公車改革存在的問題及對策

改變背景

改革目的

為中(zhong)(zhong)國(guo)(guo)黨政(zheng)(zheng)機關(guan)有效節約經費,遏制“車輪上的(de)(de)(de)腐(fu)敗”,重樹政(zheng)(zheng)府(fu)廉(lian)潔形象(xiang)。為解(jie)決中(zhong)(zhong)國(guo)(guo)公務(wu)用車領域存(cun)在(zai)的(de)(de)(de)突出(chu)問(wen)題,中(zhong)(zhong)國(guo)(guo)習近(jin)平總(zong)書記、李克強總(zong)理作(zuo)出(chu)重要指示(shi),中(zhong)(zhong)國(guo)(guo)黨中(zhong)(zhong)央、國(guo)(guo)務(wu)院專(zhuan)門作(zuo)出(chu)部署(shu),強調要全面推進(jin)公務(wu)用車制度改革(ge)。全面推進(jin)公務(wu)用車制度改革(ge),是加強黨風(feng)廉(lian)政(zheng)(zheng)建設、厲行節約反(fan)對浪費的(de)(de)(de)重要舉措,是轉(zhuan)變(bian)中(zhong)(zhong)國(guo)(guo)政(zheng)(zheng)府(fu)職(zhi)能、推進(jin)后勤服(fu)務(wu)社會化改革(ge)的(de)(de)(de)重要內(nei)容,是順應民意、維護(hu)中(zhong)(zhong)國(guo)(guo)共產黨和中(zhong)(zhong)國(guo)(guo)政(zheng)(zheng)府(fu)形象(xiang)的(de)(de)(de)迫(po)切要求(qiu)。

按照中(zhong)(zhong)國中(zhong)(zhong)央關于厲(li)行節約反對浪費的要求,堅持社會化、市(shi)場化方向,推進(jin)中(zhong)(zhong)國公務(wu)(wu)用車制度(du)改革,合理有(you)效配(pei)置公務(wu)(wu)用車資源,創(chuang)新公務(wu)(wu)交通(tong)分類提(ti)供方式,保障公務(wu)(wu)出行,降低(di)行政成本,推進(jin)廉(lian)潔型機關和(he)節約型社會建設(she)。

基本原則

1、創新制度、分(fen)類保(bao)障。改革公(gong)務(wu)用(yong)車實(shi)物供給方式,取消(xiao)一(yi)般公(gong)務(wu)用(yong)車,普通公(gong)務(wu)出行實(shi)行社會(hui)化提供并適度補貼(tie)交通費用(yong),從(cong)嚴配備定向化保(bao)障的公(gong)務(wu)用(yong)車。

2、統籌協調、政(zheng)策(ce)(ce)配套(tao)。妥善(shan)處理公務用(yong)車制度(du)改革涉(she)及的各(ge)種利益關(guan)系,科學制定改革方(fang)案和配套(tao)政(zheng)策(ce)(ce),確保新舊制度(du)平(ping)穩(wen)過渡、有機銜(xian)接。

3、統一部署、分步實(shi)(shi)施。各地(di)區各部門(men)按照(zhao)中央確定(ding)的改革方向和(he)原(yuan)則制定(ding)改革實(shi)(shi)施方案,中央和(he)國家機關(guan)先行(xing)示范,地(di)方黨政機關(guan)加(jia)快(kuai)實(shi)(shi)行(xing),事業(ye)單位、國有企(qi)業(ye)和(he)國有金融企(qi)業(ye)有序推進。

