改變背景

1949年(nian)新中(zhong)(zhong)國(guo)成立至2014年(nian),中(zhong)(zhong)國(guo)公務用(yong)(yong)車(che)(che)一直實行(xing)實物供給制(zhi)度,對保障公務出行(xing)發揮了作用(yong)(yong)。隨著中(zhong)(zhong)國(guo)社(she)會(hui)主義市場經濟體制(zhi)不斷完善,中(zhong)(zhong)國(guo)傳統公務用(yong)(yong)車(che)(che)制(zhi)度越來越難以適(shi)應形勢(shi)發展需要,車(che)(che)輛配備(bei)范圍(wei)過大、運行(xing)管(guan)理成本偏高、公車(che)(che)私(si)用(yong)(yong)等(deng)問題日益突出,社(she)會(hui)對此反映強烈(lie)。

改革目的

為(wei)(wei)中(zhong)(zhong)(zhong)國黨(dang)政(zheng)機(ji)關有(you)效節約經費(fei),遏制“車(che)輪上的(de)腐敗(bai)”,重(zhong)樹政(zheng)府(fu)廉潔形(xing)象(xiang)。為(wei)(wei)解(jie)決中(zhong)(zhong)(zhong)國公務(wu)(wu)用(yong)車(che)領域存在的(de)突出問題,中(zhong)(zhong)(zhong)國習近平(ping)總書(shu)記(ji)、李克強總理作出重(zhong)要指示(shi),中(zhong)(zhong)(zhong)國黨(dang)中(zhong)(zhong)(zhong)央(yang)、國務(wu)(wu)院專門作出部(bu)署,強調要全面推(tui)進公務(wu)(wu)用(yong)車(che)制度改(gai)革(ge)(ge)。全面推(tui)進公務(wu)(wu)用(yong)車(che)制度改(gai)革(ge)(ge),是加強黨(dang)風廉政(zheng)建(jian)設(she)、厲行節約反對浪(lang)費(fei)的(de)重(zhong)要舉措,是轉變中(zhong)(zhong)(zhong)國政(zheng)府(fu)職(zhi)能、推(tui)進后(hou)勤服務(wu)(wu)社(she)會化改(gai)革(ge)(ge)的(de)重(zhong)要內容(rong),是順應民意、維護(hu)中(zhong)(zhong)(zhong)國共產黨(dang)和中(zhong)(zhong)(zhong)國政(zheng)府(fu)形(xing)象(xiang)的(de)迫切要求。

按照中(zhong)國中(zhong)央(yang)關于厲行節約反對浪費的要求,堅持社會化、市場化方(fang)向,推進中(zhong)國公(gong)務用(yong)車制度(du)改革(ge),合理有效配(pei)置公(gong)務用(yong)車資源,創新公(gong)務交通分類(lei)提供方(fang)式,保障公(gong)務出行,降(jiang)低行政成(cheng)本,推進廉潔型(xing)機關和節約型(xing)社會建設(she)。

基本原則

1、創新制度、分類保(bao)障。改革(ge)公務(wu)(wu)用(yong)(yong)車(che)實(shi)物供給(gei)方式,取(qu)消一(yi)般公務(wu)(wu)用(yong)(yong)車(che),普通公務(wu)(wu)出行(xing)實(shi)行(xing)社會(hui)化提供并適度補(bu)貼(tie)交通費用(yong)(yong),從嚴配(pei)備定(ding)向(xiang)化保(bao)障的(de)公務(wu)(wu)用(yong)(yong)車(che)。

2、統籌協調、政策配套。妥善處理公務用車制度(du)改革(ge)涉及的各種(zhong)利益關(guan)系,科學制定改革(ge)方案和配套政策,確保新舊制度(du)平(ping)穩(wen)過渡、有機銜接(jie)。

3、統一部署、分步實施。各(ge)地區各(ge)部門(men)按(an)照中央確定的改革(ge)(ge)方(fang)向和(he)原(yuan)則制定改革(ge)(ge)實施方(fang)案,中央和(he)國家機(ji)關先行示范,地方(fang)黨(dang)政機(ji)關加快(kuai)實行,事(shi)業(ye)單位(wei)、國有(you)企(qi)業(ye)和(he)國有(you)金融企(qi)業(ye)有(you)序(xu)推進。

