為完(wan)善招生制度,規(gui)(gui)范(fan)教育(yu)(yu)(yu)秩序,促(cu)進(jin)教育(yu)(yu)(yu)公平,營(ying)造良(liang)好(hao)教育(yu)(yu)(yu)生態,推進(jin)義務教育(yu)(yu)(yu)持續健(jian)康深入(ru)(ru)發(fa)展。重慶市教育(yu)(yu)(yu)委員會發(fa)布(bu)了關于規(gui)(gui)范(fan)義務教育(yu)(yu)(yu)學(xue)校(xiao)招生入(ru)(ru)學(xue)工作的實(shi)施(shi)意見以(yi)及關于做好(hao)2021年義務教育(yu)(yu)(yu)招生入(ru)(ru)學(xue)工作的通知,明確了重慶入(ru)(ru)學(xue)政策。
一、提高認識,高度重視義務教育招生入學工作
《關于(yu)深化教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學改革(ge)全面提高(gao)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質(zhi)量的(de)(de)意見》(中(zhong)(zhong)發(fa)〔2019〕26號)文件(jian)明確要(yao)求:民辦(ban)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學校招生(sheng)納(na)入(ru)審批地統一(yi)管理,與公(gong)辦(ban)學校同步招生(sheng);對(dui)報名人(ren)數超(chao)過(guo)招生(sheng)計劃的(de)(de),實行(xing)(xing)電腦隨機(ji)錄取。這是(shi)黨中(zhong)(zhong)央、國務院以(yi)人(ren)民為中(zhong)(zhong)心,深化關鍵領域改革(ge),完(wan)(wan)善招生(sheng)制(zhi)度(du)(du),規(gui)范辦(ban)學行(xing)(xing)為的(de)(de)重(zhong)大舉措,是(shi)緩解(jie)義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段擇校熱、遏(e)制(zhi)掐尖現象、治(zhi)(zhi)理校外培訓機(ji)構亂象的(de)(de)正確決策,是(shi)改革(ge)民辦(ban)學校招生(sheng)、促(cu)(cu)進公(gong)民辦(ban)學校協調發(fa)展的(de)(de)重(zhong)要(yao)部署,對(dui)依法治(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)、完(wan)(wan)善現代教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)治(zhi)(zhi)理體系(xi)具有重(zhong)大戰略意義(yi)。各(ge)區縣(自治(zhi)(zhi)縣,以(yi)下簡(jian)稱區縣)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門要(yao)高(gao)度(du)(du)重(zhong)視,深刻領會黨中(zhong)(zhong)央、國務院有關要(yao)求的(de)(de)精神實質(zhi),堅持黨的(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)方針,落實立(li)德樹人(ren)根(gen)本任務,嚴格(ge)執行(xing)(xing)中(zhong)(zhong)發(fa)〔2019〕26號文件(jian)相關規(gui)定,積極作為,完(wan)(wan)善招生(sheng)制(zhi)度(du)(du),規(gui)范教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)秩序(xu),著力(li)解(jie)決招生(sheng)工作中(zhong)(zhong)的(de)(de)頑瘴(zhang)痼疾,促(cu)(cu)進教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公(gong)平,營造(zao)良好教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)生(sheng)態,推(tui)進義(yi)務教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)持續健康深入(ru)發(fa)展,努力(li)辦(ban)好人(ren)民滿意的(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)。