主要任務

1、改革中國公務交通保障方式

改(gai)革(ge)中(zhong)國黨政機(ji)關(guan)(包(bao)括各(ge)級(ji)黨委、人(ren)(ren)大、政府、政協、審判、檢察(cha)機(ji)關(guan),各(ge)民主黨派和(he)(he)工(gong)商聯,參照公(gong)(gong)務(wu)(wu)(wu)員法管理(li)的人(ren)(ren)民團(tuan)體、群眾(zhong)團(tuan)體、事業(ye)單位,下同)公(gong)(gong)務(wu)(wu)(wu)用(yong)車(che)(che)實物供(gong)(gong)給(gei)方式(shi)(shi),取消(xiao)一般(ban)公(gong)(gong)務(wu)(wu)(wu)用(yong)車(che)(che),保(bao)留必要(yao)的機(ji)要(yao)通信、應急、特(te)種(zhong)專業(ye)技術用(yong)車(che)(che)和(he)(he)符合規(gui)定(ding)(ding)的一線執法執勤(qin)崗位車(che)(che)輛及其他車(che)(che)輛。改(gai)革(ge)后(hou),行(xing)政區(qu)域(城區(qu)或規(gui)定(ding)(ding)區(qu)域)內普通公(gong)(gong)務(wu)(wu)(wu)出行(xing)方式(shi)(shi)由(you)公(gong)(gong)務(wu)(wu)(wu)人(ren)(ren)員自行(xing)選擇,實行(xing)社會化(hua)提供(gong)(gong),適度(du)發放公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通補貼。公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通補貼保(bao)障范(fan)圍要(yao)與差旅費保(bao)障范(fan)圍搞好銜接,對邊遠(yuan)地(di)區(qu)和(he)(he)交(jiao)(jiao)通不(bu)便地(di)區(qu),要(yao)做(zuo)好遠(yuan)距(ju)離公(gong)(gong)務(wu)(wu)(wu)出行(xing)的差旅費保(bao)障。鼓勵省(自治區(qu)、直(zhi)轄(xia)市)所屬廳(局)正職(zhi)主要(yao)負責人(ren)(ren)和(he)(he)市(地(di)、州、盟)、縣(市、區(qu)、旗(qi))及鄉(xiang)(鎮)黨政主要(yao)負責人(ren)(ren)參加改(gai)革(ge),確(que)因環(huan)境所限和(he)(he)工(gong)作需(xu)要(yao)不(bu)便取消(xiao)公(gong)(gong)務(wu)(wu)(wu)用(yong)車(che)(che)的,允(yun)許以適當集中(zhong)形(xing)式(shi)(shi)提供(gong)(gong)工(gong)作用(yong)車(che)(che)實物保(bao)障,但須嚴格(ge)規(gui)范(fan)管理(li),不(bu)得再領(ling)取公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通補貼,具體范(fan)圍由(you)各(ge)地(di)根據本意見研究(jiu)確(que)定(ding)(ding)。

規(gui)(gui)范(fan)事(shi)業(ye)(ye)(ye)單位(wei)(wei)、國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)和(he)國(guo)(guo)有(you)金融企(qi)(qi)業(ye)(ye)(ye)職務(wu)(wu)(wu)(wu)待遇(yu)和(he)業(ye)(ye)(ye)務(wu)(wu)(wu)(wu)消費(fei),對原符合車(che)輛(liang)(liang)配(pei)備(bei)(bei)條件(jian)的(de)崗位(wei)(wei)和(he)人(ren)員,逐(zhu)步按(an)規(gui)(gui)定納入(ru)改(gai)革,改(gai)革后不得再配(pei)備(bei)(bei)車(che)輛(liang)(liang);對保留的(de)必要的(de)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)、國(guo)(guo)有(you)金融企(qi)(qi)業(ye)(ye)(ye)經(jing)營(ying)用車(che)和(he)事(shi)業(ye)(ye)(ye)單位(wei)(wei)業(ye)(ye)(ye)務(wu)(wu)(wu)(wu)用車(che)實行集(ji)中管理(li);取消與經(jing)營(ying)和(he)業(ye)(ye)(ye)務(wu)(wu)(wu)(wu)保障無關的(de)車(che)輛(liang)(liang)。事(shi)業(ye)(ye)(ye)單位(wei)(wei)、國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)和(he)國(guo)(guo)有(you)金融企(qi)(qi)業(ye)(ye)(ye)公務(wu)(wu)(wu)(wu)用車(che)制(zhi)度改(gai)革要與年薪(xin)制(zhi)、崗位(wei)(wei)津貼及國(guo)(guo)家相關財務(wu)(wu)(wu)(wu)管理(li)制(zhi)度等統(tong)籌(chou)考(kao)慮、相互銜接。

