招(zhao)生(sheng)(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)、核定招(zhao)生(sheng)(sheng)計劃(hua)。民(min)辦(ban)義務(wu)教(jiao)育(yu)學(xue)校(xiao)(xiao)原(yuan)則上在(zai)縣(市(shi)(shi))區(qu)(qu)(qu)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)內(nei)招(zhao)生(sheng)(sheng);由市(shi)(shi)教(jiao)育(yu)局審(shen)批(pi)(pi)或(huo)(huo)同(tong)意的(de)(de)學(xue)校(xiao)(xiao),可適(shi)當擴大招(zhao)生(sheng)(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei),但一般不實行全(quan)市(shi)(shi)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)招(zhao)生(sheng)(sheng)。繼續(xu)推廣以標準(zhun)地址(二維碼地址)為(wei)依據劃(hua)定招(zhao)生(sheng)(sheng)范(fan)(fan)(fan)(fan)圍(wei)(wei)(wei)。健全(quan)公(gong)平的(de)(de)就近入(ru)學(xue)管理(li)機(ji)制。在(zai)教(jiao)育(yu)資源配置相對均(jun)衡的(de)(de)地方,繼續(xu)完善(shan)公(gong)辦(ban)學(xue)校(xiao)(xiao)單校(xiao)(xiao)劃(hua)片(pian)入(ru)學(xue)政策。鼓(gu)勵有條(tiao)件的(de)(de)縣(市(shi)(shi))區(qu)(qu)(qu)穩妥推進多(duo)校(xiao)(xiao)劃(hua)片(pian)招(zhao)生(sheng)(sheng)改革試點。因客觀條(tiao)件變化確(que)(que)實需(xu)要調整招(zhao)生(sheng)(sheng)片(pian)區(qu)(qu)(qu)時,要嚴格按規定啟動重大決策程序,通過召開聽(ting)證會、聽(ting)取(qu)人大代表、政協委(wei)員、社(she)會群眾意見或(huo)(huo)者(zhe)其他(ta)法定方式進行論證,并經同(tong)級人民(min)政府同(tong)意后向(xiang)社(she)會公(gong)布。新(xin)舊片(pian)區(qu)(qu)(qu)變化要設置合理(li)的(de)(de)過渡期限,給社(she)會群眾留出合理(li)的(de)(de)預期時間。學(xue)校(xiao)(xiao)招(zhao)生(sheng)(sheng)片(pian)區(qu)(qu)(qu)劃(hua)定后,應(ying)在(zai)一段(duan)時間內(nei)保持穩定。
2.加強招生計劃管理。各縣(市)區教(jiao)育行政主(zhu)管(guan)部(bu)門要根據核準的(de)(de)(de)辦學(xue)(xue)規(gui)模和學(xue)(xue)校實(shi)際的(de)(de)(de)辦學(xue)(xue)條(tiao)件,統籌編制并(bing)下達(da)年(nian)度招(zhao)(zhao)生(sheng)計劃,特別要嚴格控制存(cun)在(zai)大班額(e)和大校額(e)學(xue)(xue)校的(de)(de)(de)招(zhao)(zhao)生(sheng)計劃,在(zai)確保零增量(liang)的(de)(de)(de)基礎上,加快消除(chu)現有大班額(e)。嚴格按規(gui)定(ding)限定(ding)體育或藝(yi)術(shu)專(zhuan)門學(xue)(xue)校、外(wai)國語學(xue)(xue)校特殊類型招(zhao)(zhao)生(sheng)測(ce)(ce)試(shi)范(fan)圍。福州藝(yi)術(shu)學(xue)(xue)校按照批(pi)準的(de)(de)(de)計劃,根據學(xue)(xue)生(sheng)志愿,自主(zhu)確定(ding)藝(yi)術(shu)專(zhuan)業的(de)(de)(de)錄取對象,只能進行術(shu)科(ke)測(ce)(ce)評,不(bu)得(de)(de)組(zu)織文化科(ke)目(mu)考試(shi);福州外(wai)國語學(xue)(xue)校經批(pi)準招(zhao)(zhao)收的(de)(de)(de)外(wai)語類學(xue)(xue)生(sheng),只能進行相關語言類素質能力測(ce)(ce)試(shi),不(bu)得(de)(de)測(ce)(ce)試(shi)其他學(xue)(xue)科(ke)知識。
3.完善公民辦學校招生錄取辦法,嚴格做到“四個統一”。