二、把握原則,創建公平和諧招生環境
(一)堅持同步同權,共同發展。2020年起,實行全市公(gong)辦(ban)(ban)(ban)、民(min)辦(ban)(ban)(ban)義務教(jiao)育(yu)學校同(tong)(tong)步(bu)發布(bu)招(zhao)(zhao)生(sheng)計劃、同(tong)(tong)步(bu)信息(xi)登(deng)記(ji)、同(tong)(tong)步(bu)網上(shang)報名、同(tong)(tong)步(bu)審核報名材料、同(tong)(tong)步(bu)開展招(zhao)(zhao)生(sheng)錄(lu)取等,公(gong)辦(ban)(ban)(ban)、民(min)辦(ban)(ban)(ban)義務教(jiao)育(yu)學校享(xiang)有同(tong)(tong)樣(yang)權(quan)利,履(lv)行同(tong)(tong)樣(yang)義務,實現共同(tong)(tong)發展。完善(shan)公(gong)辦(ban)(ban)(ban)和民(min)辦(ban)(ban)(ban)義務教(jiao)育(yu)招(zhao)(zhao)生(sheng)制(zhi)度,構建一視同(tong)(tong)仁、平等發展、公(gong)民(min)辦(ban)(ban)(ban)義務教(jiao)育(yu)學校互不享(xiang)有招(zhao)(zhao)生(sheng)特權(quan)的(de)良(liang)性發展機制(zhi)。
(二)堅持破立并舉,提升質量。全面(mian)貫(guan)徹中央提(ti)出(chu)的“嚴禁以各類考試、競賽(sai)、培(pei)訓成績或(huo)證書(shu)證明等作為(wei)招(zhao)生(sheng)依據,不(bu)得以面(mian)試、評(ping)測等名義(yi)選拔學(xue)生(sheng)”要求,建立規(gui)范招(zhao)生(sheng)制度,破除跨區域掐尖招(zhao)生(sheng)、義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)考試招(zhao)生(sheng)、義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)招(zhao)生(sheng)錄取與(yu)社(she)會培(pei)訓機構(gou)或(huo)各類競賽(sai)考試證書(shu)掛鉤等突(tu)出(chu)問題,根(gen)治(zhi)民辦學(xue)校(xiao)招(zhao)生(sheng)亂象。堅持規(gui)范行為(wei)與(yu)提(ti)升(sheng)質量并重,狠抓教(jiao)育(yu)(yu)(yu)(yu)教(jiao)學(xue)質量提(ti)升(sheng),著力辦好(hao)百姓(xing)身(shen)邊(bian)的每一所學(xue)校(xiao),從根(gen)本上解決招(zhao)生(sheng)工作中的難點(dian)和堵點(dian),形(xing)成良好(hao)教(jiao)育(yu)(yu)(yu)(yu)生(sheng)態環(huan)境,推進義(yi)務(wu)教(jiao)育(yu)(yu)(yu)(yu)優質均(jun)衡發(fa)展(zhan)。
(三)堅持公開公平,保障權益。完善(shan)義(yi)務(wu)教(jiao)育陽光招(zhao)(zhao)生(sheng)工(gong)作機制,實行(xing)義(yi)務(wu)教(jiao)育招(zhao)(zhao)生(sheng)政策(ce)全公(gong)開,招(zhao)(zhao)生(sheng)所有(you)環節全公(gong)示,招(zhao)(zhao)生(sheng)流程多方代表人員全參與,切實加強招(zhao)(zhao)生(sheng)監(jian)督監(jian)管,規(gui)范(fan)招(zhao)(zhao)生(sheng)行(xing)為,保障招(zhao)(zhao)生(sheng)機會(hui)公(gong)平(ping)、程序公(gong)開、結(jie)果公(gong)正。
三、抓住關鍵,細化招生入學工作措施
完善義務教(jiao)(jiao)育(yu)招生制度(du)是(shi)在(zai)教(jiao)(jiao)育(yu)部(bu)統一(yi)部(bu)署下實施(shi)(shi)的一(yi)項齊步(bu)(bu)走行動,全國(guo)各省市同步(bu)(bu)執行落實,不搞分步(bu)(bu)實施(shi)(shi)。各區縣教(jiao)(jiao)育(yu)部(bu)門要履(lv)行好屬地管(guan)理主體責任,抓住(zhu)關鍵環節,積極作為,精準施(shi)(shi)策(ce),確保(bao)黨中央、國(guo)務院部(bu)署和要求落實到位(wei)。