主要任務

1、改革中國公務交通保障方式

改革中國黨(dang)(dang)政(zheng)機(ji)關(包(bao)括各級黨(dang)(dang)委、人大(da)、政(zheng)府、政(zheng)協、審判、檢察(cha)機(ji)關,各民主黨(dang)(dang)派和(he)工商聯,參(can)(can)照公務員(yuan)法管(guan)理(li)的人民團體、群(qun)眾團體、事業單位,下同)公務用(yong)車實物供給方式(shi),取(qu)消一般(ban)公務用(yong)車,保(bao)留必要(yao)的機(ji)要(yao)通信、應急(ji)、特種專業技術用(yong)車和(he)符(fu)合規定(ding)的一線執法執勤崗位車輛(liang)及其他車輛(liang)。改革后,行(xing)政(zheng)區(qu)域(yu)(城區(qu)或(huo)規定(ding)區(qu)域(yu))內普通公務出行(xing)方式(shi)由(you)公務人員(yuan)自(zi)行(xing)選擇(ze),實行(xing)社(she)會化提(ti)供,適度(du)發放公務交(jiao)通補(bu)(bu)貼。公務交(jiao)通補(bu)(bu)貼保(bao)障(zhang)范圍要(yao)與差(cha)旅(lv)費(fei)保(bao)障(zhang)范圍搞好銜接,對邊遠地(di)(di)區(qu)和(he)交(jiao)通不便(bian)地(di)(di)區(qu),要(yao)做好遠距(ju)離公務出行(xing)的差(cha)旅(lv)費(fei)保(bao)障(zhang)。鼓勵省(自(zi)治(zhi)區(qu)、直轄市(shi))所屬廳(局(ju))正職主要(yao)負責人和(he)市(shi)(地(di)(di)、州、盟)、縣(市(shi)、區(qu)、旗)及鄉(鎮(zhen))黨(dang)(dang)政(zheng)主要(yao)負責人參(can)(can)加改革,確(que)因環(huan)境所限和(he)工作需要(yao)不便(bian)取(qu)消公務用(yong)車的,允許以適當(dang)集(ji)中形式(shi)提(ti)供工作用(yong)車實物保(bao)障(zhang),但須嚴格規范管(guan)理(li),不得再領(ling)取(qu)公務交(jiao)通補(bu)(bu)貼,具體范圍由(you)各地(di)(di)根據本意見研究確(que)定(ding)。

規范事業(ye)(ye)(ye)(ye)(ye)單位(wei)、國(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和國(guo)有(you)金(jin)融企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)職務(wu)(wu)(wu)待遇和業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)消費,對原符合車(che)(che)輛配(pei)(pei)備條件的(de)崗位(wei)和人員,逐步按規定納入改(gai)(gai)革(ge),改(gai)(gai)革(ge)后不(bu)得再配(pei)(pei)備車(che)(che)輛;對保(bao)留(liu)的(de)必(bi)要(yao)的(de)國(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)、國(guo)有(you)金(jin)融企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)經營用(yong)車(che)(che)和事業(ye)(ye)(ye)(ye)(ye)單位(wei)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)用(yong)車(che)(che)實行集(ji)中管(guan)理;取消與(yu)經營和業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)(wu)保(bao)障無(wu)關的(de)車(che)(che)輛。事業(ye)(ye)(ye)(ye)(ye)單位(wei)、國(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和國(guo)有(you)金(jin)融企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)公務(wu)(wu)(wu)用(yong)車(che)(che)制(zhi)度改(gai)(gai)革(ge)要(yao)與(yu)年(nian)薪(xin)制(zhi)、崗位(wei)津貼及國(guo)家(jia)相關財(cai)務(wu)(wu)(wu)管(guan)理制(zhi)度等統(tong)籌考慮(lv)、相互銜接。