統(tong)一在網上(shang)(平臺)報(bao)(bao)(bao)名。全面實行(xing)公(gong)民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)同步招生,堅(jian)決(jue)杜絕提(ti)前招生和(he)“掐尖(jian)”招生行(xing)為,或通過任何形式(shi)的提(ti)前摸底(di)、意向登記(ji)、預約等方式(shi)爭搶(qiang)生源。公(gong)民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)報(bao)(bao)(bao)名、招生錄取統(tong)一納入教育行(xing)政主(zhu)(zhu)管部(bu)門建(jian)立的招生平臺進(jin)行(xing)。各(ge)(ge)縣(市(shi))區(qu)要建(jian)立、完(wan)善中小(xiao)學(xue)(xue)(xue)(xue)招生報(bao)(bao)(bao)名、錄取等信息化管理平臺,五城區(qu)小(xiao)學(xue)(xue)(xue)(xue)、初(chu)中報(bao)(bao)(bao)名和(he)錄取工作,分別由各(ge)(ge)區(qu)教育行(xing)政主(zhu)(zhu)管部(bu)門在“福州市(shi)小(xiao)學(xue)(xue)(xue)(xue)招生預報(bao)(bao)(bao)名系(xi)統(tong)”、“福州市(shi)初(chu)招管理系(xi)統(tong)”組(zu)織(zhi)實施,五城區(qu)外學(xue)(xue)(xue)(xue)校(xiao)(xiao)由各(ge)(ge)縣(市(shi))區(qu)教育行(xing)政主(zhu)(zhu)管部(bu)門統(tong)一組(zu)織(zhi)實施。全市(shi)各(ge)(ge)公(gong)民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)不(bu)得違反教育行(xing)政主(zhu)(zhu)管部(bu)門規定另行(xing)組(zu)織(zhi)招生報(bao)(bao)(bao)名,不(bu)得自行(xing)通過網上(shang)預約、信息登記(ji)等形式(shi)提(ti)前報(bao)(bao)(bao)名。教育行(xing)政主(zhu)(zhu)管部(bu)門及公(gong)民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)不(bu)得限(xian)制(zhi)符合規定的適齡兒童少年報(bao)(bao)(bao)名就讀(du)民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)。
統一(yi)組織民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)搖號派位(wei)。民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)報名人(ren)數未超過(guo)(guo)招(zhao)生(sheng)計(ji)劃數的,一(yi)次性全部(bu)錄(lu)(lu)取(qu);報名人(ren)數超過(guo)(guo)招(zhao)生(sheng)計(ji)劃數的,除(chu)符合(he)相關(guan)政(zheng)策規(gui)定的教(jiao)育優待照顧對(dui)(dui)象可單列錄(lu)(lu)取(qu)外,所(suo)有報名人(ren)員實行隨機派位(wei)錄(lu)(lu)取(qu);對(dui)(dui)未被(bei)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)錄(lu)(lu)取(qu)的學(xue)(xue)生(sheng),由生(sheng)源地(di)教(jiao)育行政(zheng)主(zhu)管部(bu)門按(an)當地(di)相關(guan)政(zheng)策規(gui)定統籌安(an)排到公辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)就讀(du)。五城區(qu)填報民(min)(min)辦(ban)(ban)(ban)初中志愿未被(bei)錄(lu)(lu)取(qu)的學(xue)(xue)生(sheng),按(an)各區(qu)公布的初招(zhao)對(dui)(dui)口方(fang)案升學(xue)(xue);通過(guo)(guo)搖號被(bei)民(min)(min)辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)錄(lu)(lu)取(qu)的學(xue)(xue)生(sheng),不愿意就讀(du)申(shen)請退(tui)檔的,由生(sheng)源地(di)教(jiao)育行政(zheng)主(zhu)管部(bu)門統籌安(an)排公辦(ban)(ban)(ban)學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)就讀(du)。