(一)明確主體責任,核定招生計劃。義務教(jiao)(jiao)育(yu)階段學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue)工(gong)作由區縣教(jiao)(jiao)育(yu)部門(men)(men)負(fu)責,在(zai)(zai)市教(jiao)(jiao)委指導(dao)和(he)區縣黨委政(zheng)府領導(dao)下進行。各(ge)區縣教(jiao)(jiao)育(yu)部門(men)(men)按(an)照市教(jiao)(jiao)委實(shi)施(shi)意見,針對轄區內招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作實(shi)際,制定(ding)本(ben)區縣中(zhong)(zhong)小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作實(shi)施(shi)細(xi)則,在(zai)(zai)每個工(gong)作流程(cheng)和(he)細(xi)節上做到精準施(shi)策(ce)。公辦(ban)中(zhong)(zhong)小(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)繼續堅持免試就近劃(hua)片招(zhao)(zhao)(zhao)生(sheng)(sheng)入學(xue)(xue)(xue)(xue)(xue),合理規劃(hua),堅決杜絕新增大班額。各(ge)區縣教(jiao)(jiao)育(yu)部門(men)(men)要結合學(xue)(xue)(xue)(xue)(xue)校(xiao)辦(ban)學(xue)(xue)(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)(xue)(xue)條件和(he)招(zhao)(zhao)(zhao)生(sheng)(sheng)類(lei)別(bie),科學(xue)(xue)(xue)(xue)(xue)核定(ding)公辦(ban)、民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua),于(yu)招(zhao)(zhao)(zhao)生(sheng)(sheng)工(gong)作啟動前向社會公布。要嚴(yan)格核定(ding)各(ge)民(min)辦(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)承接政(zheng)府購買服務、小(xiao)(xiao)區配套學(xue)(xue)(xue)(xue)(xue)校(xiao)業主子女、九年一貫制直升初中(zhong)(zhong)、小(xiao)(xiao)語(yu)種(zhong)學(xue)(xue)(xue)(xue)(xue)生(sheng)(sheng)、舉(ju)辦(ban)者子女等類(lei)別(bie)招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)。義務教(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)(xue)籍系(xi)統將(jiang)嚴(yan)格按(an)照招(zhao)(zhao)(zhao)生(sheng)(sheng)計劃(hua)注冊學(xue)(xue)(xue)(xue)(xue)籍,嚴(yan)禁超計劃(hua)招(zhao)(zhao)(zhao)生(sheng)(sheng)。
(二)確定招生范圍,做好工作安排。各(ge)區縣教(jiao)育部門要根據區縣域(yu)內適(shi)齡兒童少(shao)年人(ren)(ren)數、學(xue)校(xiao)分布、學(xue)校(xiao)規(gui)模、班額規(gui)定、交通(tong)狀(zhuang)況等(deng)因素,按照(zhao)確保(bao)公平(ping)和免試就近(jin)入(ru)學(xue)的(de)原則,科學(xue)合理制(zhi)定本地(di)公辦(ban)義務(wu)教(jiao)育學(xue)校(xiao)學(xue)區劃(hua)分方案,確保(bao)義務(wu)教(jiao)育免試就近(jin)入(ru)學(xue)政(zheng)策全(quan)覆(fu)蓋。片區劃(hua)定后(hou)要保(bao)持相對(dui)穩(wen)定,確需調(diao)整(zheng)時要按照(zhao)依(yi)法(fa)治理的(de)思路和辦(ban)法(fa)審慎論證、廣泛聽取(qu)(qu)各(ge)方意(yi)見,并報(bao)當(dang)地(di)黨(dang)委(wei)政(zheng)府(fu)同意(yi)。