近年(nian)來(lai),普通中小(xiao)學(xue)招生入學(xue)改革穩步推進,取(qu)得了重(zhong)要階段(duan)性成(cheng)果和歷史性突破,有效緩解了“擇校熱”,對規范(fan)教育秩序、營造良(liang)好教育生態發揮了重(zhong)要作(zuo)用。為深入貫徹(che)黨的十九大精神,落(luo)實全國教育大會部(bu)署,進一步鞏(gong)固成(cheng)果、深化改革,促進教育公(gong)平(ping),提高教育質量,現就做好2019年(nian)普通中小(xiao)學(xue)招生入學(xue)工作(zuo)通知如(ru)下(xia)。
一、依法保(bao)(bao)障(zhang)適(shi)(shi)齡兒(er)(er)童(tong)少(shao)(shao)年(nian)入(ru)學(xue)(xue)。各地(di)要(yao)嚴格落實(shi)《義(yi)(yi)務(wu)(wu)教(jiao)育法》《未成(cheng)年(nian)人保(bao)(bao)護法》等法律(lv)規定(ding)(ding)(ding)(ding),切實(shi)保(bao)(bao)障(zhang)適(shi)(shi)齡兒(er)(er)童(tong)少(shao)(shao)年(nian)接受義(yi)(yi)務(wu)(wu)教(jiao)育的(de)權(quan)利。適(shi)(shi)齡兒(er)(er)童(tong)少(shao)(shao)年(nian)因身(shen)體狀況需要(yao)延緩入(ru)學(xue)(xue)或者(zhe)休學(xue)(xue)的(de),其(qi)父母(mu)(mu)或者(zhe)其(qi)他(ta)法定(ding)(ding)(ding)(ding)監護人應當(dang)提出申請(qing),報當(dang)地(di)縣級人民政府教(jiao)育行政部門(men)備案。各地(di)要(yao)切實(shi)履行義(yi)(yi)務(wu)(wu)教(jiao)育控(kong)輟(chuo)(chuo)保(bao)(bao)學(xue)(xue)法定(ding)(ding)(ding)(ding)職責,按(an)照(zhao)法律(lv)規定(ding)(ding)(ding)(ding)和國(guo)家有關要(yao)求,建立失(shi)學(xue)(xue)輟(chuo)(chuo)學(xue)(xue)適(shi)(shi)齡兒(er)(er)童(tong)工(gong)(gong)作(zuo)臺帳,認(ren)真落實(shi)聯控(kong)聯保(bao)(bao)工(gong)(gong)作(zuo)機制,確(que)保(bao)(bao)做好控(kong)輟(chuo)(chuo)保(bao)(bao)學(xue)(xue)工(gong)(gong)作(zuo)。各地(di)要(yao)認(ren)真排查并嚴厲查處社會培訓機構以“國(guo)學(xue)(xue)班”“讀經班”“私塾(shu)”等形式(shi)替代義(yi)(yi)務(wu)(wu)教(jiao)育的(de)非法辦學(xue)(xue)行為。父母(mu)(mu)或者(zhe)其(qi)他(ta)法定(ding)(ding)(ding)(ding)監護人無正當(dang)理由未送適(shi)(shi)齡兒(er)(er)童(tong)少(shao)(shao)年(nian)入(ru)學(xue)(xue)接受義(yi)(yi)務(wu)(wu)教(jiao)育或造成(cheng)輟(chuo)(chuo)學(xue)(xue),情節嚴重或構成(cheng)犯罪的(de),依法追究法律(lv)責任。
二、全面落實(shi)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)免試就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)規(gui)定。按照“學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)劃片招(zhao)生(sheng)(sheng)(sheng)、生(sheng)(sheng)(sheng)源(yuan)就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)”的總體(ti)目標,根據(ju)縣(xian)域內(nei)適齡學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)人數、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)分布、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)規(gui)模、交通狀況等因素,為每所(suo)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)科學(xue)(xue)(xue)(xue)劃定服務(wu)(wu)片區(qu)(qu)范圍,確保(bao)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)免試就(jiu)近(jin)入(ru)學(xue)(xue)(xue)(xue)政(zheng)策全覆蓋。