2、合理確定中國黨政機關公務交通補貼標準

各(ge)級黨政(zheng)機(ji)關(guan)(guan)要從實際(ji)出發,綜合考慮公(gong)(gong)(gong)務(wu)(wu)出行成本、經(jing)濟發展水平、社會(hui)承(cheng)受(shou)能力、轄區(qu)(qu)(qu)(qu)(qu)面積、自然地(di)(di)(di)理(li)環境、公(gong)(gong)(gong)務(wu)(wu)出行次數和(he)距離(li)、行政(zheng)級別和(he)實際(ji)承(cheng)擔(dan)的(de)工作職責(ze)等(deng)因素,按照節約成本、保(bao)證公(gong)(gong)(gong)務(wu)(wu)、便于(yu)操作、簡化(hua)檔(dang)次的(de)要求,確(que)定(ding)本地(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)公(gong)(gong)(gong)務(wu)(wu)交(jiao)(jiao)通補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。根據交(jiao)(jiao)通成本等(deng)相(xiang)關(guan)(guan)因素變化(hua)情(qing)況(kuang),公(gong)(gong)(gong)務(wu)(wu)交(jiao)(jiao)通補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)可(ke)適時(shi)適度進行調整(zheng)。允許參(can)改單位根據實際(ji)情(qing)況(kuang),從公(gong)(gong)(gong)務(wu)(wu)交(jiao)(jiao)通補(bu)(bu)(bu)貼(tie)(tie)(tie)中(zhong)劃出一(yi)定(ding)比例作為單位統(tong)籌部分,集中(zhong)用(yong)于(yu)解決不(bu)同(tong)崗位之間公(gong)(gong)(gong)務(wu)(wu)出行不(bu)均(jun)衡等(deng)問題,統(tong)籌資金(jin)使用(yong)須公(gong)(gong)(gong)開透明,具(ju)體管理(li)辦(ban)法由各(ge)單位制(zhi)定(ding)。對特(te)別重大搶險(xian)救災、事故處理(li)、突發事件處置等(deng)不(bu)可(ke)預(yu)測的(de)特(te)殊(shu)事項,各(ge)地(di)(di)(di)可(ke)從實際(ji)出發在應(ying)急預(yu)案中(zhong)另行制(zhi)定(ding)特(te)殊(shu)情(qing)況(kuang)下公(gong)(gong)(gong)務(wu)(wu)用(yong)車保(bao)障辦(ban)法。地(di)(di)(di)方公(gong)(gong)(gong)務(wu)(wu)交(jiao)(jiao)通補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)不(bu)得高于(yu)中(zhong)央和(he)國(guo)家機(ji)關(guan)(guan)補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)的(de)130%,邊疆民族地(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)和(he)其他(ta)邊遠(yuan)地(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)不(bu)得高于(yu)中(zhong)央和(he)國(guo)家機(ji)關(guan)(guan)補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)的(de)150%。各(ge)省(sheng)(自治區(qu)(qu)(qu)(qu)(qu)、直轄市)之間補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)差(cha)距不(bu)宜(yi)過大,同(tong)一(yi)省(sheng)(自治區(qu)(qu)(qu)(qu)(qu)、直轄市)內不(bu)同(tong)地(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)差(cha)距不(bu)得超過20%,同(tong)一(yi)市(地(di)(di)(di)、州(zhou)、盟)實行統(tong)一(yi)的(de)補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。地(di)(di)(di)方補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)層級劃分可(ke)不(bu)與中(zhong)央和(he)國(guo)家機(ji)關(guan)(guan)層級完全對應(ying)。駐地(di)(di)(di)方的(de)中(zhong)央垂直管理(li)單位補(bu)(bu)(bu)貼(tie)(tie)(tie)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)按屬地(di)(di)(di)化(hua)原則參(can)照所(suo)在地(di)(di)(di)區(qu)(qu)(qu)(qu)(qu)標(biao)(biao)準(zhun)(zhun)(zhun)(zhun)執(zhi)行,經(jing)費由中(zhong)央財政(zheng)負擔(dan)。