2、合理確定中國黨政機關公務交通補貼標準

各級黨政機(ji)(ji)關(guan)要從實(shi)際出(chu)(chu)發,綜合考慮公(gong)(gong)務(wu)(wu)出(chu)(chu)行(xing)(xing)成(cheng)本(ben)、經(jing)濟發展水平、社會(hui)承受能(neng)力、轄(xia)(xia)區(qu)(qu)面積、自(zi)然地(di)(di)理環境、公(gong)(gong)務(wu)(wu)出(chu)(chu)行(xing)(xing)次數(shu)和距離、行(xing)(xing)政級別和實(shi)際承擔的(de)工(gong)作(zuo)職責等因素,按照節(jie)約成(cheng)本(ben)、保證公(gong)(gong)務(wu)(wu)、便(bian)于(yu)(yu)操作(zuo)、簡化(hua)檔(dang)次的(de)要求,確(que)定本(ben)地(di)(di)區(qu)(qu)公(gong)(gong)務(wu)(wu)交(jiao)(jiao)通(tong)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)。根據交(jiao)(jiao)通(tong)成(cheng)本(ben)等相(xiang)關(guan)因素變化(hua)情況,公(gong)(gong)務(wu)(wu)交(jiao)(jiao)通(tong)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)可(ke)適時適度進(jin)行(xing)(xing)調整(zheng)。允許參(can)(can)改單(dan)位(wei)根據實(shi)際情況,從公(gong)(gong)務(wu)(wu)交(jiao)(jiao)通(tong)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)中劃出(chu)(chu)一定比例作(zuo)為單(dan)位(wei)統(tong)(tong)籌部分(fen)(fen),集中用于(yu)(yu)解決不(bu)(bu)(bu)同崗位(wei)之(zhi)間(jian)公(gong)(gong)務(wu)(wu)出(chu)(chu)行(xing)(xing)不(bu)(bu)(bu)均衡等問題,統(tong)(tong)籌資金(jin)使用須(xu)公(gong)(gong)開透明,具體(ti)管(guan)理辦(ban)法由各單(dan)位(wei)制定。對特別重大搶險救(jiu)災(zai)、事(shi)(shi)故處理、突發事(shi)(shi)件處置(zhi)等不(bu)(bu)(bu)可(ke)預(yu)測(ce)的(de)特殊事(shi)(shi)項,各地(di)(di)可(ke)從實(shi)際出(chu)(chu)發在應急(ji)預(yu)案中另行(xing)(xing)制定特殊情況下公(gong)(gong)務(wu)(wu)用車保障辦(ban)法。地(di)(di)方公(gong)(gong)務(wu)(wu)交(jiao)(jiao)通(tong)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)不(bu)(bu)(bu)得高(gao)(gao)于(yu)(yu)中央和國(guo)(guo)家(jia)機(ji)(ji)關(guan)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)的(de)130%,邊(bian)疆民族地(di)(di)區(qu)(qu)和其他(ta)邊(bian)遠地(di)(di)區(qu)(qu)標(biao)準(zhun)(zhun)不(bu)(bu)(bu)得高(gao)(gao)于(yu)(yu)中央和國(guo)(guo)家(jia)機(ji)(ji)關(guan)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)的(de)150%。各省(自(zi)治區(qu)(qu)、直(zhi)轄(xia)(xia)市(shi))之(zhi)間(jian)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)差(cha)(cha)距不(bu)(bu)(bu)宜過大,同一省(自(zi)治區(qu)(qu)、直(zhi)轄(xia)(xia)市(shi))內不(bu)(bu)(bu)同地(di)(di)區(qu)(qu)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)差(cha)(cha)距不(bu)(bu)(bu)得超過20%,同一市(shi)(地(di)(di)、州、盟(meng))實(shi)行(xing)(xing)統(tong)(tong)一的(de)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)。地(di)(di)方補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)層級劃分(fen)(fen)可(ke)不(bu)(bu)(bu)與中央和國(guo)(guo)家(jia)機(ji)(ji)關(guan)層級完(wan)全對應。駐地(di)(di)方的(de)中央垂直(zhi)管(guan)理單(dan)位(wei)補(bu)(bu)(bu)(bu)貼(tie)(tie)(tie)(tie)標(biao)準(zhun)(zhun)按屬地(di)(di)化(hua)原則參(can)(can)照所(suo)在地(di)(di)區(qu)(qu)標(biao)準(zhun)(zhun)執行(xing)(xing),經(jing)費由中央財政負擔。