學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)數量(liang)較多(duo)的區(qu)(qu)縣(xian)要合理劃分學(xue)(xue)(xue)(xue)區(qu)(qu)范圍,確保(bao)各學(xue)(xue)(xue)(xue)區(qu)(qu)之(zhi)間(jian)優質教(jiao)(jiao)育(yu)(yu)(yu)(yu)資源(yuan)大致均衡(heng)(heng)。片區(qu)(qu)或學(xue)(xue)(xue)(xue)區(qu)(qu)確定后,應在一段時(shi)期內(nei)保(bao)持(chi)相對穩定,重新劃分調整時(shi)要慎重穩妥(tuo),認真(zhen)做好(hao)學(xue)(xue)(xue)(xue)生(sheng)(sheng)(sheng)家(jia)長工作。教(jiao)(jiao)育(yu)(yu)(yu)(yu)資源(yuan)不(bu)夠均衡(heng)(heng)的地方(fang),穩妥(tuo)實(shi)施多(duo)校(xiao)(xiao)(xiao)(xiao)(xiao)劃片,采(cai)取(qu)隨機(ji)派(pai)位方(fang)式(shi)(shi)入(ru)學(xue)(xue)(xue)(xue)。小(xiao)學(xue)(xue)(xue)(xue)入(ru)學(xue)(xue)(xue)(xue)一般(ban)采(cai)取(qu)登記入(ru)學(xue)(xue)(xue)(xue),初中(zhong)入(ru)學(xue)(xue)(xue)(xue)一般(ban)采(cai)取(qu)登記或對口直升(sheng)方(fang)式(shi)(shi)入(ru)學(xue)(xue)(xue)(xue),按照強弱結合原則合理調配對口直升(sheng)的初中(zhong)和小(xiao)學(xue)(xue)(xue)(xue),保(bao)障教(jiao)(jiao)育(yu)(yu)(yu)(yu)機(ji)會公平。所(suo)有公辦(ban)、民辦(ban)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)都(dou)要嚴格(ge)遵守(shou)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)免試入(ru)學(xue)(xue)(xue)(xue)規(gui)定。各地要規(gui)范民辦(ban)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)管(guan)理,將民辦(ban)義務(wu)(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)(sheng)納入(ru)審批(pi)地統(tong)一管(guan)理,與公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)同步(bu)招(zhao)生(sheng)(sheng)(sheng),不(bu)得以(yi)任何(he)形式(shi)(shi)提前(qian)選擇生(sheng)(sheng)(sheng)源(yuan),堅決(jue)防止(zhi)對生(sheng)(sheng)(sheng)源(yuan)地招(zhao)生(sheng)(sheng)(sheng)秩(zhi)序造(zao)成沖(chong)擊。對報名人數超過(guo)招(zhao)生(sheng)(sheng)(sheng)計劃的民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao),引導學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)采(cai)取(qu)電腦隨機(ji)派(pai)位方(fang)式(shi)(shi)招(zhao)生(sheng)(sheng)(sheng)。
三、嚴(yan)格(ge)(ge)規(gui)范普(pu)通(tong)(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)行(xing)為。各(ge)(ge)地要統(tong)籌(chou)考慮普(pu)及高(gao)(gao)中(zhong)階段教(jiao)育和(he)普(pu)職招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)規(gui)模大(da)體相當的要求,根據學(xue)校(xiao)布(bu)局和(he)辦(ban)(ban)(ban)學(xue)條件,合理確(que)(que)定普(pu)通(tong)(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃并嚴(yan)格(ge)(ge)執行(xing)。