民(min)(min)辦(ban)(ban)(ban)九年(nian)(nian)或十二年(nian)(nian)一(yi)貫制學(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)小(xiao)學(xue)(xue)部(bu)畢業生(sheng)原(yuan)則上應按(an)學(xue)(xue)生(sheng)或家長(chang)意愿優先直升本(ben)校(xiao)(xiao)(xiao)(xiao)(xiao)初中部(bu),本(ben)校(xiao)(xiao)(xiao)(xiao)(xiao)初中部(bu)招(zhao)生(sheng)容(rong)量不足(zu)的,采取(qu)隨機派位(wei)方(fang)式錄(lu)(lu)取(qu);小(xiao)學(xue)(xue)部(bu)畢業生(sheng)錄(lu)(lu)取(qu)后仍有剩(sheng)余計(ji)劃面向(xiang)外校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)的,也(ye)要按(an)照隨機派位(wei)有關(guan)規(gui)定錄(lu)(lu)取(qu)。
統一(yi)由(you)(you)教育(yu)行(xing)政(zheng)主(zhu)管(guan)部(bu)(bu)門組(zu)織(zhi)實(shi)施。義務教育(yu)招(zhao)生由(you)(you)各(ge)(ge)縣(xian)(xian)(市)區(qu)(qu)(qu)教育(yu)行(xing)政(zheng)主(zhu)管(guan)部(bu)(bu)門組(zu)織(zhi)實(shi)施,轄區(qu)(qu)(qu)各(ge)(ge)義務教育(yu)學(xue)(xue)校(xiao)招(zhao)生范(fan)圍、條件(jian)、基本流程和具(ju)體步驟等由(you)(you)各(ge)(ge)縣(xian)(xian)(市)區(qu)(qu)(qu)教育(yu)行(xing)政(zheng)主(zhu)管(guan)部(bu)(bu)門自行(xing)確定并(bing)向社(she)會(hui)公(gong)布。民辦學(xue)(xue)校(xiao)的隨機派位招(zhao)生由(you)(you)招(zhao)生計劃審批部(bu)(bu)門統一(yi)組(zu)織(zhi),具(ju)體操作規(gui)則由(you)(you)各(ge)(ge)縣(xian)(xian)(市)區(qu)(qu)(qu)教育(yu)行(xing)政(zheng)主(zhu)管(guan)部(bu)(bu)門制定。搖號派位錄(lu)取須有公(gong)證機構(gou)參加,全(quan)程接受社(she)會(hui)監督,派位結果(guo)由(you)(you)教育(yu)行(xing)政(zheng)主(zhu)管(guan)部(bu)(bu)門實(shi)時向社(she)會(hui)公(gong)開(kai)。任何(he)學(xue)(xue)校(xiao)不(bu)得(de)勸退或變(bian)相勸退已(yi)錄(lu)取的學(xue)(xue)生。
統一實施(shi)均衡分班(ban)(ban)(ban)。全市公(gong)民辦義(yi)務教(jiao)育(yu)(yu)學(xue)校要堅持(chi)規(gui)范實施(shi)隨(sui)機(ji)均衡分班(ban)(ban)(ban),嚴禁以(yi)任(ren)何(he)名(ming)義(yi)設立重點班(ban)(ban)(ban)、快慢班(ban)(ban)(ban)、特(te)色班(ban)(ban)(ban)和實驗(yan)班(ban)(ban)(ban)等。五城區公(gong)民辦初中按(an)照每班(ban)(ban)(ban)總(zong)人數、學(xue)生男女(nv)比例等均衡原則,由(you)各區教(jiao)育(yu)(yu)行(xing)政主管(guan)部(bu)門(men)在“福州市初招管(guan)理系統”完成均衡分班(ban)(ban)(ban),五城區外學(xue)校由(you)各縣(市)區教(jiao)育(yu)(yu)行(xing)政主管(guan)部(bu)門(men)統一組織(zhi)平臺隨(sui)機(ji)均衡分班(ban)(ban)(ban),統一公(gong)布(bu)錄取(qu)和分班(ban)(ban)(ban)結果,分班(ban)(ban)(ban)之后,不(bu)允許任(ren)何(he)學(xue)校再重新分班(ban)(ban)(ban)。