3、妥善安置中國司勤人員

各(ge)級黨(dang)政機關(guan)根據(ju)改革后的(de)實際需要,合(he)(he)理(li)設置司勤人(ren)(ren)員(yuan)(yuan)崗(gang)位,采取公(gong)開、平等、競(jing)爭、擇優(you)的(de)方式確定留用人(ren)(ren)員(yuan)(yuan);未聘(pin)人(ren)(ren)員(yuan)(yuan)原(yuan)則上以(yi)內(nei)部消(xiao)化為主,通過內(nei)部轉(zhuan)崗(gang)、開辟新的(de)就業(ye)(ye)崗(gang)位、提(ti)前離崗(gang)等措施妥善(shan)安(an)(an)(an)置。依法(fa)(fa)做好未留用人(ren)(ren)員(yuan)(yuan)聘(pin)用合(he)(he)同或勞動合(he)(he)同的(de)終止(zhi)、解除工作(zuo)(zuo),維護(hu)其合(he)(he)法(fa)(fa)權益,相關(guan)必要支出由(you)各(ge)級財政安(an)(an)(an)排專項(xiang)經費予以(yi)保障。各(ge)級人(ren)(ren)力資源社會(hui)保障部門會(hui)同有關(guan)部門組成(cheng)工作(zuo)(zuo)組,負責(ze)指(zhi)導參改單位做好司勤人(ren)(ren)員(yuan)(yuan)安(an)(an)(an)置工作(zuo)(zuo),確保改革平穩推進。參改事業(ye)(ye)單位、國(guo)有企業(ye)(ye)和國(guo)有金融(rong)企業(ye)(ye)要依法(fa)(fa)做好司勤人(ren)(ren)員(yuan)(yuan)安(an)(an)(an)置工作(zuo)(zuo)。

4、公開規范處置中國公務用車

取消(xiao)(xiao)的(de)公(gong)(gong)務用(yong)(yong)車(che)(che),由各級相關職能(neng)部門(men)統一規范(fan)處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)。對取消(xiao)(xiao)的(de)一般公(gong)(gong)務用(yong)(yong)車(che)(che),要制(zhi)定(ding)處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)辦法,公(gong)(gong)開(kai)招(zhao)標(biao)評估、拍賣(mai)(mai)機構,通過(guo)(guo)公(gong)(gong)開(kai)拍賣(mai)(mai)等方式公(gong)(gong)開(kai)處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)。取消(xiao)(xiao)車(che)(che)輛處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)要防止(zhi)甩賣(mai)(mai)和(he)賤賣(mai)(mai)現(xian)象(xiang),避免國有資(zi)產(chan)流失。黨政(zheng)機關公(gong)(gong)務用(yong)(yong)車(che)(che)處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)收入,扣除有關稅(shui)費后全部上繳(jiao)國庫。參改事業單位、國有企業和(he)國有金融企業車(che)(che)輛處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)收入,按(an)國家(jia)有關財務管理制(zhi)度執行。各地可根據(ju)實際情況,對未能(neng)及時處(chu)(chu)置(zhi)(zhi)(zhi)(zhi)的(de)車(che)(che)輛,采(cai)取設立過(guo)(guo)渡性車(che)(che)輛服務中心或社會(hui)化車(che)(che)輛租賃公(gong)(gong)司的(de)方式,進行市場化運(yun)營,減少車(che)(che)輛閑置(zhi)(zhi)(zhi)(zhi)浪費,過(guo)(guo)渡期由各地確(que)定(ding),政(zheng)府不得變相為其(qi)提(ti)供財政(zheng)性補貼。