民辦(ban)義務(wu)教(jiao)育學(xue)校(xiao)招(zhao)生(sheng)納入(ru)審批地(di)統一(yi)管理,具體招(zhao)生(sheng)范圍、對(dui)象(xiang)等(deng)由所在轄區教(jiao)育部門予(yu)以確定,有寄宿條(tiao)件的(de)民辦(ban)學(xue)校(xiao)可適(shi)當(dang)擴大(da)招(zhao)生(sheng)范圍。平(ping)穩(wen)實施民辦(ban)一(yi)貫(guan)制(zhi)學(xue)校(xiao)直升錄取(qu)(qu)。民辦(ban)九年一(yi)貫(guan)制(zhi)學(xue)校(xiao)可設(she)置(zhi)小升初本校(xiao)免試直升計劃(hua)和校(xiao)外招(zhao)生(sheng)計劃(hua),如本校(xiao)直升意(yi)愿人(ren)(ren)數大(da)于免試直升計劃(hua)數,將由所在區縣教(jiao)育行政(zheng)部門實施電腦搖號隨機錄取(qu)(qu)。
(三)統一報名時間,規范信息采集。全(quan)市所有(you)義務教育(yu)階(jie)(jie)段的公(gong)(gong)辦、民(min)(min)辦中(zhong)小學(xue)校(xiao)按照統一時間進行報(bao)(bao)名。市教委將開啟“重慶(qing)市義務教育(yu)階(jie)(jie)段學(xue)校(xiao)入學(xue)報(bao)(bao)名信(xin)息采(cai)集系統”。符合(he)入學(xue)條(tiao)件的適(shi)齡兒童家長,按照區縣教育(yu)部門公(gong)(gong)布的本轄區義務教育(yu)招生(sheng)入學(xue)政(zheng)策、工作安排、報(bao)(bao)名程(cheng)序等相關信(xin)息進行網上信(xin)息采(cai)集。學(xue)生(sheng)可選(xuan)擇一所民(min)(min)辦學(xue)校(xiao)報(bao)(bao)名,公(gong)(gong)辦、民(min)(min)辦學(xue)校(xiao)不能兼報(bao)(bao)。
(四)開展同步招生,公開公平錄取。將(jiang)民(min)(min)辦(ban)(ban)(ban)(ban)(ban)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)招生(sheng)納(na)入審批(pi)地統(tong)一(yi)(yi)(yi)管理,與(yu)公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)同(tong)(tong)步招生(sheng)。全(quan)(quan)市(shi)(shi)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)的(de)(de)公(gong)辦(ban)(ban)(ban)(ban)(ban)、民(min)(min)辦(ban)(ban)(ban)(ban)(ban)中小學(xue)(xue)(xue)(xue)(xue)于(yu)每年(nian)6月20日同(tong)(tong)步開展招生(sheng)錄(lu)(lu)取(qu)(qu)工作。民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)按招生(sheng)計劃(hua)實施分(fen)類(lei)報名(ming)(ming)、分(fen)類(lei)錄(lu)(lu)取(qu)(qu)。報名(ming)(ming)人數(shu)小于(yu)或等(deng)于(yu)招生(sheng)計劃(hua),采(cai)取(qu)(qu)登記(ji)注冊方式直接錄(lu)(lu)取(qu)(qu);報名(ming)(ming)人數(shu)超(chao)過招生(sheng)計劃(hua)的(de)(de),由區縣教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門統(tong)一(yi)(yi)(yi)組織電(dian)(dian)(dian)腦隨(sui)機(ji)搖(yao)(yao)號,全(quan)(quan)程接受社會監督。市(shi)(shi)教(jiao)(jiao)(jiao)(jiao)委(wei)將(jiang)進(jin)一(yi)(yi)(yi)步完(wan)善“重慶(qing)市(shi)(shi)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段(duan)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)入學(xue)(xue)(xue)(xue)(xue)報名(ming)(ming)信息采(cai)集(ji)系統(tong)”,統(tong)一(yi)(yi)(yi)開發(fa)電(dian)(dian)(dian)腦隨(sui)機(ji)搖(yao)(yao)號錄(lu)(lu)取(qu)(qu)軟件(jian),供各區縣教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門統(tong)一(yi)(yi)(yi)使用。