4.繼續實施以居住證為主要依據的隨遷子女義務教育入學政策。各縣(市)區要(yao)進(jin)一步完善隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)家長自主報(bao)名結合(he)隨機派位(wei)的(de)(de)入(ru)(ru)(ru)學(xue)(xue)(xue)方(fang)式(shi),確保符合(he)《福建省實施〈居(ju)住證暫行(xing)條(tiao)例(li)〉辦(ban)(ban)法》基本(ben)要(yao)求(qiu)的(de)(de)隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)能夠應(ying)入(ru)(ru)(ru)盡入(ru)(ru)(ru)。堅持以(yi)公辦(ban)(ban)學(xue)(xue)(xue)校(xiao)為主安排隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)就學(xue)(xue)(xue),對于公辦(ban)(ban)學(xue)(xue)(xue)校(xiao)學(xue)(xue)(xue)位(wei)不(bu)足的(de)(de)可(ke)以(yi)通過(guo)政府購(gou)買服務方(fang)式(shi)安排在(zai)民辦(ban)(ban)學(xue)(xue)(xue)校(xiao)就讀,避免(mian)將(jiang)隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)集中在(zai)少數(shu)學(xue)(xue)(xue)校(xiao)。切(qie)實簡化入(ru)(ru)(ru)學(xue)(xue)(xue)流程,對需要(yao)進(jin)一步核(he)實居(ju)住證信息的(de)(de),相關學(xue)(xue)(xue)校(xiao)要(yao)及時匯總(zong)上(shang)報(bao)教育(yu)行(xing)政主管部(bu)(bu)門(men),統一到公安機關戶(hu)籍(ji)管理部(bu)(bu)門(men)申請核(he)驗(yan)。福州籍(ji)隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)轉(zhuan)學(xue)(xue)(xue)回戶(hu)籍(ji)所在(zai)地(di)學(xue)(xue)(xue)校(xiao)就讀的(de)(de),當地(di)教育(yu)行(xing)政主管部(bu)(bu)門(men)應(ying)依(yi)法予以(yi)統籌安排。對隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)和戶(hu)籍(ji)學(xue)(xue)(xue)生實行(xing)混合(he)編班(ban),統一管理,平等對待,促進(jin)隨遷(qian)(qian)子(zi)女(nv)(nv)(nv)與本(ben)地(di)學(xue)(xue)(xue)生融合(he)成(cheng)長。
5.落實招生優待政策。對烈士子(zi)(zi)女(nv)、現役軍人(ren)(ren)(ren)子(zi)(zi)女(nv)、因(yin)公犧(xi)牲和(he)病故軍人(ren)(ren)(ren)子(zi)(zi)女(nv)、高(gao)層(ceng)次人(ren)(ren)(ren)才子(zi)(zi)女(nv)、公安英模和(he)因(yin)公犧(xi)牲傷殘公安民警子(zi)(zi)女(nv)、國家(jia)綜合性消防救(jiu)援隊伍(wu)人(ren)(ren)(ren)員子(zi)(zi)女(nv)、臺(tai)商子(zi)(zi)女(nv)、臺(tai)胞(bao)子(zi)(zi)女(nv)、總部(bu)企(qi)業高(gao)管子(zi)(zi)女(nv)等對象,要根據國家(jia)及省、市有關教(jiao)育優待照(zhao)顧政策,完(wan)善入學保障機(ji)制,優化服務(wu)措施,充分(fen)體現便利、準(zhun)確和(he)公平。
6.保障殘疾兒童少年受教育權利。各縣(市(shi))區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)主管(guan)(guan)部門(men)要會(hui)(hui)同(tong)衛(wei)健、殘(can)(can)(can)聯等部門(men)組織專家(jia)(jia)成立(li)專家(jia)(jia)委(wei)員(yuan)會(hui)(hui),對殘(can)(can)(can)疾(ji)兒(er)(er)童開(kai)展教(jiao)(jiao)育(yu)(yu)評(ping)估(gu)認定,落實殘(can)(can)(can)疾(ji)兒(er)(er)童“一人(ren)一案”教(jiao)(jiao)育(yu)(yu)安置工作(zuo)。