健全中國公務用車管理和保障制度

1、加強定向化保障中國車輛管理

中(zhong)國(guo)各(ge)級黨政機關(guan)公(gong)務(wu)(wu)用(yong)車(che)(che)(che)主管(guan)部門(men)要會同有(you)關(guan)部門(men)嚴(yan)(yan)格(ge)核定(ding)定(ding)向化保(bao)障公(gong)務(wu)(wu)用(yong)車(che)(che)(che)的(de)編(bian)制(zhi)和標準,車(che)(che)(che)輛(liang)配備優先選用(yong)新能源汽車(che)(che)(che)。執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤用(yong)車(che)(che)(che)配備應當(dang)嚴(yan)(yan)格(ge)限制(zhi)在一線執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤崗(gang)位,機關(guan)內部管(guan)理(li)和后(hou)勤崗(gang)位以(yi)及機關(guan)所(suo)屬(shu)事業單(dan)位一律不得(de)配備。除涉及國(guo)家安全、偵查辦案等有(you)保(bao)密要求的(de)特殊工作用(yong)車(che)(che)(che)外,執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤用(yong)車(che)(che)(che)應當(dang)噴涂(tu)明顯的(de)統一標識。機要通信、應急等車(che)(che)(che)輛(liang)要充分考慮不同部門(men)的(de)工作差異(yi),根據實際需(xu)要合理(li)配備,保(bao)障到位。按規定(ding)保(bao)留的(de)公(gong)務(wu)(wu)用(yong)車(che)(che)(che)實行(xing)集中(zhong)管(guan)理(li),逐步探(tan)索(suo)社會化監督的(de)有(you)效形式和具體辦法。在從嚴(yan)(yan)控制(zhi)總量的(de)前提下,各(ge)地(di)可根據實際情(qing)況確(que)定(ding)和優化配置相關(guan)一線執(zhi)(zhi)(zhi)法執(zhi)(zhi)(zhi)勤崗(gang)位車(che)(che)(che)輛(liang),鼓勵各(ge)地(di)建立跨部門(men)綜合性執(zhi)(zhi)(zhi)法用(yong)車(che)(che)(che)平臺。進一步精(jing)簡地(di)方公(gong)務(wu)(wu)用(yong)車(che)(che)(che)管(guan)理(li)機構。

2、完善財務管理

黨政機關公(gong)務(wu)交(jiao)通(tong)補(bu)(bu)貼(tie)屬于改革(ge)性補(bu)(bu)貼(tie),統一納(na)入(ru)財政預算,在交(jiao)通(tong)費中列(lie)支、按(an)月發(fa)放(fang),用于保障(zhang)公(gong)務(wu)人(ren)員普通(tong)公(gong)務(wu)出行。各單位要加強財務(wu)管理,按(an)照在編在崗(gang)公(gong)務(wu)員數量(liang)和職級核定補(bu)(bu)貼(tie)數額(e),嚴格公(gong)務(wu)交(jiao)通(tong)補(bu)(bu)貼(tie)發(fa)放(fang),不得擅自擴大補(bu)(bu)貼(tie)范圍、提高補(bu)(bu)貼(tie)標準。