規(gui)范普(pu)通(tong)(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理,所有學(xue)校(xiao)(含民辦(ban)(ban)(ban)高(gao)(gao)中(zhong))要嚴(yan)格(ge)(ge)按(an)照規(gui)定的招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)范圍(wei)、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)方式進(jin)行(xing)統(tong)一(yi)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),嚴(yan)禁違(wei)規(gui)爭搶生(sheng)(sheng)(sheng)源(yuan)、“掐尖(jian)”招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、跨區(qu)域招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)、超計劃招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)和(he)提前招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。嚴(yan)格(ge)(ge)公參民學(xue)校(xiao)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)管(guan)理,嚴(yan)禁民辦(ban)(ban)(ban)學(xue)校(xiao)與公辦(ban)(ban)(ban)學(xue)校(xiao)混合招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)。完善優質普(pu)通(tong)(tong)高(gao)(gao)中(zhong)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)指標分(fen)配(pei)到初中(zhong)學(xue)校(xiao)政策,確(que)(que)保名額分(fen)配(pei)比(bi)例不低(di)于(yu)50%,并進(jin)一(yi)步(bu)提高(gao)(gao)農村學(xue)校(xiao)和(he)薄弱(ruo)學(xue)校(xiao)升入(ru)優質高(gao)(gao)中(zhong)比(bi)例。規(gui)范普(pu)通(tong)(tong)高(gao)(gao)中(zhong)自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),學(xue)校(xiao)須(xu)在中(zhong)考結束后(hou),嚴(yan)格(ge)(ge)按(an)照自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)辦(ban)(ban)(ban)法和(he)程序(xu)組織自主(zhu)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng),并主(zhu)動公開(kai)招(zhao)(zhao)(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)的各(ge)(ge)環節和(he)錄取結果(guo)。
四(si)、扎(zha)實做好(hao)中(zhong)(zhong)考(kao)組織管理(li)(li)工作(zuo)(zuo)。各地(di)(di)要(yao)按(an)照教(jiao)育(yu)部(bu)關于推進高中(zhong)(zhong)階段學校考(kao)試(shi)(shi)招生(sheng)(sheng)制(zhi)度(du)改革(ge)(ge)的(de)(de)統一部(bu)署,深入推進中(zhong)(zhong)考(kao)改革(ge)(ge),突出素(su)質(zhi)教(jiao)育(yu)導向(xiang),努(nu)力提高命(ming)題質(zhi)量(liang),積極探索基于初中(zhong)(zhong)學業水(shui)平考(kao)試(shi)(shi)成績(ji)、結合綜合素(su)質(zhi)評價(jia)的(de)(de)招生(sheng)(sheng)錄取模式,扭(niu)轉唯分(fen)數的(de)(de)考(kao)試(shi)(shi)招生(sheng)(sheng)評價(jia)導向(xiang)。要(yao)進一步(bu)建立健全考(kao)務管理(li)(li)制(zhi)度(du),加強(qiang)從(cong)命(ming)題、制(zhi)卷(juan)、運(yun)送、保(bao)(bao)管、分(fen)發(fa)、施考(kao)到評卷(juan)全過程管理(li)(li),認真檢查(cha)外(wai)語聽力設(she)(she)備和(he)(he)閱卷(juan)設(she)(she)備,明確(que)考(kao)試(shi)(shi)組織、閱卷(juan)評分(fen)、招生(sheng)(sheng)管理(li)(li)等機(ji)構和(he)(he)人(ren)員的(de)(de)職責(ze)(ze),簽(qian)訂(ding)工作(zuo)(zuo)責(ze)(ze)任(ren)書(shu),確(que)保(bao)(bao)責(ze)(ze)任(ren)落實到崗到人(ren)。加強(qiang)試(shi)(shi)卷(juan)評分(fen)復(fu)核(he)工作(zuo)(zuo)管理(li)(li),明確(que)每個(ge)學科試(shi)(shi)卷(juan)抽樣(yang)復(fu)核(he)的(de)(de)具體數量(liang)和(he)(he)比例,并嚴格按(an)照規定程序(xu)進行(xing)復(fu)核(he)。2019年5月底前(qian),各地(di)(di)要(yao)全面開展一次中(zhong)(zhong)考(kao)考(kao)務管理(li)(li)排(pai)查(cha),切(qie)實排(pai)除各類風險隱(yin)患,確(que)保(bao)(bao)考(kao)務組織管理(li)(li)工作(zuo)(zuo)安全有序(xu)。