優(you)先采用普通學校(xiao)(xiao)隨班就讀(du)的(de)方(fang)(fang)(fang)式(shi),就近安排輕(qing)度(du)殘(can)(can)(can)疾(ji)兒(er)(er)童少年接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)。在保(bao)(bao)證校(xiao)(xiao)園安全的(de)前提下,應允許(xu)特殊(shu)兒(er)(er)童家(jia)(jia)長入校(xiao)(xiao)陪讀(du)。中、重(zhong)度(du)殘(can)(can)(can)疾(ji)兒(er)(er)童少年安排至(zhi)普通學校(xiao)(xiao)附設特殊(shu)教(jiao)(jiao)育(yu)(yu)班或(huo)特殊(shu)教(jiao)(jiao)育(yu)(yu)學校(xiao)(xiao)就讀(du)。對于因(yin)殘(can)(can)(can)疾(ji)原因(yin),無法(fa)到校(xiao)(xiao)就讀(du)的(de)殘(can)(can)(can)疾(ji)兒(er)(er)童少年可根據實際(ji)情況(kuang)采取實地(di)送教(jiao)(jiao)和遠程教(jiao)(jiao)育(yu)(yu)相結合方(fang)(fang)(fang)式(shi)實施送教(jiao)(jiao)上門(men),切實保(bao)(bao)障(zhang)殘(can)(can)(can)疾(ji)兒(er)(er)童教(jiao)(jiao)育(yu)(yu)權益(yi)。適齡殘(can)(can)(can)疾(ji)兒(er)(er)童、少年因(yin)身體(ti)原因(yin)無法(fa)到校(xiao)(xiao)接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)的(de),家(jia)(jia)長或(huo)其(qi)他法(fa)定監護(hu)人(ren)不得擅自決定是(shi)否(fou)接受(shou)義(yi)務(wu)教(jiao)(jiao)育(yu)(yu)及(ji)具體(ti)方(fang)(fang)(fang)式(shi),應當向當地(di)教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)主管(guan)(guan)部門(men)提出申請,教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)主管(guan)(guan)部門(men)委(wei)托特殊(shu)教(jiao)(jiao)育(yu)(yu)專家(jia)(jia)委(wei)員(yuan)會(hui)(hui)對其(qi)身體(ti)狀況(kuang)、受(shou)教(jiao)(jiao)育(yu)(yu)和適應學校(xiao)(xiao)學習生活的(de)能力進行(xing)評(ping)估(gu),確定適合其(qi)身心特點的(de)教(jiao)(jiao)育(yu)(yu)安置方(fang)(fang)(fang)式(shi)。
7.加強學籍管理。各(ge)縣(xian)(市(shi))區、各(ge)校要嚴格(ge)按(an)(an)規定加強中小學(xue)(xue)(xue)學(xue)(xue)(xue)籍(ji)管(guan)理(li),規范辦(ban)(ban)理(li)學(xue)(xue)(xue)籍(ji)建立(li)、轉(zhuan)學(xue)(xue)(xue)、休(xiu)學(xue)(xue)(xue)、升學(xue)(xue)(xue)等(deng)程(cheng)序(xu),及(ji)時(shi)準確更(geng)新學(xue)(xue)(xue)籍(ji)系統數據(ju),確保“人籍(ji)一致,籍(ji)隨(sui)人走”。對(dui)(dui)個(ge)別申請“無身(shen)份證(zheng)件建籍(ji)”的(de)學(xue)(xue)(xue)生,應嚴格(ge)審(shen)核(he)把關(guan)(guan),認真查(cha)驗相關(guan)(guan)佐(zuo)證(zheng)材料,并(bing)督促其(qi)盡快辦(ban)(ban)理(li)戶籍(ji)身(shen)份證(zheng)件。對(dui)(dui)轉(zhuan)學(xue)(xue)(xue)、升學(xue)(xue)(xue)學(xue)(xue)(xue)生學(xue)(xue)(xue)籍(ji)接(jie)(jie)轉(zhuan)出現異常(chang)的(de),要及(ji)時(shi)查(cha)明原因(yin),按(an)(an)程(cheng)序(xu)規范處理(li)。