3、加強公務用車監督檢查

把公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che)配備和運行維護費用(yong)(yong)(yong)(yong)(yong)、交(jiao)通(tong)補貼發(fa)放(fang)、車(che)(che)(che)(che)(che)輛(liang)處置情況等(deng)納入日常和專項審(shen)計監(jian)督及政務(wu)(wu)(wu)(wu)公(gong)(gong)(gong)(gong)(gong)(gong)開范圍。黨政機(ji)關不得以特殊用(yong)(yong)(yong)(yong)(yong)途等(deng)理(li)(li)由變(bian)相超編制(zhi)、超標準(zhun)配備公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che),不得以任(ren)(ren)何方(fang)式換(huan)用(yong)(yong)(yong)(yong)(yong)、借用(yong)(yong)(yong)(yong)(yong)、占用(yong)(yong)(yong)(yong)(yong)下屬單(dan)位或其他單(dan)位和個(ge)人(ren)(ren)(ren)的(de)車(che)(che)(che)(che)(che)輛(liang),不得接受企事業單(dan)位和個(ge)人(ren)(ren)(ren)贈送(song)的(de)車(che)(che)(che)(che)(che)輛(liang),不得以任(ren)(ren)何理(li)(li)由違反(fan)用(yong)(yong)(yong)(yong)(yong)途使(shi)用(yong)(yong)(yong)(yong)(yong)或固定給個(ge)人(ren)(ren)(ren)使(shi)用(yong)(yong)(yong)(yong)(yong)執法執勤、機(ji)要通(tong)信等(deng)公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che),不得以公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通(tong)補貼名義(yi)變(bian)相發(fa)放(fang)福利。公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)人(ren)(ren)(ren)員不得既領取公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通(tong)補貼、又違規乘坐公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che)。紀(ji)檢監(jian)察機(ji)關要強化(hua)監(jian)督檢查,及時受理(li)(li)群眾舉(ju)報(bao),依法依紀(ji)嚴(yan)肅查處違反(fan)公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che)制(zhi)度改革(ge)和公(gong)(gong)(gong)(gong)(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車(che)(che)(che)(che)(che)管理(li)(li)的(de)行為,嚴(yan)肅追究相關責任(ren)(ren)人(ren)(ren)(ren)的(de)責任(ren)(ren)。

4、切實保障公務出行

鼓勵公(gong)務(wu)出行(xing)利用公(gong)共交通(tong)(tong)服務(wu)。各地(di)要采取有效措施,完善(shan)城市(shi)公(gong)共交通(tong)(tong)服務(wu)體系,探索發(fa)展適(shi)合公(gong)務(wu)出行(xing)的市(shi)場(chang)化交通(tong)(tong)定制服務(wu),增加(jia)社會化交通(tong)(tong)供給。及時解(jie)決公(gong)務(wu)出行(xing)遇到(dao)的實(shi)際問題,確(que)保(bao)改(gai)革后公(gong)務(wu)出行(xing)得到(dao)有效保(bao)障。

組織實施

1、加強領導,明確責任

中(zhong)國公(gong)務(wu)用車(che)(che)制(zhi)度改(gai)革政策性強、任務(wu)艱(jian)巨,各地(di)區各部門要高(gao)度重(zhong)視,切(qie)實加強領導,嚴格工作(zuo)(zuo)紀律,明(ming)確(que)(que)工作(zuo)(zuo)責任。中(zhong)央和地(di)方分別建立公(gong)務(wu)用車(che)(che)制(zhi)度改(gai)革領導小組,明(ming)確(que)(que)工作(zuo)(zuo)機(ji)制(zhi),負責落實各項改(gai)革任務(wu),確(que)(que)保改(gai)革扎實穩步推進,既要改(gai)成(cheng),更要改(gai)好。

中(zhong)國(guo)(guo)中(zhong)央公(gong)務用車(che)制(zhi)度(du)(du)(du)改革領導(dao)小組由國(guo)(guo)家(jia)發(fa)展(zhan)改革委、國(guo)(guo)管局(ju)、中(zhong)直管理(li)局(ju)牽(qian)頭,財政部(bu)、人(ren)力資源社會(hui)保障(zhang)部(bu)、審計署等部(bu)門參加,主要(yao)負責指(zhi)導(dao)、協調(diao)全國(guo)(guo)公(gong)務用車(che)制(zhi)度(du)(du)(du)改革工作,制(zhi)定(ding)并(bing)組織實(shi)施中(zhong)央和(he)國(guo)(guo)家(jia)機關(guan)(guan)公(gong)務用車(che)制(zhi)度(du)(du)(du)改革方案及配套(tao)政策,會(hui)同有關(guan)(guan)部(bu)門制(zhi)定(ding)中(zhong)央和(he)國(guo)(guo)家(jia)機關(guan)(guan)所(suo)屬非(fei)參公(gong)事業單位、中(zhong)央企業和(he)中(zhong)央金融企業公(gong)務用車(che)制(zhi)度(du)(du)(du)改革方案。

