東(dong)營黃(huang)(huang)河公路大(da)橋位于勝(sheng)利黃(huang)(huang)河公路大(da)橋下游(you)4.6km處(chu),是萬里(li)黃(huang)(huang)河最(zui)后(hou)一座橋梁(liang),南(nan)岸(an)是東(dong)營市墾利縣左家莊,北岸(an)是東(dong)營市利津縣中古店。
該橋(qiao)全長(chang)2743.1m,由北(bei)引橋(qiao)工程(cheng)、主(zhu)橋(qiao)工程(cheng)、南引橋(qiao)工程(cheng)三部分(fen)組成,橋(qiao)面(mian)寬度26m。
該橋(qiao)(qiao)全長2743.1m,由北引(yin)橋(qiao)(qiao)工(gong)程、主橋(qiao)(qiao)工(gong)程、南(nan)引(yin)橋(qiao)(qiao)工(gong)程三部分(fen)組(zu)成(cheng)。主橋(qiao)(qiao)8個橋(qiao)(qiao)墩,最大跨度為(wei)220m;南(nan)引(yin)橋(qiao)(qiao)跨徑組(zu)合(he)為(wei)2孔42m簡(jian)支箱型組(zu)合(he)梁(liang)+1聯(lian)5孔42m先(xian)簡(jian)支后連續箱形組(zu)合(he)梁(liang);北引(yin)橋(qiao)(qiao)為(wei)38孔42m箱型組(zu)合(he)梁(liang),主槽內橋(qiao)(qiao)跨組(zu)成(cheng)為(wei)116m+200m+220m+200m+116m=852m,橋(qiao)(qiao)面寬(kuan)度26m。
該橋采用平交方(fang)式與(yu)黃(huang)河堤防(fang)交叉,并(bing)修建(jian)繞(rao)行道路以保證黃(huang)河防(fang)汛搶險的交通暢通。
為充分發揮東紅高(gao)速(su)公路這一交(jiao)通(tong)大通(tong)道的(de)作用,適應東營市的(de)公路交(jiao)通(tong)與經(jing)濟發需要,解決勝(sheng)利(li)(li)黃(huang)河大橋的(de)“瓶頸”狀況(kuang),促進(jin)環(huan)渤海高(gao)速(su)公路的(de)順利(li)(li)實施,東營市委、市政府決定(ding)新建東紅路東營黃(huang)河公路大橋。
該大(da)橋南接東(dong)(dong)(營(ying)(ying))青(qing)(島)高速公(gong)路(lu)墾利主線(xian)(xian),北(bei)與(yu)東(dong)(dong)(營(ying)(ying))港(口)高速公(gong)路(lu)立(li)體(ti)交(jiao)叉(cha),西與(yu)辛河路(lu)、永(yong)館路(lu)相(xiang)連,是環渤海高速公(gong)路(lu)及(ji)國家重(zhong)要干線(xian)(xian)公(gong)路(lu)的(de)(de)樞(shu)紐工程,也是膠東(dong)(dong)半島、黃河三(san)角洲與(yu)京(jing)津(jin)唐地區聯系的(de)(de)重(zhong)要通道。它的(de)(de)建成,加(jia)快了(le)黃河三(san)角洲融入山東(dong)(dong)環渤海經(jing)濟(ji)帶的(de)(de)步(bu)伐,對包括墾利縣在內的(de)(de)整個(ge)東(dong)(dong)營(ying)(ying)市的(de)(de)經(jing)濟(ji)發展(zhan)和勝利油田(tian)的(de)(de)開發建設,將起到積極的(de)(de)推動作用。