經批準自行(xing)實施義(yi)務(wu)教(jiao)(jiao)育(yu)的(de)體育(yu)、藝術專(zhuan)門學(xue)(xue)(xue)校或其(qi)他相關(guan)(guan)社(she)會組織,應按(an)(an)規定建立(li)學(xue)(xue)(xue)籍(ji)檔案,并(bing)做好(hao)(hao)學(xue)(xue)(xue)籍(ji)接(jie)(jie)轉(zhuan)、接(jie)(jie)續等(deng)工作;委托實施義(yi)務(wu)教(jiao)(jiao)育(yu)的(de),應對(dui)(dui)接(jie)(jie)委托學(xue)(xue)(xue)校辦(ban)(ban)理(li)好(hao)(hao)學(xue)(xue)(xue)籍(ji)相關(guan)(guan)手續,落實相關(guan)(guan)教(jiao)(jiao)育(yu)教(jiao)(jiao)學(xue)(xue)(xue)要求,保障招(zhao)收的(de)適齡兒童少年(nian)完成九(jiu)年(nian)義(yi)務(wu)教(jiao)(jiao)育(yu)。
8.助力信用體系建設。根據(ju)中共福建省委辦(ban)(ban)公(gong)廳、福建省人民政府辦(ban)(ban)公(gong)廳印(yin)發的(de)《關于加(jia)快推(tui)進失信(xin)被(bei)執(zhi)(zhi)行(xing)人信(xin)用監督(du)、警示和(he)懲戒機制建設(she)的(de)實(shi)施意見(jian)》精神,限(xian)制失信(xin)被(bei)執(zhi)(zhi)行(xing)人及失信(xin)被(bei)執(zhi)(zhi)行(xing)人的(de)法定(ding)代表(biao)人、主要負責人、實(shi)際控制人、影(ying)響(xiang)債務履行(xing)的(de)直接責任人員(yuan)以其(qi)財(cai)產支付子(zi)女入學(xue)就讀高收費(fei)民辦(ban)(ban)學(xue)校。
三、招生監督
1.要建立預警機制。要(yao)加(jia)強(qiang)對本地區學齡人口變化趨勢的預(yu)(yu)(yu)測分(fen)析和摸底調查,出現常住人口中適(shi)齡兒童(tong)逐(zhu)年增加(jia)、學位(wei)供給緊張的情(qing)況,及(ji)時向社會發布預(yu)(yu)(yu)警提示(shi),合理引導家長預(yu)(yu)(yu)期。同(tong)時加(jia)快學校規劃建(jian)設(she),有(you)效(xiao)增加(jia)學位(wei)供給。招生期間及(ji)時對區域(yu)內存在大(da)(da)班額(e)學校進行預(yu)(yu)(yu)警提示(shi),妥善做(zuo)好(hao)分(fen)流(liu)工作,嚴防產生新的大(da)(da)班額(e)和大(da)(da)校額(e)。出臺重大(da)(da)改革舉措前,要(yao)通過(guo)多種方式廣(guang)泛征求群眾意見,加(jia)強(qiang)風險評估,做(zuo)好(hao)輿論引導,設(she)立必要(yao)的過(guo)渡時限,給社會留出合理的預(yu)(yu)(yu)期時間,確保平穩(wen)有(you)序。
2.要健全協調機制。各(ge)縣(市)區(qu)政府(fu)要針對(dui)往年易發問題及(ji)涉及(ji)招生工(gong)作可(ke)能存在的(de)問題,組織(zhi)相關職能部門加強(qiang)(qiang)會商,完善招生突發事(shi)件應(ying)急預案(an),加強(qiang)(qiang)風險評估和(he)處(chu)置應(ying)對(dui),及(ji)時(shi)發現并(bing)妥(tuo)善處(chu)置苗(miao)頭性(xing)、傾向(xiang)性(xing)問題,確(que)保招生入學工(gong)作平(ping)穩有序。
3.要成立應急工作小組。各(ge)縣(市(shi))區教(jiao)(jiao)育(yu)行政(zheng)主(zhu)管部門和學校,要(yao)抽(chou)調(diao)具有處理復雜問(wen)題(ti)能力和經(jing)驗(yan)的骨干(gan)人(ren)(ren)員,成立應(ying)急工(gong)作小組,制定工(gong)作預案,明確(que)招生(sheng)入(ru)學工(gong)作聯(lian)系(xi)(xi)人(ren)(ren)和聯(lian)系(xi)(xi)電話。各(ge)縣(市(shi))區教(jiao)(jiao)育(yu)行政(zheng)主(zhu)管部門應(ying)于6月30日前將招生(sheng)工(gong)作意(yi)見或辦法及(ji)招生(sheng)工(gong)作聯(lian)系(xi)(xi)人(ren)(ren)名(ming)單(dan),報送市(shi)教(jiao)(jiao)育(yu)局初(chu)等教(jiao)(jiao)育(yu)處備案(含電子稿)。