中國(guo)(guo)各省(sheng)(自治(zhi)區(qu)、直(zhi)轄(xia)市(shi)(shi))公(gong)務用(yong)車制度改(gai)(gai)革(ge)領(ling)導小組要根據本地區(qu)實際情況,負(fu)責制定并組織實施(shi)本省(sheng)(自治(zhi)區(qu)、直(zhi)轄(xia)市(shi)(shi))黨(dang)政(zheng)機關、事業單位、國(guo)(guo)有(you)企業和國(guo)(guo)有(you)金融企業公(gong)務用(yong)車制度改(gai)(gai)革(ge)方案及配套政(zheng)策(ce)。各省(sheng)(自治(zhi)區(qu)、直(zhi)轄(xia)市(shi)(shi))黨(dang)政(zheng)機關公(gong)務用(yong)車制度改(gai)(gai)革(ge)方案報中央公(gong)務用(yong)車制度改(gai)(gai)革(ge)領(ling)導小組批(pi)準后實施(shi)。

2、精心組織,扎實推進

中國各(ge)地(di)區(qu)(qu)各(ge)部門要(yao)健(jian)全工(gong)作(zuo)(zuo)機制(zhi),深入調查研究,細致統計(ji)測算,周密制(zhi)定公務(wu)(wu)用車(che)(che)制(zhi)度改革方案(an),明確(que)時(shi)限要(yao)求,加強(qiang)監(jian)督檢(jian)查,及時(shi)有效解決(jue)改革中遇(yu)到(dao)(dao)的(de)新情況新問題(ti),確(que)保(bao)各(ge)項工(gong)作(zuo)(zuo)落到(dao)(dao)實(shi)處(chu)。中央和國家機關(guan)及各(ge)省(自(zi)治區(qu)(qu)、直轄(xia)市)要(yao)盡(jin)快啟動公務(wu)(wu)用車(che)(che)制(zhi)度改革工(gong)作(zuo)(zuo),確(que)保(bao)在規(gui)定時(shi)限內完(wan)成改革任務(wu)(wu)。已先(xian)行開展公務(wu)(wu)用車(che)(che)制(zhi)度改革的(de)地(di)區(qu)(qu)和部門要(yao)按本(ben)意見進行規(gui)范。

保障措施

1、加強(qiang)保留公(gong)務(wu)用(yong)(yong)(yong)車(che)管(guan)(guan)理。中國(guo)中央和(he)(he)國(guo)家(jia)機(ji)關各(ge)部(bu)(bu)門(men)各(ge)單(dan)位根據編(bian)制總量和(he)(he)工(gong)作性質可(ke)保留5輛(liang)以內(nei)的機(ji)要(yao)通信、應(ying)(ying)急(ji)公(gong)務(wu)用(yong)(yong)(yong)車(che),由公(gong)務(wu)用(yong)(yong)(yong)車(che)主管(guan)(guan)部(bu)(bu)門(men)實(shi)行(xing)編(bian)制管(guan)(guan)理,編(bian)制數量和(he)(he)配備標準要(yao)根據各(ge)部(bu)(bu)門(men)各(ge)單(dan)位實(shi)際(ji)工(gong)作情(qing)況科學確定(ding),優先選用(yong)(yong)(yong)新能源(yuan)汽車(che)。執(zhi)法(fa)執(zhi)勤(qin)用(yong)(yong)(yong)車(che)配備應(ying)(ying)當嚴格限制在一線(xian)執(zhi)法(fa)執(zhi)勤(qin)崗(gang)(gang)位,機(ji)關內(nei)部(bu)(bu)管(guan)(guan)理和(he)(he)后勤(qin)崗(gang)(gang)位以及(ji)機(ji)關所屬(shu)事業(ye)單(dan)位一律不得配備。財政部(bu)(bu)要(yao)會(hui)同(tong)有關部(bu)(bu)門(men)按規定(ding)對執(zhi)法(fa)執(zhi)勤(qin)用(yong)(yong)(yong)車(che)進行(xing)核(he)定(ding)和(he)(he)規范。除涉及(ji)國(guo)家(jia)安全、偵查辦案等有保密要(yao)求的特殊工(gong)作用(yong)(yong)(yong)車(che)外(wai),執(zhi)法(fa)執(zhi)勤(qin)用(yong)(yong)(yong)車(che)應(ying)(ying)當噴涂明顯的統一標識。國(guo)管(guan)(guan)局會(hui)同(tong)中直管(guan)(guan)理局負責(ze)修訂公(gong)務(wu)用(yong)(yong)(yong)車(che)使用(yong)(yong)(yong)管(guan)(guan)理辦法(fa),加強(qiang)公(gong)務(wu)用(yong)(yong)(yong)車(che)規范化管(guan)(guan)理。進一步精(jing)簡公(gong)務(wu)用(yong)(yong)(yong)車(che)管(guan)(guan)理機(ji)構。