五(wu)、規(gui)范特(te)(te)殊類型招(zhao)生(sheng)。繼續壓縮(suo)義務教(jiao)育學(xue)(xue)校(xiao)(xiao)(xiao)特(te)(te)長生(sheng)招(zhao)生(sheng)規(gui)模(mo),至2020年取(qu)消各類特(te)(te)長生(sheng)招(zhao)生(sheng)。義務教(jiao)育學(xue)(xue)校(xiao)(xiao)(xiao)要嚴格(ge)落實(shi)均衡(heng)編班(ban)(ban)規(gui)定,按課(ke)程標準(zhun)嚴格(ge)執行(xing)零起點(dian)教(jiao)學(xue)(xue)要求(qiu)(qiu),小(xiao)學(xue)(xue)一(yi)年級設置過渡(du)性活(huo)動(dong)課(ke)程,注重做好幼小(xiao)銜接(jie)。義務教(jiao)育學(xue)(xue)校(xiao)(xiao)(xiao)不得(de)(de)以“國(guo)(guo)(guo)際部(bu)(bu)”“國(guo)(guo)(guo)際課(ke)程班(ban)(ban)”“境(jing)外(wai)(wai)班(ban)(ban)”等名義招(zhao)生(sheng)。普(pu)通(tong)高中(zhong)舉辦的各類實(shi)驗班(ban)(ban)、試點(dian)班(ban)(ban),由主管教(jiao)育行(xing)政部(bu)(bu)門重新登記,報省級教(jiao)育行(xing)政部(bu)(bu)門備(bei)案,要嚴格(ge)控制規(gui)模(mo),健(jian)全科學(xue)(xue)公(gong)開公(gong)正的選拔機制,加強跟蹤研(yan)究(jiu)和階段性評估。嚴格(ge)規(gui)范公(gong)辦普(pu)通(tong)高中(zhong)“國(guo)(guo)(guo)際部(bu)(bu)”(或“境(jing)外(wai)(wai)課(ke)程班(ban)(ban)”)招(zhao)生(sheng)行(xing)為,納(na)入(ru)統一(yi)招(zhao)生(sheng)管理,實(shi)行(xing)計劃單列,錄取(qu)分數應達(da)到同批次學(xue)(xue)校(xiao)(xiao)(xiao)錄取(qu)要求(qiu)(qiu),學(xue)(xue)生(sheng)就讀(du)期間不得(de)(de)轉入(ru)普(pu)通(tong)班(ban)(ban)級。加強外(wai)(wai)籍人員子女學(xue)(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)管理,不得(de)(de)招(zhao)收中(zhong)國(guo)(guo)(guo)籍學(xue)(xue)生(sheng)。
六、保(bao)(bao)障特(te)殊(shu)群體接受(shou)(shou)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)。健全以居(ju)住證為(wei)主要依(yi)(yi)據的(de)(de)(de)隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)入(ru)學(xue)(xue)(xue)(xue)(xue)政策(ce),落實隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)接受(shou)(shou)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)后在(zai)流入(ru)地(di)參加中(zhong)(zhong)考政策(ce)。實行隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)積分制入(ru)學(xue)(xue)(xue)(xue)(xue)的(de)(de)(de)地(di)方,要合理設置積分條(tiao)件,確保(bao)(bao)符合國(guo)家《居(ju)住證暫(zan)行條(tiao)例》基本要求的(de)(de)(de)隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)能(neng)夠應(ying)入(ru)盡入(ru)。流入(ru)地(di)公辦(ban)(ban)(ban)義(yi)(yi)務(wu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)要對(dui)符合條(tiao)件的(de)(de)(de)隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)開放(fang),避免將隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)集中(zhong)(zhong)在(zai)少數(shu)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)。