4.要加強監督檢查。各縣(市(shi))區(qu)(qu)教(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)主(zhu)管部門(men)要(yao)主(zhu)動會同(tong)教(jiao)育(yu)(yu)(yu)紀檢、監察部門(men)按照教(jiao)育(yu)(yu)(yu)部有關招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)“十項(xiang)嚴(yan)禁(jin)”紀律(lv)要(yao)求,加強(qiang)學(xue)(xue)校招(zhao)生(sheng)(sheng)(sheng)工作監督(du)。招(zhao)生(sheng)(sheng)(sheng)結束后,要(yao)認真開(kai)(kai)展(zhan)專項(xiang)自查(cha),對(dui)(dui)2021年(nian)秋(qiu)季(ji)學(xue)(xue)期招(zhao)生(sheng)(sheng)(sheng)自查(cha)情(qing)況形成(cheng)書面報(bao)(bao)告,內容包(bao)括(kuo)義務(wu)(wu)教(jiao)育(yu)(yu)(yu)招(zhao)生(sheng)(sheng)(sheng)政(zheng)策執行(xing)(xing)情(qing)況、信(xin)息(xi)公開(kai)(kai)情(qing)況、存在的困難(nan)和(he)(he)問題(ti)及下一步措(cuo)施和(he)(he)建(jian)議等(deng)(deng),連同(tong)本地《2021年(nian)義務(wu)(wu)教(jiao)育(yu)(yu)(yu)招(zhao)生(sheng)(sheng)(sheng)入學(xue)(xue)政(zheng)務(wu)(wu)公開(kai)(kai)情(qing)況匯總表》(另行(xing)(xing)下發),于9月底報(bao)(bao)送市(shi)教(jiao)育(yu)(yu)(yu)局(ju)初等(deng)(deng)教(jiao)育(yu)(yu)(yu)處(chu)(chu)(含電子(zi)稿)。要(yao)暢通舉報(bao)(bao)渠道,認真核(he)實(shi)群(qun)眾信(xin)訪投訴,嚴(yan)肅查(cha)處(chu)(chu)頂風違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)及亂收費(fei)行(xing)(xing)為,進(jin)一步提升(sheng)普通中小學(xue)(xue)招(zhao)生(sheng)(sheng)(sheng)規(gui)(gui)范治理(li)和(he)(he)違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)防控能力。對(dui)(dui)存在違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)行(xing)(xing)為、違反(fan)學(xue)(xue)籍管理(li)規(gui)(gui)定的公民(min)辦(ban)學(xue)(xue)校,應(ying)視情(qing)節輕重給(gei)予約談、通報(bao)(bao)批評、責(ze)令(ling)改正(zheng)等(deng)(deng)處(chu)(chu)罰。對(dui)(dui)公辦(ban)學(xue)(xue)校,還應(ying)依規(gui)(gui)追(zhui)(zhui)究相關人(ren)員和(he)(he)領導責(ze)任;對(dui)(dui)民(min)辦(ban)學(xue)(xue)校,可依法(fa)依規(gui)(gui)給(gei)予減少下一年(nian)度招(zhao)生(sheng)(sheng)(sheng)計劃、停止招(zhao)生(sheng)(sheng)(sheng)直至吊銷辦(ban)學(xue)(xue)許可證的處(chu)(chu)罰。對(dui)(dui)監管不(bu)到位、履職不(bu)到位,造成(cheng)不(bu)良(liang)影(ying)響或(huo)嚴(yan)重后果的縣(市(shi))區(qu)(qu)和(he)(he)學(xue)(xue)校,依法(fa)依規(gui)(gui)嚴(yan)肅追(zhui)(zhui)究相關單位和(he)(he)人(ren)員的責(ze)任,切(qie)實(shi)營造規(gui)(gui)范有序、令(ling)行(xing)(xing)禁(jin)止的良(liang)好教(jiao)育(yu)(yu)(yu)生(sheng)(sheng)(sheng)態。市(shi)政(zheng)府教(jiao)育(yu)(yu)(yu)督(du)導室將對(dui)(dui)招(zhao)生(sheng)(sheng)(sheng)工作開(kai)(kai)展(zhan)專項(xiang)抽查(cha)。
四、小學畢業考試及綜合素質評定
小學畢業考試由各(ge)縣(市)區(qu)教(jiao)育(yu)行政主管部門組織實施。
五、本《通知》由福州市教育局負責解釋,未盡事宜按照國家教育部、福建省教育廳相關文件執行。