2、嚴格(ge)財務(wu)管理。財政(zheng)部(bu)要(yao)嚴格(ge)交通費用預算(suan)管理。各單位要(yao)加強財務(wu)管理,按照在編(bian)在崗公務(wu)員(yuan)(yuan)數量和職級核定補貼數額,嚴格(ge)公務(wu)交通補貼發放,不得擅自(zi)擴大補貼人(ren)員(yuan)(yuan)范(fan)圍、提高補貼標準。

3、加強公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)紀(ji)(ji)律(lv)檢查(cha)(cha)和(he)審(shen)計。嚴肅公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)紀(ji)(ji)律(lv),各部門各單(dan)位不(bu)得(de)以特殊(shu)用(yong)(yong)(yong)途等理(li)由變(bian)相(xiang)(xiang)超(chao)編制、超(chao)標準(zhun)配(pei)備(bei)公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che),不(bu)得(de)以任何方式換用(yong)(yong)(yong)、借用(yong)(yong)(yong)、占用(yong)(yong)(yong)下屬單(dan)位或(huo)其他單(dan)位和(he)個(ge)人(ren)(ren)的(de)(de)車(che)(che)(che)(che)輛(liang)(liang),不(bu)得(de)接受企(qi)事業單(dan)位和(he)個(ge)人(ren)(ren)贈(zeng)送的(de)(de)車(che)(che)(che)(che)輛(liang)(liang),不(bu)得(de)以任何理(li)由違反用(yong)(yong)(yong)途使用(yong)(yong)(yong)或(huo)固定(ding)給個(ge)人(ren)(ren)使用(yong)(yong)(yong)執(zhi)法(fa)執(zhi)勤、機要(yao)通信等公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che),不(bu)得(de)以交通補(bu)貼名義(yi)變(bian)相(xiang)(xiang)發放福利。公(gong)(gong)務(wu)(wu)(wu)人(ren)(ren)員不(bu)得(de)既領取公(gong)(gong)務(wu)(wu)(wu)交通補(bu)貼、又違規乘(cheng)坐公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)。紀(ji)(ji)檢監察(cha)機關負責對公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)制度改革執(zhi)行(xing)(xing)(xing)情(qing)況進(jin)行(xing)(xing)(xing)監督(du)檢查(cha)(cha),糾正和(he)查(cha)(cha)處(chu)違紀(ji)(ji)違法(fa)行(xing)(xing)(xing)為。審(shen)計部門要(yao)對公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)改革情(qing)況進(jin)行(xing)(xing)(xing)監督(du),并(bing)將改革后公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)車(che)(che)(che)(che)配(pei)備(bei)和(he)運行(xing)(xing)(xing)維護費用(yong)(yong)(yong)、交通補(bu)貼發放、車(che)(che)(che)(che)輛(liang)(liang)處(chu)置情(qing)況等納入日常和(he)專項審(shen)計監督(du)。

4、切實保障公務出(chu)(chu)行。北京市要采取(qu)切實措施,健全城市公共交通(tong)服務體系,完(wan)善出(chu)(chu)租車市場化(hua)運(yun)營(ying)管理方式,增加社會化(hua)交通(tong)供(gong)給。及時解決公務出(chu)(chu)行遇到的(de)問(wen)題,保障中央和國家機(ji)關普通(tong)公務出(chu)(chu)行。