3、妥善安置中國司勤人員

各(ge)級(ji)黨政機關(guan)根據改革后的實際需要(yao),合理設置(zhi)司勤人(ren)員(yuan)崗位(wei)(wei),采(cai)取公開、平等、競爭、擇優的方(fang)式確(que)定留(liu)用人(ren)員(yuan);未(wei)聘(pin)人(ren)員(yuan)原則(ze)上以(yi)內(nei)部(bu)(bu)消化為主,通過(guo)內(nei)部(bu)(bu)轉崗、開辟新的就業(ye)崗位(wei)(wei)、提前離崗等措施妥善安(an)(an)置(zhi)。依(yi)法做好(hao)未(wei)留(liu)用人(ren)員(yuan)聘(pin)用合同或勞動合同的終(zhong)止、解除工作,維護其合法權益,相關(guan)必(bi)要(yao)支出(chu)由各(ge)級(ji)財政安(an)(an)排專項(xiang)經費予以(yi)保障(zhang)。各(ge)級(ji)人(ren)力(li)資源社會保障(zhang)部(bu)(bu)門(men)會同有關(guan)部(bu)(bu)門(men)組成工作組,負責指導參改單位(wei)(wei)做好(hao)司勤人(ren)員(yuan)安(an)(an)置(zhi)工作,確(que)保改革平穩推(tui)進(jin)。參改事業(ye)單位(wei)(wei)、國有企(qi)業(ye)和國有金融企(qi)業(ye)要(yao)依(yi)法做好(hao)司勤人(ren)員(yuan)安(an)(an)置(zhi)工作。

4、公開規范處置中國公務用車

取(qu)消(xiao)的(de)公(gong)(gong)(gong)務用車(che)(che)(che)(che),由(you)各級(ji)相(xiang)關(guan)職能部門統一(yi)(yi)規(gui)范處(chu)(chu)(chu)(chu)置(zhi)(zhi)。對取(qu)消(xiao)的(de)一(yi)(yi)般公(gong)(gong)(gong)務用車(che)(che)(che)(che),要(yao)制定處(chu)(chu)(chu)(chu)置(zhi)(zhi)辦法,公(gong)(gong)(gong)開招標評估、拍賣(mai)機構,通過(guo)(guo)公(gong)(gong)(gong)開拍賣(mai)等(deng)方式公(gong)(gong)(gong)開處(chu)(chu)(chu)(chu)置(zhi)(zhi)。取(qu)消(xiao)車(che)(che)(che)(che)輛(liang)(liang)(liang)處(chu)(chu)(chu)(chu)置(zhi)(zhi)要(yao)防止甩賣(mai)和賤賣(mai)現象(xiang),避免國有(you)資產流失(shi)。黨政機關(guan)公(gong)(gong)(gong)務用車(che)(che)(che)(che)處(chu)(chu)(chu)(chu)置(zhi)(zhi)收入,扣除有(you)關(guan)稅費后(hou)全(quan)部上繳國庫。參(can)改事(shi)業單位、國有(you)企業和國有(you)金融企業車(che)(che)(che)(che)輛(liang)(liang)(liang)處(chu)(chu)(chu)(chu)置(zhi)(zhi)收入,按國家有(you)關(guan)財務管理制度執行。各地可(ke)根據實際(ji)情(qing)況,對未能及時處(chu)(chu)(chu)(chu)置(zhi)(zhi)的(de)車(che)(che)(che)(che)輛(liang)(liang)(liang),采取(qu)設立過(guo)(guo)渡(du)性車(che)(che)(che)(che)輛(liang)(liang)(liang)服(fu)務中心或(huo)社會化車(che)(che)(che)(che)輛(liang)(liang)(liang)租賃公(gong)(gong)(gong)司的(de)方式,進行市場化運營,減少車(che)(che)(che)(che)輛(liang)(liang)(liang)閑置(zhi)(zhi)浪費,過(guo)(guo)渡(du)期(qi)由(you)各地確定,政府不得(de)變相(xiang)為其提(ti)供財政性補貼。