民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)電(dian)(dian)(dian)腦搖(yao)(yao)號和公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)首次錄(lu)(lu)取(qu)(qu)同(tong)(tong)時(shi)進(jin)行。電(dian)(dian)(dian)腦隨(sui)機(ji)派位搖(yao)(yao)號完(wan)成后,學(xue)(xue)(xue)(xue)(xue)生(sheng)家長可登錄(lu)(lu)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)信息采(cai)集(ji)系統(tong)查詢。經(jing)搖(yao)(yao)號錄(lu)(lu)取(qu)(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng)須(xu)在規(gui)定時(shi)間(jian)內進(jin)行確(que)認;未(wei)確(que)認的(de)(de),視為自動(dong)放棄。未(wei)被民(min)(min)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)錄(lu)(lu)取(qu)(qu)的(de)(de)學(xue)(xue)(xue)(xue)(xue)生(sheng),回到公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)錄(lu)(lu)取(qu)(qu)體系,按相關規(gui)定由區縣教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)部門統(tong)籌安排,保證公(gong)辦(ban)(ban)(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)“兜底”,防(fang)止學(xue)(xue)(xue)(xue)(xue)生(sheng)輟學(xue)(xue)(xue)(xue)(xue)。
(五)關注特殊群體,保障入學權益。各區(qu)縣教育部(bu)門要(yao)堅持“兩(liang)為主(zhu)、兩(liang)納入(ru)”,加(jia)快建立以居(ju)住證為主(zhu)要(yao)依據(ju)(ju)的(de)義務教育隨遷子(zi)女(nv)入(ru)學(xue)政策,確保符(fu)(fu)合國家《居(ju)住證暫(zan)行條(tiao)例》基(ji)本要(yao)求的(de)隨遷子(zi)女(nv)應入(ru)盡入(ru)。根據(ju)(ju)殘疾兒童實(shi)際,安(an)排好(hao)特教學(xue)校入(ru)學(xue)、隨班就讀(du)、送教上門等工作,保障殘疾兒童接(jie)受義務教育權利。落(luo)實(shi)烈士子(zi)女(nv)、符(fu)(fu)合條(tiao)件的(de)現役(yi)軍(jun)人子(zi)女(nv)、公安(an)英模和因公犧牲(sheng)或傷殘警察(cha)、國家綜合性消防救援隊伍(wu)人員子(zi)女(nv)及其他符(fu)(fu)合規定(ding)的(de)各類優撫對象(xiang)教育優待政策。用(yong)好(hao)管好(hao)“重慶市義務教育控輟保學(xue)動態(tai)管理(li)平臺(tai)”,對招生入(ru)學(xue)工作實(shi)施(shi)臺(tai)賬化精準(zhun)控輟。
四、強化保障,確保招生工作穩步推進
(一)加強組織領導。各(ge)區縣教(jiao)(jiao)育(yu)部門在當(dang)地(di)(di)區縣黨委政(zheng)(zheng)府(fu)的領(ling)導(dao)下,要(yao)不折不扣(kou)落實(shi)(shi)中(zhong)央要(yao)求,壓實(shi)(shi)屬(shu)地(di)(di)管(guan)理(li)責(ze)(ze)任(ren),成立(li)中(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生(sheng)工(gong)(gong)作(zuo)領(ling)導(dao)小(xiao)組(zu),堅持公(gong)開、公(gong)平、公(gong)正的原(yuan)則,對中(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)早(zao)(zao)謀劃(hua)、早(zao)(zao)啟動、早(zao)(zao)安排,切(qie)實(shi)(shi)履行好對招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)的管(guan)理(li)、指導(dao)、監督和檢(jian)查職責(ze)(ze)。