要堅持(chi)以公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)為(wei)主安(an)排隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)就(jiu)學(xue)(xue)(xue)(xue)(xue),對(dui)于(yu)公辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)位不足的(de)(de)(de)可以通過(guo)政府(fu)購買服務(wu)方式安(an)排在(zai)民(min)辦(ban)(ban)(ban)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)讀。隨(sui)(sui)遷(qian)(qian)(qian)子(zi)女(nv)(nv)回(hui)戶籍(ji)所在(zai)地(di)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)就(jiu)讀的(de)(de)(de),當地(di)教(jiao)(jiao)育(yu)(yu)(yu)(yu)行政部(bu)門應(ying)依(yi)(yi)法予以統籌安(an)排。轉(zhuan)(zhuan)入(ru)學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)應(ying)在(zai)全國(guo)中(zhong)(zhong)小學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)管理信息系統中(zhong)(zhong)轉(zhuan)(zhuan)接學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji),轉(zhuan)(zhuan)入(ru)、轉(zhuan)(zhuan)出學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)和雙(shuang)方學(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)學(xue)(xue)(xue)(xue)(xue)籍(ji)主管部(bu)門應(ying)當分別在(zai)10個工作日內完成學(xue)(xue)(xue)(xue)(xue)生學(xue)(xue)(xue)(xue)(xue)籍(ji)轉(zhuan)(zhuan)接。積極(ji)推(tui)進融合教(jiao)(jiao)育(yu)(yu)(yu)(yu),依(yi)(yi)法保(bao)(bao)障能(neng)夠接受(shou)(shou)普通教(jiao)(jiao)育(yu)(yu)(yu)(yu)的(de)(de)(de)適(shi)齡殘(can)疾兒童少年就(jiu)近就(jiu)便隨(sui)(sui)班就(jiu)讀。對(dui)烈(lie)士子(zi)女(nv)(nv)、符合條(tiao)件的(de)(de)(de)現役軍人(ren)子(zi)女(nv)(nv)、公安(an)英模和因公犧(xi)牲傷殘(can)警(jing)察(cha)子(zi)女(nv)(nv)及其他各類優(you)撫對(dui)象,各地(di)要細化入(ru)學(xue)(xue)(xue)(xue)(xue)操作程序,落實教(jiao)(jiao)育(yu)(yu)(yu)(yu)優(you)待政策(ce)。
七、建(jian)立招(zhao)生入學(xue)工作預(yu)警制度。縣級教(jiao)育行政(zheng)部(bu)(bu)門要加(jia)強(qiang)對(dui)學(xue)齡(ling)人(ren)口變化(hua)趨勢的(de)(de)(de)預(yu)測分析,出現常(chang)住人(ren)口中(zhong)適齡(ling)兒童逐(zhu)年(nian)增(zeng)加(jia)、學(xue)位(wei)供給(gei)緊張的(de)(de)(de)情況,及時(shi)向社會發(fa)布預(yu)警提示,合(he)理引導家長預(yu)期,同時(shi)加(jia)快學(xue)校規劃(hua)(hua)建(jian)設,有效增(zeng)加(jia)學(xue)位(wei)供給(gei)。招(zhao)生期間對(dui)區域內存(cun)在大班額學(xue)校進行預(yu)警提示,確保中(zhong)小(xiao)學(xue)校起始(shi)年(nian)級嚴格按照國家規定標準(zhun)班額招(zhao)生,堅(jian)決防(fang)止(zhi)產生新的(de)(de)(de)大班額。強(qiang)化(hua)義務(wu)教(jiao)育政(zheng)府(fu)保障責任,省級教(jiao)育督導部(bu)(bu)門要督促民辦義務(wu)教(jiao)育招(zhao)生規模占比偏(pian)高的(de)(de)(de)地方切實履行政(zheng)府(fu)職責,增(zeng)加(jia)公(gong)辦學(xue)校資源供給(gei),合(he)理調整(zheng)招(zhao)生計劃(hua)(hua),堅(jian)決防(fang)止(zhi)將政(zheng)府(fu)舉辦義務(wu)教(jiao)育的(de)(de)(de)責任推向市場。