健全中國公務用車管理和保障制度

1、加強定向化保障中國車輛管理

中國各(ge)級黨政機(ji)(ji)關(guan)(guan)公務用(yong)車(che)(che)(che)(che)主管部(bu)門要會同(tong)有關(guan)(guan)部(bu)門嚴格核定定向化(hua)保(bao)障公務用(yong)車(che)(che)(che)(che)的(de)(de)(de)編制和(he)(he)標(biao)準,車(che)(che)(che)(che)輛配(pei)備優(you)先選用(yong)新(xin)能(neng)源汽車(che)(che)(che)(che)。執(zhi)法執(zhi)勤(qin)用(yong)車(che)(che)(che)(che)配(pei)備應當嚴格限制在一(yi)(yi)(yi)線執(zhi)法執(zhi)勤(qin)崗位(wei),機(ji)(ji)關(guan)(guan)內部(bu)管理和(he)(he)后勤(qin)崗位(wei)以及機(ji)(ji)關(guan)(guan)所屬事業(ye)單位(wei)一(yi)(yi)(yi)律不得配(pei)備。除涉及國家安全、偵查辦(ban)案(an)等有保(bao)密要求的(de)(de)(de)特殊工作用(yong)車(che)(che)(che)(che)外,執(zhi)法執(zhi)勤(qin)用(yong)車(che)(che)(che)(che)應當噴涂明顯的(de)(de)(de)統一(yi)(yi)(yi)標(biao)識。機(ji)(ji)要通(tong)信(xin)、應急等車(che)(che)(che)(che)輛要充分考(kao)慮不同(tong)部(bu)門的(de)(de)(de)工作差異(yi),根據(ju)實(shi)際需(xu)要合理配(pei)備,保(bao)障到位(wei)。按規定保(bao)留的(de)(de)(de)公務用(yong)車(che)(che)(che)(che)實(shi)行集中管理,逐步探索社會化(hua)監督(du)的(de)(de)(de)有效形(xing)式和(he)(he)具(ju)體(ti)辦(ban)法。在從(cong)嚴控制總量的(de)(de)(de)前(qian)提下,各(ge)地(di)可根據(ju)實(shi)際情況確定和(he)(he)優(you)化(hua)配(pei)置相(xiang)關(guan)(guan)一(yi)(yi)(yi)線執(zhi)法執(zhi)勤(qin)崗位(wei)車(che)(che)(che)(che)輛,鼓勵各(ge)地(di)建立跨部(bu)門綜合性執(zhi)法用(yong)車(che)(che)(che)(che)平臺(tai)。進一(yi)(yi)(yi)步精簡地(di)方(fang)公務用(yong)車(che)(che)(che)(che)管理機(ji)(ji)構。

2、完善財務管理

黨政(zheng)機關公(gong)務(wu)(wu)交(jiao)(jiao)通(tong)(tong)補(bu)貼屬于(yu)改革(ge)性補(bu)貼,統一納入財政(zheng)預(yu)算,在(zai)交(jiao)(jiao)通(tong)(tong)費中列(lie)支(zhi)、按(an)月發放(fang),用于(yu)保障公(gong)務(wu)(wu)人員(yuan)普(pu)通(tong)(tong)公(gong)務(wu)(wu)出行。各單位要(yao)加強財務(wu)(wu)管理,按(an)照(zhao)在(zai)編在(zai)崗公(gong)務(wu)(wu)員(yuan)數量和職(zhi)級核(he)定補(bu)貼數額(e),嚴(yan)格公(gong)務(wu)(wu)交(jiao)(jiao)通(tong)(tong)補(bu)貼發放(fang),不得擅(shan)自擴大補(bu)貼范圍、提高補(bu)貼標準。