各(ge)區縣要(yao)結(jie)合實(shi)(shi)際,根據市教(jiao)(jiao)委當(dang)年印發的關于做好義務(wu)教(jiao)(jiao)育(yu)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)的通知,研究制(zhi)定本地(di)(di)普通中(zhong)小(xiao)學(xue)(xue)(xue)(xue)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)實(shi)(shi)施方案,嚴格審核屬(shu)地(di)(di)民辦(ban)學(xue)(xue)(xue)(xue)校招(zhao)生(sheng)計劃(hua),報當(dang)地(di)(di)黨委政(zheng)(zheng)府(fu)同(tong)意后實(shi)(shi)施,實(shi)(shi)施方案同(tong)時報市教(jiao)(jiao)委備案。要(yao)按(an)照屬(shu)地(di)(di)管(guan)理(li)和“誰(shui)審批(pi)誰(shui)管(guan)理(li)、誰(shui)主(zhu)管(guan)誰(shui)負責(ze)(ze)、誰(shui)舉(ju)辦(ban)誰(shui)負責(ze)(ze)”的原(yuan)則,切(qie)實(shi)(shi)執行好國家和我市義務(wu)教(jiao)(jiao)育(yu)招(zhao)生(sheng)入(ru)學(xue)(xue)(xue)(xue)工(gong)(gong)作(zuo)政(zheng)(zheng)策,采(cai)取有(you)力措施確保招(zhao)生(sheng)工(gong)(gong)作(zuo)平穩有(you)序(xu)。
(二)嚴肅招生紀律。嚴禁(jin)(jin)(jin)(jin)(jin)民辦(ban)義務(wu)教育學(xue)校無計劃(hua)、超計劃(hua)組(zu)(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng);嚴禁(jin)(jin)(jin)(jin)(jin)自(zi)行組(zu)(zu)織(zhi)或與(yu)社會培訓機構聯合(he)組(zu)(zu)織(zhi)以選(xuan)拔生(sheng)(sheng)(sheng)源為(wei)目的的各(ge)類考(kao)(kao)試(shi)、面(mian)試(shi),或采用社會培訓機構自(zi)行組(zu)(zu)織(zhi)的各(ge)類考(kao)(kao)試(shi)結果;嚴禁(jin)(jin)(jin)(jin)(jin)提(ti)前組(zu)(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng)(sheng),變(bian)相“掐尖”選(xuan)生(sheng)(sheng)(sheng)源;嚴禁(jin)(jin)(jin)(jin)(jin)公辦(ban)學(xue)校與(yu)民辦(ban)學(xue)校混(hun)合(he)招(zhao)(zhao)生(sheng)(sheng)(sheng)、混(hun)合(he)編(bian)班;嚴禁(jin)(jin)(jin)(jin)(jin)以高額物質獎勵(li)、虛假宣(xuan)傳等(deng)不(bu)正(zheng)當(dang)手段(duan)招(zhao)(zhao)攬生(sheng)(sheng)(sheng)源;嚴禁(jin)(jin)(jin)(jin)(jin)任(ren)何(he)學(xue)校收(shou)取或變(bian)相收(shou)取與(yu)入學(xue)掛(gua)鉤(gou)的“捐資助學(xue)款”;嚴禁(jin)(jin)(jin)(jin)(jin)以各(ge)類競賽(sai)證書、學(xue)科競賽(sai)成績或考(kao)(kao)級證明等(deng)作為(wei)招(zhao)(zhao)生(sheng)(sheng)(sheng)依據;嚴禁(jin)(jin)(jin)(jin)(jin)分班考(kao)(kao)試(shi)或設(she)立任(ren)何(he)名義的重(zhong)點班、快慢班;嚴禁(jin)(jin)(jin)(jin)(jin)出現人(ren)籍(ji)分離、空(kong)掛(gua)學(xue)籍(ji)、學(xue)籍(ji)造(zao)假等(deng)現象,不(bu)得為(wei)違規(gui)跨(kua)區域(yu)招(zhao)(zhao)收(shou)的學(xue)生(sheng)(sheng)(sheng)和違規(gui)轉(zhuan)學(xue)學(xue)生(sheng)(sheng)(sheng)辦(ban)理學(xue)籍(ji)轉(zhuan)接(jie)。