2000年(nian)7月11日(ri),山東(dong)省(sheng)計(ji)委(wei)以魯(lu)計(ji)交能字[2000]682號和(he)魯(lu)計(ji)交能字[2000]683號文件批準東(dong)營(ying)黃(huang)(huang)河(he)公(gong)路(lu)(lu)大(da)橋(qiao)(qiao)(qiao)項(xiang)目(mu)立項(xiang)并報國(guo)家計(ji)委(wei)備案(an)。2001年(nian)8月28日(ri),東(dong)營(ying)黃(huang)(huang)河(he)公(gong)路(lu)(lu)大(da)橋(qiao)(qiao)(qiao)工(gong)(gong)程建(jian)設項(xiang)目(mu)辦公(gong)室正(zheng)式掛牌成(cheng)立。10月11日(ri)~13日(ri),東(dong)紅公(gong)路(lu)(lu)東(dong)營(ying)黃(huang)(huang)河(he)公(gong)路(lu)(lu)大(da)橋(qiao)(qiao)(qiao)及接線工(gong)(gong)程有(you)限責任(ren)公(gong)司成(cheng)立。12月10日(ri),確定施(shi)工(gong)(gong)組(zu)織方案(an)。2002年(nian)6月18日(ri),召開東(dong)營(ying)黃(huang)(huang)河(he)公(gong)路(lu)(lu)大(da)橋(qiao)(qiao)(qiao)工(gong)(gong)程開標(biao)會議,首(shou)次在山東(dong)省(sheng)基建(jian)工(gong)(gong)程施(shi)工(gong)(gong)招標(biao)中采用無標(biao)底投(tou)標(biao)法(fa)擇優選擇了施(shi)工(gong)(gong)、監(jian)理(li)單位。7月18日(ri),舉行工(gong)(gong)程簽約儀式。該大(da)橋(qiao)(qiao)(qiao)設計(ji)行車速度(du)100公(gong)里(li)/小時,設計(ji)荷載為(wei)汽—超20,掛—120。橋(qiao)(qiao)(qiao)面(mian)最大(da)縱坡4.0%,橋(qiao)(qiao)(qiao)面(mian)橫坡2.0%;設計(ji)洪水頻(pin)率三百年(nian)一遇。
東(dong)營黃河公路大橋位于墾利(li)區(qu)左(zuo)家莊(zhuang)東(dong)側,在勝利(li)黃河大橋下游約5公里處,南北跨越(yue)墾利(li)縣(xian)和利(li)津縣(xian),是東(dong)營市境內(nei)唯一(yi)一(yi)座預(yu)應力混凝土(tu)剛構—連續組合梁橋。
由山東(dong)(dong)省(sheng)(sheng)(sheng)交(jiao)通廳公(gong)(gong)路(lu)局(ju)、科(ke)達集(ji)(ji)團(tuan)股(gu)份有(you)限(xian)公(gong)(gong)司(si)分別投資(zi)50%,按BOT模(mo)(mo)式(shi)建設(she)(she);鐵(tie)(tie)道部第(di)一勘察設(she)(she)計院(yuan)設(she)(she)計,中(zhong)(zhong)鐵(tie)(tie)十四局(ju)集(ji)(ji)團(tuan)有(you)限(xian)公(gong)(gong)司(si)、山東(dong)(dong)省(sheng)(sheng)(sheng)交(jiao)通工程(cheng)總(zong)公(gong)(gong)司(si)和(he)山東(dong)(dong)省(sheng)(sheng)(sheng)公(gong)(gong)路(lu)工程(cheng)總(zong)公(gong)(gong)司(si)濟寧(ning)分公(gong)(gong)司(si)承建;濰(wei)坊市交(jiao)通工程(cheng)監理中(zhong)(zhong)心(xin)監理,交(jiao)通部科(ke)研所(suo)、山東(dong)(dong)省(sheng)(sheng)(sheng)橋梁(liang)檢測中(zhong)(zhong)心(xin)、中(zhong)(zhong)國太平(ping)洋(yang)財產保險股(gu)份有(you)限(xian)公(gong)(gong)司(si)濰(wei)坊中(zhong)(zhong)心(xin)支公(gong)(gong)司(si)、清華(hua)大(da)學、同濟大(da)學、哈(ha)爾(er)濱工業大(da)學、長沙交(jiao)通學院(yuan)等(deng)單位擔任技術(shu)服務;是山東(dong)(dong)省(sheng)(sheng)(sheng)首(shou)家采用BOT模(mo)(mo)式(shi)合(he)資(zi)建設(she)(she)、經營的黃河特大(da)橋。