3、加強公務用車監督檢查

把公(gong)(gong)務(wu)(wu)用車(che)(che)配備和運行維護費用、交通補貼發(fa)放、車(che)(che)輛(liang)(liang)(liang)處置情況等(deng)納入日常和專(zhuan)項審計監(jian)督(du)及政(zheng)務(wu)(wu)公(gong)(gong)開(kai)范圍。黨政(zheng)機關不(bu)(bu)得(de)以(yi)特殊(shu)用途等(deng)理(li)由變相超編制(zhi)、超標準配備公(gong)(gong)務(wu)(wu)用車(che)(che),不(bu)(bu)得(de)以(yi)任(ren)何(he)(he)方式換用、借用、占用下(xia)屬(shu)單(dan)(dan)位或其他(ta)單(dan)(dan)位和個(ge)人(ren)(ren)的車(che)(che)輛(liang)(liang)(liang),不(bu)(bu)得(de)接受(shou)企事業單(dan)(dan)位和個(ge)人(ren)(ren)贈送(song)的車(che)(che)輛(liang)(liang)(liang),不(bu)(bu)得(de)以(yi)任(ren)何(he)(he)理(li)由違(wei)反用途使用或固定給個(ge)人(ren)(ren)使用執法執勤、機要(yao)通信等(deng)公(gong)(gong)務(wu)(wu)用車(che)(che),不(bu)(bu)得(de)以(yi)公(gong)(gong)務(wu)(wu)交通補貼名(ming)義變相發(fa)放福(fu)利(li)。公(gong)(gong)務(wu)(wu)人(ren)(ren)員不(bu)(bu)得(de)既領取(qu)公(gong)(gong)務(wu)(wu)交通補貼、又(you)違(wei)規(gui)乘(cheng)坐(zuo)公(gong)(gong)務(wu)(wu)用車(che)(che)。紀檢(jian)監(jian)察機關要(yao)強化監(jian)督(du)檢(jian)查,及時受(shou)理(li)群眾舉(ju)報,依法依紀嚴(yan)肅(su)查處違(wei)反公(gong)(gong)務(wu)(wu)用車(che)(che)制(zhi)度改革(ge)和公(gong)(gong)務(wu)(wu)用車(che)(che)管理(li)的行為,嚴(yan)肅(su)追究相關責(ze)(ze)任(ren)人(ren)(ren)的責(ze)(ze)任(ren)。

4、切實保障公務出行

鼓勵公務(wu)(wu)(wu)出(chu)行(xing)(xing)利用公共(gong)(gong)交通(tong)服務(wu)(wu)(wu)。各地要采(cai)取有效措施(shi),完(wan)善城市公共(gong)(gong)交通(tong)服務(wu)(wu)(wu)體(ti)系,探(tan)索發(fa)展適合公務(wu)(wu)(wu)出(chu)行(xing)(xing)的市場化(hua)交通(tong)定制服務(wu)(wu)(wu),增加社會(hui)化(hua)交通(tong)供給。及時(shi)解決公務(wu)(wu)(wu)出(chu)行(xing)(xing)遇到(dao)的實(shi)際問題(ti),確保(bao)(bao)改革后公務(wu)(wu)(wu)出(chu)行(xing)(xing)得到(dao)有效保(bao)(bao)障。

組織實施

1、加強領導,明確責任

中國公(gong)務(wu)(wu)用車(che)制(zhi)度改(gai)(gai)革政策性(xing)強、任(ren)(ren)務(wu)(wu)艱巨,各地區各部門(men)要(yao)高度重(zhong)視(shi),切實加強領導,嚴格工作紀(ji)律,明確工作責(ze)任(ren)(ren)。中央和地方分(fen)別建(jian)立公(gong)務(wu)(wu)用車(che)制(zhi)度改(gai)(gai)革領導小組,明確工作機制(zhi),負責(ze)落實各項改(gai)(gai)革任(ren)(ren)務(wu)(wu),確保改(gai)(gai)革扎實穩步推進,既要(yao)改(gai)(gai)成,更要(yao)改(gai)(gai)好。

中(zhong)(zhong)國(guo)中(zhong)(zhong)央(yang)公務用車制度(du)(du)改(gai)革領(ling)導(dao)小(xiao)組由國(guo)家發展改(gai)革委(wei)、國(guo)管局、中(zhong)(zhong)直管理局牽頭,財政部(bu)(bu)、人力資(zi)源社會保(bao)障部(bu)(bu)、審計(ji)署等部(bu)(bu)門參(can)加,主(zhu)要負(fu)責指(zhi)導(dao)、協(xie)調(diao)全國(guo)公務用車制度(du)(du)改(gai)革工作(zuo),制定并(bing)組織(zhi)實施(shi)中(zhong)(zhong)央(yang)和(he)國(guo)家機關公務用車制度(du)(du)改(gai)革方(fang)案(an)及配套政策,會同有(you)關部(bu)(bu)門制定中(zhong)(zhong)央(yang)和(he)國(guo)家機關所(suo)屬非(fei)參(can)公事業(ye)單位(wei)、中(zhong)(zhong)央(yang)企(qi)業(ye)和(he)中(zhong)(zhong)央(yang)金融企(qi)業(ye)公務用車制度(du)(du)改(gai)革方(fang)案(an)。