(三)強化監督檢查。嚴(yan)格執行教(jiao)育(yu)部關于中小學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)的(de)(de)(de)“十項禁(jin)令(ling)”。義務教(jiao)育(yu)學(xue)(xue)校(xiao)不(bu)得以“國(guo)際(ji)部”“國(guo)際(ji)課(ke)程班(ban)”“境(jing)外(wai)(wai)班(ban)”等(deng)(deng)名義招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。加(jia)強對(dui)(dui)招(zhao)(zhao)(zhao)收外(wai)(wai)籍人員子女的(de)(de)(de)國(guo)際(ji)學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)(guan)理,不(bu)得擅自招(zhao)(zhao)(zhao)收中國(guo)籍學(xue)(xue)生(sheng)(sheng)(sheng)。各區(qu)縣(xian)要(yao)充分(fen)發(fa)揮紀檢(jian)監(jian)察機關(派駐(zhu)紀檢(jian)監(jian)察組)的(de)(de)(de)監(jian)督(du)(du)職責,暢通舉報和申(shen)訴受(shou)理渠(qu)道,加(jia)強監(jian)管(guan)(guan)力度,建(jian)立切實有(you)效(xiao)的(de)(de)(de)監(jian)管(guan)(guan)機制,向(xiang)(xiang)社(she)會(hui)公布教(jiao)育(yu)部門(men)(men)的(de)(de)(de)紀檢(jian)監(jian)督(du)(du)電話,主動接受(shou)社(she)會(hui)監(jian)督(du)(du)。各義務教(jiao)育(yu)學(xue)(xue)校(xiao)嚴(yan)禁(jin)向(xiang)(xiang)社(she)會(hui)公布未經區(qu)縣(xian)教(jiao)育(yu)部門(men)(men)審查備案(an)的(de)(de)(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)廣告和自主招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案(an),嚴(yan)禁(jin)虛(xu)假宣(xuan)傳、欺(qi)騙(pian)學(xue)(xue)生(sheng)(sheng)(sheng)和家(jia)長。各區(qu)縣(xian)教(jiao)育(yu)部門(men)(men)要(yao)加(jia)強對(dui)(dui)民(min)辦學(xue)(xue)校(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)廣告、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)案(an)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)等(deng)(deng)監(jian)管(guan)(guan);在統(tong)一招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)前(qian),通過(guo)政務信息公開、媒體宣(xuan)傳、學(xue)(xue)校(xiao)網站等(deng)(deng)方(fang)式向(xiang)(xiang)社(she)會(hui)統(tong)一發(fa)布招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)簡(jian)章、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方(fang)式等(deng)(deng)信息,供學(xue)(xue)生(sheng)(sheng)(sheng)和家(jia)長參考和選擇(ze)。各區(qu)縣(xian)教(jiao)育(yu)督(du)(du)導部門(men)(men)要(yao)將(jiang)中小學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工作納入(ru)責任督(du)(du)學(xue)(xue)日常督(du)(du)導范圍,適時對(dui)(dui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)入(ru)學(xue)(xue)政策落(luo)實情況(kuang)開展(zhan)督(du)(du)導。