八、落實“十項嚴(yan)禁(jin)(jin)(jin)”紀律要求(qiu)。嚴(yan)禁(jin)(jin)(jin)無計劃、超計劃組(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng),招(zhao)(zhao)生(sheng)(sheng)結(jie)束后,學(xue)(xue)(xue)(xue)校(xiao)(xiao)不得(de)(de)擅自(zi)(zi)招(zhao)(zhao)收已(yi)被其他學(xue)(xue)(xue)(xue)校(xiao)(xiao)錄取的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng);嚴(yan)禁(jin)(jin)(jin)自(zi)(zi)行(xing)(xing)(xing)組(zu)織(zhi)或與社(she)會(hui)培(pei)訓機構(gou)聯合組(zu)織(zhi)以選(xuan)拔生(sheng)(sheng)源為目(mu)的(de)的(de)各(ge)類(lei)(lei)考(kao)試(shi),或采用(yong)社(she)會(hui)培(pei)訓機構(gou)自(zi)(zi)行(xing)(xing)(xing)組(zu)織(zhi)的(de)各(ge)類(lei)(lei)考(kao)試(shi)結(jie)果;嚴(yan)禁(jin)(jin)(jin)提(ti)前組(zu)織(zhi)招(zhao)(zhao)生(sheng)(sheng),變相“掐尖”選(xuan)生(sheng)(sheng)源;嚴(yan)禁(jin)(jin)(jin)公辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)與民辦(ban)學(xue)(xue)(xue)(xue)校(xiao)(xiao)混合招(zhao)(zhao)生(sheng)(sheng)、混合編班;嚴(yan)禁(jin)(jin)(jin)以高(gao)額物質獎勵、虛假(jia)宣傳(chuan)(chuan)等不正(zheng)當手段招(zhao)(zhao)攬生(sheng)(sheng)源;嚴(yan)禁(jin)(jin)(jin)任何(he)學(xue)(xue)(xue)(xue)校(xiao)(xiao)收取或變相收取與入學(xue)(xue)(xue)(xue)掛鉤的(de)“捐資助學(xue)(xue)(xue)(xue)款”;嚴(yan)禁(jin)(jin)(jin)義(yi)務教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)以各(ge)類(lei)(lei)競賽(sai)證(zheng)書(shu)、學(xue)(xue)(xue)(xue)科競賽(sai)成(cheng)績(ji)或考(kao)級(ji)證(zheng)明等作為招(zhao)(zhao)生(sheng)(sheng)依據(ju);嚴(yan)禁(jin)(jin)(jin)義(yi)務教(jiao)育(yu)階段學(xue)(xue)(xue)(xue)校(xiao)(xiao)設立(li)任何(he)名(ming)義(yi)的(de)重點(dian)班、快慢班;嚴(yan)禁(jin)(jin)(jin)初高(gao)中學(xue)(xue)(xue)(xue)校(xiao)(xiao)對學(xue)(xue)(xue)(xue)生(sheng)(sheng)進(jin)(jin)行(xing)(xing)(xing)中高(gao)考(kao)成(cheng)績(ji)排(pai)(pai)名(ming)、宣傳(chuan)(chuan)中高(gao)考(kao)狀元(yuan)和升學(xue)(xue)(xue)(xue)率,教(jiao)育(yu)行(xing)(xing)(xing)政部門也不得(de)(de)對學(xue)(xue)(xue)(xue)校(xiao)(xiao)中高(gao)考(kao)情(qing)況(kuang)進(jin)(jin)行(xing)(xing)(xing)排(pai)(pai)名(ming),以及(ji)向學(xue)(xue)(xue)(xue)校(xiao)(xiao)提(ti)供非本校(xiao)(xiao)的(de)中高(gao)考(kao)成(cheng)績(ji)數據(ju);嚴(yan)禁(jin)(jin)(jin)出(chu)現人籍(ji)分離(li)、空(kong)掛學(xue)(xue)(xue)(xue)籍(ji)、學(xue)(xue)(xue)(xue)籍(ji)造假(jia)等現象,不得(de)(de)為違(wei)(wei)規跨區(qu)域招(zhao)(zhao)收的(de)學(xue)(xue)(xue)(xue)生(sheng)(sheng)和違(wei)(wei)規轉(zhuan)學(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)生(sheng)(sheng)辦(ban)理學(xue)(xue)(xue)(xue)籍(ji)轉(zhuan)接(jie)。