中國各(ge)省(自(zi)治區、直(zhi)(zhi)轄(xia)市)公(gong)務用車(che)制(zhi)(zhi)(zhi)(zhi)度(du)改革(ge)領導小組要(yao)根據本(ben)地(di)區實際情(qing)況,負(fu)責制(zhi)(zhi)(zhi)(zhi)定并組織實施本(ben)省(自(zi)治區、直(zhi)(zhi)轄(xia)市)黨政機(ji)關、事業(ye)單位、國有(you)企業(ye)和國有(you)金融企業(ye)公(gong)務用車(che)制(zhi)(zhi)(zhi)(zhi)度(du)改革(ge)方案及配套(tao)政策。各(ge)省(自(zi)治區、直(zhi)(zhi)轄(xia)市)黨政機(ji)關公(gong)務用車(che)制(zhi)(zhi)(zhi)(zhi)度(du)改革(ge)方案報(bao)中央公(gong)務用車(che)制(zhi)(zhi)(zhi)(zhi)度(du)改革(ge)領導小組批準后實施。

2、精心組織,扎實推進

中國(guo)各地區(qu)各部(bu)門要健全工(gong)作(zuo)機制,深入調查研究,細致(zhi)統(tong)計測(ce)算,周密制定公(gong)務(wu)用車(che)(che)(che)制度改(gai)革(ge)方案,明確時(shi)限(xian)要求,加強監督檢查,及(ji)時(shi)有效解決改(gai)革(ge)中遇到的新情況新問題(ti),確保(bao)各項(xiang)工(gong)作(zuo)落到實處。中央和(he)國(guo)家(jia)機關及(ji)各省(自治區(qu)、直轄市)要盡快啟動(dong)公(gong)務(wu)用車(che)(che)(che)制度改(gai)革(ge)工(gong)作(zuo),確保(bao)在(zai)規定時(shi)限(xian)內完(wan)成改(gai)革(ge)任務(wu)。已先行(xing)開展公(gong)務(wu)用車(che)(che)(che)制度改(gai)革(ge)的地區(qu)和(he)部(bu)門要按(an)本意見進行(xing)規范。

保障措施

1、加強(qiang)保留公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)管(guan)(guan)(guan)(guan)理(li)(li)(li)。中國(guo)中央和國(guo)家(jia)機(ji)關各部(bu)門(men)各單位根據(ju)編(bian)(bian)制總量和工作(zuo)性質可保留5輛(liang)以內(nei)的機(ji)要通信(xin)、應(ying)急公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che),由公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)主(zhu)管(guan)(guan)(guan)(guan)部(bu)門(men)實(shi)行編(bian)(bian)制管(guan)(guan)(guan)(guan)理(li)(li)(li),編(bian)(bian)制數(shu)量和配備標準要根據(ju)各部(bu)門(men)各單位實(shi)際工作(zuo)情況科學確定(ding),優先(xian)選用(yong)(yong)(yong)(yong)新能源汽車(che)。執(zhi)法(fa)執(zhi)勤用(yong)(yong)(yong)(yong)車(che)配備應(ying)當嚴格限制在一(yi)線執(zhi)法(fa)執(zhi)勤崗(gang)位,機(ji)關內(nei)部(bu)管(guan)(guan)(guan)(guan)理(li)(li)(li)和后勤崗(gang)位以及機(ji)關所屬事業(ye)單位一(yi)律不得(de)配備。財政(zheng)部(bu)要會(hui)同有關部(bu)門(men)按規(gui)定(ding)對執(zhi)法(fa)執(zhi)勤用(yong)(yong)(yong)(yong)車(che)進行核(he)定(ding)和規(gui)范(fan)(fan)。除涉及國(guo)家(jia)安全(quan)、偵查辦案等有保密(mi)要求的特殊工作(zuo)用(yong)(yong)(yong)(yong)車(che)外,執(zhi)法(fa)執(zhi)勤用(yong)(yong)(yong)(yong)車(che)應(ying)當噴涂(tu)明(ming)顯(xian)的統一(yi)標識。國(guo)管(guan)(guan)(guan)(guan)局(ju)會(hui)同中直管(guan)(guan)(guan)(guan)理(li)(li)(li)局(ju)負責修訂公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)使用(yong)(yong)(yong)(yong)管(guan)(guan)(guan)(guan)理(li)(li)(li)辦法(fa),加強(qiang)公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)規(gui)范(fan)(fan)化(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li)。進一(yi)步精簡公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)車(che)管(guan)(guan)(guan)(guan)理(li)(li)(li)機(ji)構。