(四)嚴懲違規行為。根(gen)據《中華人民共和(he)國義(yi)務教(jiao)(jiao)育(yu)(yu)法(fa)》《中華人民共和(he)國民辦教(jiao)(jiao)育(yu)(yu)促進法(fa)》等有關(guan)法(fa)律規(gui)定(ding),進一步(bu)健全(quan)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)查處(chu)(chu)和(he)責(ze)任追究機制,及時制止和(he)糾正違(wei)規(gui)行為(wei),并視情節輕重,予(yu)(yu)以(yi)處(chu)(chu)理(li),確保(bao)中央決(jue)策部(bu)署落地落實。對(dui)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)的(de)學校及屬(shu)地教(jiao)(jiao)育(yu)(yu)部(bu)門主要(yao)(yao)負責(ze)人、分管負責(ze)人和(he)經辦人員(yuan)要(yao)(yao)予(yu)(yu)以(yi)約談(tan)、通(tong)報批評,對(dui)相關(guan)學校及個人取(qu)消當年評先評優資格。對(dui)違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)造(zao)成惡(e)劣(lie)影(ying)響的(de),按規(gui)定(ding)追究相關(guan)責(ze)任人責(ze)任。因違(wei)規(gui)招(zhao)(zhao)生(sheng)(sheng)(sheng)被教(jiao)(jiao)育(yu)(yu)部(bu)門通(tong)報的(de)民辦學校,年檢一律作為(wei)不(bu)合格處(chu)(chu)理(li),限期(qi)整(zheng)改(gai),按照不(bu)低(di)于10%的(de)比例(li)核減(jian)招(zhao)(zhao)生(sheng)(sheng)(sheng)計劃(hua);拒不(bu)執行改(gai)正的(de),依(yi)(yi)法(fa)依(yi)(yi)規(gui)處(chu)(chu)罰,直至吊銷辦學許可(ke)證;沒(mei)有取(qu)得辦學許可(ke)證的(de)(含籌設期(qi)間)不(bu)得招(zhao)(zhao)生(sheng)(sheng)(sheng)。市教(jiao)(jiao)委將繼續把(ba)規(gui)范中小學招(zhao)(zhao)生(sheng)(sheng)(sheng)行為(wei)納(na)入(ru)對(dui)區(qu)縣黨政領導(dao)干部(bu)履行教(jiao)(jiao)育(yu)(yu)職責(ze)督導(dao)考核,對(dui)造(zao)成惡(e)劣(lie)社(she)會影(ying)響的(de),將依(yi)(yi)規(gui)依(yi)(yi)紀依(yi)(yi)法(fa)嚴(yan)肅(su)追責(ze)問責(ze)。
(五)加強宣傳引導。強化市、區縣(xian)、學校(xiao)上下聯動和(he)部門協同(tong),統籌做好義(yi)務教(jiao)育(yu)招生(sheng)(sheng)制(zhi)度(du)改革的(de)宣傳(chuan)工(gong)作。充(chong)分利用(yong)區域(yu)內主流媒體、區縣(xian)和(he)學校(xiao)微信公(gong)眾平臺(tai)等(deng),堅持正(zheng)面(mian)發(fa)聲,讓廣大群眾充(chong)分理(li)(li)解(jie)中(zhong)央精(jing)神、教(jiao)育(yu)部要求和(he)重慶方案,形(xing)成社(she)會理(li)(li)解(jie)、家(jia)長理(li)(li)解(jie)、學生(sheng)(sheng)理(li)(li)解(jie)的(de)普(pu)遍認同(tong)。加強信息溝通,發(fa)揮(hui)教(jiao)師與學生(sheng)(sheng)、家(jia)長直接(jie)聯系的(de)優勢,深入解(jie)讀闡釋義(yi)務教(jiao)育(yu)招生(sheng)(sheng)制(zhi)度(du)改革的(de)重要意義(yi)、政策措施和(he)具體安排,消除學生(sheng)(sheng)和(he)家(jia)長的(de)焦慮心理(li)(li),努(nu)力營(ying)造社(she)會各(ge)界(jie)廣泛理(li)(li)解(jie)、大力支持和(he)積極參與的(de)良好氛圍。