九、嚴格執(zhi)紀(ji)問責(ze)(ze)。各地要完善招(zhao)生(sheng)(sheng)(sheng)(sheng)管理(li)辦(ban)法,建立(li)招(zhao)生(sheng)(sheng)(sheng)(sheng)范(fan)圍、招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃和招(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)果(guo)公示制(zhi)度,健全(quan)違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)(sheng)查(cha)(cha)處和責(ze)(ze)任追究機制(zhi),暢通(tong)舉報(bao)和申(shen)訴受理(li)渠道,主動接(jie)受社(she)會監督。招(zhao)生(sheng)(sheng)(sheng)(sheng)結(jie)束后(hou),按照(zhao)隸屬(shu)關系,教(jiao)(jiao)育(yu)部門要組織開(kai)展(zhan)逐(zhu)校(xiao)排(pai)查(cha)(cha)工(gong)作(zuo),重點排(pai)查(cha)(cha)曾經發(fa)生(sheng)(sheng)(sheng)(sheng)違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)(sheng)的(de)(de)學(xue)校(xiao),及時(shi)糾正和嚴肅查(cha)(cha)處各種違規(gui)(gui)違紀(ji)招(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei)。對于造成不良影響(xiang)或嚴重后(hou)果(guo)的(de)(de)學(xue)校(xiao),視情節輕重給(gei)(gei)予約談(tan)、通(tong)報(bao)批評(ping)、追究相關人員責(ze)(ze)任、依照(zhao)有(you)關規(gui)(gui)定給(gei)(gei)予減少下一年度招(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、停止(zhi)當年招(zhao)生(sheng)(sheng)(sheng)(sheng)直至吊(diao)銷辦(ban)學(xue)許(xu)可證等(deng)處罰。地方(fang)教(jiao)(jiao)育(yu)督導部門要將(jiang)中(zhong)小學(xue)招(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)工(gong)作(zuo)納入責(ze)(ze)任督學(xue)日常督導范(fan)圍,適時(shi)對各地招(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)政策落實情況開(kai)展(zhan)督導。對于造成惡(e)劣社(she)會影響(xiang)的(de)(de)違規(gui)(gui)招(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei),列(lie)入教(jiao)(jiao)育(yu)部督辦(ban)事項,指導地方(fang)嚴肅查(cha)(cha)處追責(ze)(ze) 。
十(shi)、營造良好(hao)氛圍。各地(di)教(jiao)育部門要(yao)與新聞宣(xuan)(xuan)傳(chuan)部門和(he)有(you)關單(dan)位通力合(he)作(zuo),充(chong)分(fen)、深入(ru)、細(xi)致解讀當(dang)地(di)入(ru)學(xue)(xue)政策,著力宣(xuan)(xuan)傳(chuan)促進教(jiao)育公平的(de)(de)具體舉(ju)措,回應人民(min)群(qun)眾關切。引(yin)導廣(guang)大家(jia)長充(chong)分(fen)認(ren)識(shi)就(jiu)近入(ru)學(xue)(xue)對(dui)于(yu)學(xue)(xue)生健康成長的(de)(de)價(jia)值和(he)意義,樹立科學(xue)(xue)教(jiao)育觀念,把(ba)培(pei)養孩子的(de)(de)好(hao)思想、好(hao)品行(xing)、好(hao)習慣作(zuo)為家(jia)庭教(jiao)育的(de)(de)首要(yao)任(ren)務,理性幫助孩子確定成長目(mu)(mu)標(biao),克服(fu)唯分(fen)數、唯升學(xue)(xue)的(de)(de)功利化(hua)傾向,避(bi)免(mian)盲目(mu)(mu)跟風擇校。深入(ru)農村貧困地(di)區(qu),積極宣(xuan)(xuan)傳(chuan)建(jian)檔(dang)立卡家(jia)庭經濟困難學(xue)(xue)生免(mian)費政策和(he)家(jia)庭經濟困難學(xue)(xue)生資(zi)助政策。加(jia)強(qiang)輿(yu)論(lun)宣(xuan)(xuan)傳(chuan)引(yin)導,規(gui)范新聞報(bao)道,總結推廣(guang)招(zhao)生入(ru)學(xue)(xue)工作(zuo)的(de)(de)先進典型和(he)成功經驗(yan),積極宣(xuan)(xuan)傳(chuan)優(you)質均(jun)衡發展(zhan)成效和(he)老(lao)百(bai)姓身邊的(de)(de)好(hao)學(xue)(xue)校,努力為每名適齡兒(er)童少年接受公平而有(you)質量(liang)的(de)(de)教(jiao)育創造條件。出(chu)臺重大改革舉(ju)措前,要(yao)廣(guang)泛征求群(qun)眾意見,加(jia)強(qiang)風險評估,做好(hao)輿(yu)論(lun)引(yin)導,設立必(bi)要(yao)的(de)(de)過渡時(shi)限,給社會留出(chu)合(he)理的(de)(de)預期時(shi)間(jian),確保和(he)諧(xie)穩定。