2、嚴格(ge)財務(wu)管理(li)。財政部要嚴格(ge)交(jiao)通費用預算管理(li)。各(ge)單位要加強財務(wu)管理(li),按照在編在崗(gang)公務(wu)員數量和職級核(he)定(ding)補貼(tie)數額,嚴格(ge)公務(wu)交(jiao)通補貼(tie)發放,不得擅自擴(kuo)大(da)補貼(tie)人(ren)員范圍、提高補貼(tie)標準。

3、加強公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)紀(ji)律(lv)檢(jian)查和(he)審計。嚴肅公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)紀(ji)律(lv),各(ge)(ge)部門各(ge)(ge)單位不(bu)(bu)得(de)以特殊(shu)用(yong)(yong)途(tu)等理由(you)變相超編制、超標準配(pei)備公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che),不(bu)(bu)得(de)以任(ren)何方式換用(yong)(yong)、借用(yong)(yong)、占用(yong)(yong)下(xia)屬單位或(huo)(huo)其他單位和(he)個人(ren)(ren)的(de)車(che)輛(liang)(liang),不(bu)(bu)得(de)接受企事業單位和(he)個人(ren)(ren)贈送的(de)車(che)輛(liang)(liang),不(bu)(bu)得(de)以任(ren)何理由(you)違反用(yong)(yong)途(tu)使用(yong)(yong)或(huo)(huo)固定(ding)給個人(ren)(ren)使用(yong)(yong)執法執勤(qin)、機(ji)要通(tong)信等公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che),不(bu)(bu)得(de)以交(jiao)(jiao)(jiao)通(tong)補(bu)(bu)貼名義變相發(fa)放(fang)福利。公(gong)(gong)(gong)(gong)務(wu)(wu)人(ren)(ren)員(yuan)不(bu)(bu)得(de)既領(ling)取公(gong)(gong)(gong)(gong)務(wu)(wu)交(jiao)(jiao)(jiao)通(tong)補(bu)(bu)貼、又違規乘坐(zuo)公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)。紀(ji)檢(jian)監(jian)(jian)察機(ji)關負(fu)責對公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)制度改革(ge)執行(xing)情(qing)(qing)況(kuang)(kuang)進行(xing)監(jian)(jian)督檢(jian)查,糾正(zheng)和(he)查處違紀(ji)違法行(xing)為。審計部門要對公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)改革(ge)情(qing)(qing)況(kuang)(kuang)進行(xing)監(jian)(jian)督,并將改革(ge)后公(gong)(gong)(gong)(gong)務(wu)(wu)用(yong)(yong)車(che)配(pei)備和(he)運行(xing)維(wei)護費用(yong)(yong)、交(jiao)(jiao)(jiao)通(tong)補(bu)(bu)貼發(fa)放(fang)、車(che)輛(liang)(liang)處置(zhi)情(qing)(qing)況(kuang)(kuang)等納入日常(chang)和(he)專(zhuan)項審計監(jian)(jian)督。

4、切(qie)實保障公(gong)(gong)務出行(xing)。北京市(shi)要采取(qu)切(qie)實措施(shi),健全城市(shi)公(gong)(gong)共交通(tong)服(fu)務體系,完善出租車市(shi)場化運營管理(li)方式,增加社會化交通(tong)供給。及時解決公(gong)(gong)務出行(xing)遇到的問題,保障中央(yang)和國家機關(guan)普通(tong)公(gong)(gong)務出行(xing)。
